River Gate South Apartment Complex Groundbreaking

Providing adequate workforce housing is vital to the economic health and stability of our communities. Increased housing opportunities can attract families, increase population and school enrollment, and raise the tax base. That is why the City of Plymouth is excited to announce a groundbreaking for the new River Gate South apartment complex on Tuesday, July 18th. The event will be held at 9 a.m. at the corner of Michigan Street and Lake Avenue, and all are invited to attend. Stay tuned for more information.

Pre-K Education Expanding in Marshall County

Our community has just taken a big stride towards improving educational opportunities for our youth, and strengthening our future workforce. In June, Marshall County was announced as an On My Way Pre-K county, making pre-kindergarten available to 4-year-olds from low-income families. The county is one of 20 counties throughout the state to join this program. The goal is to provide a strong educational foundation for those who need it most, increasing their chances of academic and career success later in life. Marshall County providers will be able to enroll children through the program starting fall 2018. Thanks to Linda Yoder and the Marshall County Community Foundation for all their hard work in bringing the benefits of this program to our community.

Homestead Dairy Open House

Last September, Homestead Dairy broke ground on a $6 million expansion. Work on the facility is now complete, making it the largest automated robotic dairy farm in the nation. To celebrate, the Houin family will be having an open house on July 29th from 1 to 5 p.m., and all are invited. The event will include guided tours of the new robotic facility and calf barns, vendors within the dairy industry sharing information, free ice cream, and tram rides through the farm. Homestead Dairy is a second generation, family owned and operated business with a long history in Marshall County. Come see what makes their farm so special!
Plymouth Schools Create Pathway to Manufacturing Careers

Ensuring that our local schools have the tools they need to shape our future workforce is vital to economic growth. That is why we are excited to announce that the Education Workforce Innovation Network and the Center of Excellence in Leadership of Learning at the University of Indianapolis have named the Plymouth Community School Corporation (PCSC) as a recipient of their Education-Workforce Partnership Planning Grant. The total grant of $75,000 will fund six groups across the state, including PCSC, to support education-workforce alignment research and implementation. Plymouth's Manufacturing and Precision Machining Program will explore innovative business and education engagement practices and create career pathways in precision machining to better meet regional employment needs.
Regional Cities Update

Many transformative Marshall County projects are one step closer to receiving funding through the Regional Cities Initiative (RCI). On June 16th, Marshall County submitted several projects for final approval by the Indiana Economic Development Corporation (IEDC). These projects include county-wide housing developments, entrepreneurship centers, new manufacturing buildings, an indoor soccer complex, and a state-of-the-art aquatic center. An additional round of funding will soon be made available for upcoming projects. Let's take a look at two projects which are expected to receive funding in the coming weeks:
 
What is a Manufacturing Center?
Manufacturing Centers are hugely beneficial in attracting businesses by providing a customizable building that speeds up the time from acquisition to production. Often referred to as spec buildings or shell buildings, these centers will be placed in Argos and possibly Plymouth. The Argos Town Council recently passed a resolution approving the construction of a manufacturing center in their Industrial Park, just south of Town. The 50,000 square foot building will be expandable to 300,000 square feet, and should be completed by December 2017. A similar project is taking shape in Plymouth, just across the street from Pretzel's Inc. Both manufacturing centers will be flexible and competitively priced.
 
Housing Projects Advance in Marshall County
Bremen, Culver, and Plymouth have each made significant progress with their RCI housing projects. Bremen has completed work on 4 out of 56 units as well as the first phase of its infrastructure extension. The Culver Town Council has authorized funding on a housing development that will include 24 apartments. Lastly, Plymouth will break ground on an apartment and condo complex downtown. All of these projects are pending review by IEDC on due-diligence documentation, except for Plymouth's River Gate South apartment complex, which has already received conditional approval.
Progress across Marshall County

Bourbon Comprehensive Plan Supported by Residents
In order for a small town to thrive, it must have a long-term vision that will address challenges and create solutions to guide future growth. Bourbon's path to creating this vision began in December, and is already making excellent progress. The Bourbon Comprehensive Plan Steering Committee held their first public open house on May 4th. It was a huge success with over 50 residents in attendance, contributing their thoughts and ideas to the plan. A public survey was also made available to maximize resident input. Nearly 140 Bourbon residents responded to the survey. This is a significant milestone that marks the approximate halfway point for Bourbon in completing its comprehensive plan.
 
Bremen Upgrades Infrastructure
Recognizing the importance of updated infrastructure to better serve residents and businesses, the Bremen Town Council agreed to upgrade the town's lift stations in the spring 2018. The Bremen Redevelopment Commission also agreed to contribute funding for the lift station project in May. The plan and design phase is the next step, and bidding out the project will likely take place at the end of the year with a bid awarded as early as January. The anticipated cost is around $1.4 million to upgrade sixteen lift stations, all around 40 to 50 years old. Nine of those lift stations are located in the town's jurisdiction, and seven are in the TIF districts.
 
Culver Named Stellar Finalist and Main Street Community
For the second year in a row, Culver has been named one of six finalists for the Stellar Communities Program. Stellar offers winning communities both funding and the cooperation of various state agencies in developing and implementing a long-term plan. Culver's application will build off of the one from last year and include projects such as building a new amphitheater for public events in Culver Town Park and creating more affordable housing to attract young families to the area. The Culver Stellar Communities Committee is meeting weekly and engaging in community outreach to prepare for the final application.

To celebrate and raise awareness for their status as a Stellar finalist, Culver hosted Stellar Fest on June 17th. The event featured an announcement from the Office of Community and Rural Affairs (OCRA) that Culver has officially joined the Indiana Main Street Program. Culver's Main Street program is being headed by Culver Second Century, which is comprised of local business leaders and community members that collaborate with other local organizations to revitalize downtown Culver. Congratulations to Culver on these exciting developments.
 
Plymouth Adds Footbridge Project to Downtown Housing Development
A pedestrian bridge is being planned to connect the upcoming River Gate South apartments with River Park Square, beautifying downtown and improving walk-ability. Funding for the project was approved by the Plymouth Board of Public Works and Safety Monday on May 22nd. The $300,000 footbridge will cross the Yellow River on the south portion of the property near S. Michigan Street and Lake Street in Plymouth. The River Gate South building developer will partner with the City and include the proposed pedestrian bridge into the development. This is just one of the many projects in the works to improve downtown Plymouth and promote walking among residents.
