City Council Approves Agreement on Improvements to Blithedale / 101 Interchange 

Continuing its efforts to combat traffic and reduce congestion, the Mill Valley City Council last week unanimously agreed to enter into an agreement with the County of Marin to study a practical solution to provide congestion reduction at the Highway 101 overpass connecting East Blithedale Avenue and Tiburon Boulevard. This agreement was recommended by a working group made up of Councilmember John McCauley and Vice-Mayor Stephanie Moulton-Peters and other elected officials and staff from the County of Marin, Tiburon, Belvedere, the Transportation Authority of Marin and Caltrans.
 
City Council Adopts Affordable Housing Ordinance

At the September 5, 2017 meeting City Council adopted the Affordable Housing Ordinance, which is aimed at implementing one of the community's overarching goals of "encouraging the continued diversity of housing, income levels and lifestyles in the community" (Mill Valley 2040 General Plan, Goal #2).   The new affordable housing ordinance replaces our existing affordable housing regulations. 

Boat Dock Project Set to Begin

Pier access to Richardson Bay for kayaks, canoes and other non-motorized watercraft is set to be restored along Bayside Park. The Boat Dock Project will include installation of a new gangway and boat dock, replacement and retrofitting of dock piles, and native plant landscaping near the marsh. The project is expected to be completed by November 2017.

Community Workshop: Mill Valley Historical Context Statement and Survey Update

Wednesday, September 20th, 2017
Mill Valley Public Library - 6:30pm - 8:30pm

Do you have old maps or photos of Mill Valley filed away in your attic? They may be of great help to the City as it holds a public workshop on the development of a Historic Context Statement for Mill Valley. This is an established evaluative tool that provides information needed to make informed planning decisions, prioritize preservation goals, evaluate potential historic resources, and provide a narrative of a community's history. 

Your relevant photos, maps, documents, and other materials will help the City, working with Page & Turnbull, to identify themes and patterns in Mill Valley's physical development and the events and people that influenced it over time. Your materials can be scanned during the workshop and returned to you that evening. Once complete, the Historic Context Statement will help homeowners, architects, City staff and review bodies identify, evaluate, and preserve historic resources. As part of this work program, Page and Turnbull will also be re-surveying the City's "Partial List" of historic structures to update their status.

Miller Avenue Streetscape Project Update

In this week's eNewsletter:
  • Project update: Work crews continue to prepare for landscaping, install a pedestrian bridge and tide gates in the Marsh, and sewer lining work.
  • Speed Advisory: Mill Valley Police Officers will be monitoring traffic speeds and issuing citations to violators. 
  • Sewer Lining - Day and Night Work Scheduled: Contractors will repair the public sewer pipes. Residents, motorists, and businesses may smell a chemical odor during the pipe-lining work. 
  • Save the Date! Join us for MillerFest - A community celebration of the new Miller Avenue! Saturday, November 4th from noon to 4:00 pm at the Civic Parking lot across from Whole Foods (411 Miller Ave).
Project Update: 500 Miller Avenue

Work has begun on the project at 500 Miller Avenue. The project will create 9 condominium units and a 4,948 square foot commercial building.

Board Vacancy: Marin/Sonoma Mosquito and Vector Control District Board of Trustees

California's Mosquito Abatement Act of 1915 allowed groups of communities faced with serious mosquito problems to form their own regional abatement organization as an "independent special district", separate from other government agencies. The Marin-Sonoma Abatement District was launched at that time, the first in the State.

Meet David Eshoo

The City of Mill Valley is happy to welcome David Eshoo as the new Associate Engineer in Public Works. In his new role David will be working as the staff liaison to the Bicycle Pedestrian Advisory Committee (BPAC) and managing a number of Capital Improvement Projects including the Flood Master Plan, the ADA Transition Plan, Camino Alto Bike Lanes, design of the next SLP projects, and the next intersection widening project to accommodate emergency access. 

David was born and raised in Turlock, CA and graduated from University of the Pacific in 2001 with a BS in Civil Engineering. He lives in Fairfax with his wife Renee and their three children.

Building History in 3D - A technology internship for high school students

Do you know any high school students who want to gain hands-on experience with emerging technologies? The Library is launching an innovative technology internship for high school students. Participants will collaborate in teams and use local history research and SketchUp 3D modeling software to recreate Mill Valley buildings as they were in the past. Each team will choose a Mill Valley building, participate in a series of classes, then see their models printed in 3D and imported into TimeWalk Mill Valley, a historical virtual world.

Space is limited, so students should register today. 
Mill Valley Historical Treasure Hunt & Exhibition

Through September 30th

This summer the Lucretia Little History Room at the Mill Valley Public Library has been running a Historical Treasure Hunt. Before the Hunt wraps up on September 30th, take the next few weeks to take part and find hidden treasures of Mill Valley. Whether natural phenomenon or local historical landmarks, there is much to discover. Visit the Library to view our "Hidden Treasures" exhibition of photos of significant places and historical artifacts that exist right here in our own backyard. Next, earn raffle tickets and a chance to win a prize in our September raffle by visiting selected sites featured in the exhibition and sharing them with the Library and community. After Hours: Hidden Spaces of Hate with Pete Simi

Chapman University's Pete Simi (co-author, American Swastika: Inside the White Power Movement's Hidden Spaces of Hate) addresses the current political moment, why so many white supremacists have become emboldened to move out of the shadows, and why they are now openly mobilizing across the country. He will also discuss issues to consider in terms of how Americans can respond to this growing threat. Through 20 years of extensive fieldwork with active and former members of extremist movements and conventional street gangs, Simi (Earl Babbie Research Center Director) has studied how individuals and groups develop, sustain, and, in some cases, transform violent identities. He is working on book projects on domestic terrorism and the white supremacist movement's recent rebranding.

