SAN FERNANDO CITY COUNCIL SELECTS NEW CITY MANAGER
After an exhaustive search, the San Fernando City Council selected Alexander P. Meyerhoff to be the next City Manager for the City of San Fernando.
"Alex has the depth of experience, education and knowledge to help us become a more vibrant, progressive, economically stronger City. We have made great strides, in just 5 years we have gone from near bankruptcy to the path toward financial stability.
We are excited to start this new chapter in continuing to move our City forward with Alex as our new City Manager," Mayor Sylvia Ballin said.
Meyerhoff brings more than 20 years of municipal government experience, most recently serving as the City Manager for the City of Hemet. His recent accomplishments in Hemet include: managing a full-service city with 270 employees; voter approval of a ballot measure which will provide $100 million for public safety over a ten year period; reducing the city's long-term pension liability; updating the city's Five Year Financial Management Plan; and realigning the city's economic development priorities in the healthcare, manufacturing and industrial sectors.

Similarly, I have also been very impressed with the city's leadership team and look forward to leading the city staff in enhancing the range and quality of services provided to residents, businesses and visitors. Together, we will work diligently to ensure that San Fernando remains a great place to work, visit, play and live," Meyerhoff said.
Meyerhoff was born in Los Angeles, having attended UCLA where he received his Bachelors degree in history and a Masters degree in urban planning.
Meyerhoff will assume his new position with the City of San Fernando on September 8, 2017.

OPEN ENROLLMENT FOR HEALTH INSURANCE
The 2018 Open Enrollment for Health Insurance starts September 11, 2017 and ends October 6, 2017. During this period, employees may enroll in a health plan, add eligible dependents to existing plans, remove dependents, or change enrollment to another health insurance plan. Changes made during Open Enrollment take effect January 1, 2018

EMPLOYMENT RELATIONS CONSORTIUM (ERC) WORKSHOPS
Eight employees have been scheduled to attend two ERC workshops in Alhambra on September 20, 2017. The workshops, which will be presented by experienced employment/labor law attorneys from the law firm of Liebert Cassidy Whitmore, cover relevant topics in employment relations.

CHANGE IN CITY'S ELECTION DATE AS MANDATED BY
SENATE BILL 415 (SB 415)
SB 415, the California Voter Participation Rights Act (California Election Code Sections 14050-14057), which was approved by the Legislature and signed by the Governor in 2015, prohibits local government (such as the City of San Fernando) from holding an election other than on a statewide election date if elections on nonconcurrent dates have previously resulted in significantly decreased voter turnout.
Given that the City has experienced low voter turnout on nonconcurrent election dates, to comply with SB415, the City Council adopted Ordinance No. 1668 which moves the General Municipal Elections from March in odd-numbered years to November in even-numbered years, beginning November 2018.
Upon approval by the Los Angeles County Board of Supervisors, the City Clerk/Elections Official is required, within 30 days, to notify all City of San Fernando registered voters of the change to the election date and reduction to the terms of the elected City officeholders' by approximately four months (i.e., those elected in March 2015 will end their term in November 2018, and those election in March 2017 will end their term in November 2020).
The Los Angeles County Board of Supervisors must approve this change and, if granted, the next General Municipal Election will be consolidated with the statewide election on November 6, 2018.

SAN FERNANDO CORRIDORS SPECIFIC PLAN UPDATE
A milestone has been reached! The City conducted a well-attended public workshop on August 28, 2017 and the second public workshop will be held 6:00 pm, on September 15, 2017, at Recreation Park. Information from the workshop and copies of the draft TOD Plan Amendment/EIR are posted on the City's website and are available for review at City Hall, San Fernando Public Library, Recreation Park and Las Palmas Park. The public review period for the EIR will end September 25, 2017 with public hearings scheduled for the Planning & Preservation Commission and the City Council in October 2017 and November 2017, respectively.
The goal of the Corridors Specific Plan Update is to improve accessibility and livability of the neighborhoods near the Sylmar/San Fernando Metrolink Station. The planning, environmental assessment, and community outreach for this project is conducted by Sargent Town Planning and the project is funded through a Metro grant secured by the City of San Fernando.

CVS PHARMACY
Demolition of the former drive-through fast food building at San Fernando Road and San Fernando Mission Boulevard will start in early September 2017 to make way for a new 13,275 square foot CVS Pharmacy. The store will include a drive-up window for the pharmacy and is part of a larger shopping center with a grocery store and other retail and restaurant tenants.

The City is currently conducting a discovery and verification audit of businesses operating in the City. Any businesses or individuals found to be operating without a license at that time will be subject to back fees and penalties.

COMMERCIAL BURGLARY
On August 29, 2017, close to midnight, Officers responded to the area of S. Maclay Ave. and Celis St. regarding vandalism in progress. Upon their arrival, Officers observed a male suspect running from the area; he was detained pending further in
vestigation. During the investigation the Officers determined the male suspect had burglarized the business located at 301 S. Maclay Ave.(Pink & Blue Furniture). The suspect was then transported to the Police Station and booked for felony commercial burglary.

ALCOHOLIC BEVERAGE CONTROL (ABC) ENFORCEMENT
Recently, the Police Department received a grant from ABC to provide training to local businesses with liquor licenses. Over the next several months, the Department will conduct said training to ensure the businesses are following the guidelines of their permits.

AREA C MUTUAL AID ACTIVATION
On September 1, 2017, in the early afternoon hours, a brush fire started in the Sunland area off of the 210 freeway. By the next day, the fire erupted to approximately 3,500 acres, affecting the cities of Los Angeles, Burbank and Glendale. The Burbank Police Department requested Area "C" activation and San Fernando Police sent two Officers to assist with the protection of property in the evacuated areas of Burbank from September 2, 2017 through September 3, 2017.

EMERGENCY SEWER LINE REPLACEMENT: ALLEY BEHIND SAN FERNANDO RD., OFF BRAND BLVD.
The contractor is making good progress with the emergency sewer main replacement in the alley behind San Fernando Rd., off S. Brand Blvd. They are installing three to four lengths of 12" clay sewer pipe per day, which is challenging as they must carefully work around other utility lines (i.e., gas, electric, and water) at a depth of 10 to 12 feet.
The City staff and the contractor are making every attempt to minimize the disruption to businesses by only utilizing 17 parking stalls closest to the alley in Parking Lot No. 4. This sewer replacement portion of this project is targeted for completion by the end of September 2017. The affected portion of the alley will be resurfaced with the pouring of new concrete over the affected site, which will take an additional seven days to cure.

TBC inspires, supports and engages youth to achieve their fullest potential as productive citizens. TBC provides youth with opportunities for leadership, character development and scenarios to explore individual strengths and talents. SUMMER DAY CAMP UPDATE
This year's Summer Day Camp was once again extremely rewarding and successful for everyone. Staff provided a fun experience full of art, science, and sports activities for the campers. Approximately 200 campers participated throughout the summer. Counselors in Training (CIT) also made a significant contribution to the Summer Day Camp program by assisting staff in providing a fun, safe and educational environment.
