As we move closer to the start of the new VPK program year, please remember that paragraph 35 on page 7 of the VPK Provider Contract states:
"PROVIDER agrees that PROVIDER may not receive payment for VPK instruction for a child who has not been determined eligible for enrollment in the VPK Program."
To receive payment, a provider must receive the VPK COE for the child before enrolling him/her in a classroom. The VPK eligibility date for the child is located on the COE in box 3, Certificate Issue Date.
This will be the earliest date the Coalition can reimburse a provider for a child enrolled in VPK.
Please keep in mind that the Coalition has up to 10 business days to process a VPK application once it is submitted by a parent. For example:
If a parent submits a VPK application on August 17th and your classroom begins on August 10th; AND
the application and supporting documents are approved and not rejected for additional information; AND
the child is deemed eligible by the Coalition on August 28th; THEN
the first day the child can be enrolled per OEL guidelines is August 28th.
VPK enrollment guidelines are also found in the OEL-VPK rule 6M-8.201, Florida Administrative Code.
