Contractors from around Texas gathered at the annual
AGC Texas Building Branch (TBB) Convention
in late June to discuss both the recently completed Texas legislative session as well the "special session" now underway.

Attendees heard directly from several elected officials, including local Reps. Paul Workman and John Cyrer, along with Rep. Sarah Davis from Houston and Senator Bryan Hughes from Northeast Texas.
The regular session of the Texas legislative featured a variety of challenges, including: a tight pocketbook due to declining oil and gas revenues; a zealous Senate countered by a cautious House; a noncommittal governor approaching a bid for re-election; a faction of House members set on killing hundreds of bills; a widening gap between the interests of business leaders and social conservatives and between state and local interests; and a hyper-partisan 2016 national election cycle.
Political calculations aside, the Texas commercial construction industry managed to make meaningful reforms while fending off harmful legislation. Like most legislation this session, AGC Texas Building Branch bills were caught in the House-Senate crossfire, but, nonetheless, two major bills (
as covered in last month's newsletter) reached the finish line and were signed into law.
The special session agenda that kicked off on July 18 is expected to cover a list of 20 issues set by Governor Abbot such as legislation to streamline expedited construction permitting at the local levels, including Austin.

CONSTRUCTION LEADERSHIP COUNCIL (CLC) UPDATE

The Austin Chapter Construction Leadership Council (CLC) continues to offer plenty of educational and connecting opportunities for the next generation of local construction leaders. Having recently completed a Communications Workshop as well as a quarterly happy hour outing, the CLC has more great events coming up soon.
First, on July 27, there will be a
panel discussion featuring top executives from prominent construction companies. Get insights about how to get ahead in this industry directly from those leading the way. There will be a networking reception before the panel discussion and an opportunity to ask questions and network with the leaders after the panel. This event place beginning at 5:30pm at the office of Hensel Phelps.
Next, on August 24, the CLC leadership is putting together
2017 AGC Sporting Clays Classic at
Capitol City Trap & Skeet. Then they'll host another R
iver Float + Clean-Up on September 16.

TAKE THE AGC WORKFORCE SURVEY

The AGC of America continues to hear from many firms that the labor market remains tight. While it is clear that worker shortages are, in some cases, a significant problem for many contractors, the AGC wants to continue efforts to better quantify where these shortages are taking place, how severe they are, and what steps firms are taking to both cope with tight labor markets and improve the supply of new, qualified workers. That is why AGC is asking members to take a few minutes to complete the following workforce
survey. The more people understand the scope, and consequences, of a tight construction labor market, the more likely they are to act on the measures we identify in the AGC
Workforce Development Plan designed to make it easier for school systems, local associations and private firms to establish career and technical education and training programs.
