Gearing up for Fall
September is always a busy time as we scramble to wrap up the end of the fiscal year and prepare to begin a new one! The biggest item that must be in place before the end of the fiscal year is our appropriation, which funds the State DD Councils. Today we took another step closer to securing strong funding for the DD Councils as well as funding for our sister programs, the University Centers for Excellence in Developmental Disabilities (UCEDDs) and the Protection and Advocacy agencies (P&As), when the Senate passed its Labor, Health and Human Services, Education Appropriations bill. Both the House and Senate have now agreed on $73 million in funding for the DD Councils and both have strongly opposed the creation of a Partnership for Innovation, Inclusion and Independence (P3I). Thanks to all of you who continue to build strong relationships with your Members of Congress. Your work in educating and informing policymakers absolutely helps us to be able to work with them to secure funding support and strong legislative proposals that support inclusion for people with DD in the community.
The new Secretary for Aging/ Administration for Community Living Administrator, Lance Robertson, is now in place in Washington, DC and I had the pleasure of meeting him yesterday. Mr. Robertson is very familiar with his home state's DD Council (Oklahoma) and ready to support our network and engage with us, our DD Act partners and our colleagues in the Aging community.
While September can be exciting (think back to school, crisp apples and cooler weather) it can also be a scary and difficult time as we are at the height of hurricane season. As you know, several of our DD Councils are currently grappling with the aftermath of either Hurricane Harvey or Hurricane Irma or still preparing for the storm's arrival. Many of you were with us at our Annual Conference in Salt Lake City where we dedicated a plenary to discussion on emergency management preparation. Attached in this publication again are links to vital resources you may need. ACL, FEMA, the Red Cross and others also can be of assistance. We know that many of you have expertise in emergency preparation and have worked hard to develop best practices that can be utilized at this time. One of the most difficult things that happens in these situations is that people with disabilities are left stranded/evacuated without the durable medical equipment (DME), service animals, medication and some are separated from their families or caregivers. Let's continue to all do whatever we can to assist and provide support.

What is a cultural brokering? A term with many definitions...
- Cultural brokering is defined as the act of bridging, linking, or mediating between groups or persons of differing cultural backgrounds for the purpose of reducing conflict or producing change (Jezewski, 1990).
- A cultural broker acts as a go-between, one who advocates on behalf of another individual or group (Jezewski & Sotnik, 2001).

NEW Resource
A new resource is available to assist staff with data collection activities on the new performance measures. The document was created through a collaborative process with AIDD, DD Council staff, and TA staff.
The purpose of the resource is to explain and clarify data collection and reporting requirements in a helpful manner. Examples are provided throughout, and calculation instructions are included.
Guidance Document for Council Staff
During the 2017 TA Institute, we heard from Council staff about the need for a performance measures "crosswalk" from old measures to new. Councils with projects and/or activities that "crossed over" between the last five-year state plan cycle (2012-2016) to the new state plan cycle (2017-2021) may have contracts or grants in place with older measures reflected. To assist with reporting, a chart has been developed in collaboration with AIDD to serve as a guide to help Council staff report "crossover" data.

NACDD Committee Announcement
NACDD and the Board of Directors would like to thank all those who served on one of our committees this past year. Each committee, finance, audit, self-advocacy, public policy, member services, and strategic communications subcommittee accomplished great things this year with your guidance and helped NACDD move towards meeting its goals.
In October, we will begin a new year of activities for NACDD and its committee work. NACDD staff will be reaching out to all current committee members and searching for new people to join. If you are interested in either remaining on the committee you currently serve, joining a new committee, or just want some information please reach out to
