Governor Hogan announced an Executive Order this week that overrides "zero waste" initiatives taken during the waning days of the O'Malley Administration. The new policy eliminates a flat ban on landfill expansion, and rescinds aggressive long term goals for waste diversion and recycling, focusing instead on local collaboration to achieve improved results in solid waste efforts.