Resilient Neighborhoods: Becoming Part of the Climate Solution

Thursdays, 9/21, 10/5, 10/19, 11/2, & 11/16

Climate change can feel like an overwhelming problem. There are some simple actions that anyone can take to help combat it, like making one's household and community greener, safer and more resilient. In this five-session course, participants will go on a "low carbon" diet to reduce at least 5,000 lbs. of CO2 in a fun and supportive atmosphere. Participants will learn ways to trim energy and waste, conserve water, and drive smarter, saving money while improving the environment.

The course is led by members of the Resilient Neighborhoods program, which has helped 840 Marin residents reduce more than 3.9 million pounds of carbon emissions.

Participants must commit to attending all five sessions and have access to their utility bills and a computer.

Planning Commission Meeting -  August 22, 2017
  • 312 Eldridge  - Approved the Design Review, Accessory Dwelling Unit, and Tree Permit Application to demolish the existing 1,896 sq. ft. two-story single-family home and ADU, and remove 5 non-heritage trees. A new three-story 3,898 sq. ft. residence with a 527 sq. ft. attached ADU and a 480 sq. ft. garage will be constructed in its place.
  • 315 Tamalpais Avenue  -  Approved the Design Review Accessory Dwelling Unit, and Tree Permit  Application for a new 3,328 square foot house with a 483 square foot attached Accessory Dwelling Unit (ADU) and a 470 square foot attached garage.  The project proposes to remove 1 heritage oak tree and 11 non-heritage trees larger than 6" in diameter. (Note, this project has been appealed to the City Council, and is scheduled for October 2, 2017)
  • 185 Summit Avenue  - Approved the Design Review, Accessory Dwelling Unit, and Tree Permit Application to demolish an existing 1,513 square foot structure and construct a new 2,831 square foot square foot dwelling and a detached 445 square foot garage with an attached 352 square foot accessory dwelling unit. The project proposes to remove 1 heritage oak tree and 17 non-heritage trees.



City Council Meeting -  September 6, 2017

At their Regular City Council meeting the City Council:
  • Presented a Proclamation congratulating the Mill Valley Film Festival on the occasion of its 40th anniversary.
  • Introduced to the Council David Eshoo, Associate Engineer, and Dante Rovero, Engineering Technician.
  • Approved the City's response to the Marin County Civil Grand Jury's report entitled "Public Engagement in Marin." 
  • Received and continued consideration of a Resolution establishing the salaries and benefits for the non-represented employees of the City of Mill Valley, including management, technical, confidential, and part-time staff.
  • Adopted a Resolution authorizing the execution of an agreement for the vacation of a portion of right-of-way at 175 Bolsa Avenue.
  • Adopted an Affordable Housing Ordinance amending the Mill Valley Municipal Code, replacing Chapter 20.80 "Inclusionary Housing Requirements" in its entirety with Chapter 20.80 "Affordable Housing Requirements" .
  • Accepted a donation of $3,731 from Project Awareness and Special Sports (PAASS).
  • Received a presentation and authorized the City Manager to execute a Funding Agreement with the County of Marin for the Design Study of improvements to reduce traffic congestion at the East Blithedale Avenue/US 101/Tiburon Boulevard (SR 131) Interchange.
  • Discussed and considered a temporary Business License Fee Exemption for Miller Avenue area businesses and continued final action of the item to the September 18, 2017 Regular City Council meeting (Finance Department/City Manager Department).
  • Adopted a Resolution confirming the City's position on the proposed League of California Cities resolutions that will be considered and voted on at the September 13 - 15, 2017 Annual Conference.
  • Received a report regarding the Fire Department's Battalion Chief Shared Services contract and discussed other shared services opportunities.
  • Received a report on the Mill Valley Police Department's services and activities .
  • Held the Public Hearing and adopted a Resolution denying an appeal filed by Barbara Ford of the Planning Commission's amendment of a Conditional Use Permit regarding hours of operation for a new bakery at 250 East Blithedale (Suite A) . 

Planning Commission - September 12, 2017, 7:00pm
  • 295 Corte Madera Avenue - Design Review Application proposal to remove a 221 sq. ft. non-conforming garage and 380 sq. ft. unpermitted Accessory Dwelling Unit; and construct a new 317 square foot attached garage and 323 sq. ft. master suite addition to the home, and renovate the existing 2,075 square foot 2-story home for a total of 2,350 square feet. 
  • 245 Throckmorton Avenue - Study Session for a proposal to replace an existing 1,278 square foot home and 154 square foot carport/garage with a new 2,284 square foot house with a 495 square foot garage.  The project proposes to remove three trees, including two mature redwood trees.
