Construction activity remains high in western PA. Housing activity is up about 10% and, although nonresidential construction is off slightly from the first half of 2016, there is a significant increase in the share of the market that is not natural gas-related. This means that more labor-intensive construction is growing, putting more pressure on an already-tight labor market. The upside is that the increased volume in what is the bread-and-butter market for Pittsburgh contractors is improving the business outlook. The Master Builders' 3C Index showed a marked improvement to 2.31.
The MBA's survey of its general contractor members showed a significant jump in business conditions and a 50% spike in backlogs.

Pittsburgh Planning Commission got a look at two commercial projects of interest this week. Walnut Capital submitted plans for a $6 million renovation to a former car dealership building at Craft Place and the Boulevard in Oakland. PJ Dick is the project's contractor. And Matthews International revealed its $13 million plan to add 18,000 square feet and renovate its North Side headquarters. Turner Construction is the CM for Matthews.
In other project news, Burns & Scalo Real Estate announced plans for The Riviera, a 150,000 square foot spec office building in the Pittsburgh Technology Center that is being designed by NEXT Architecture. Massaro Corp. was awarded the $3 million new entry at UPMC Presbyterian University Hospital and the Mercy Hospital ERC behavioral health projects.
University of Pittsburgh is taking proposals from Mascaro, Turner, A Martini & Co., PJ Dick, Volpatt, and Rycon on its new $26.5 million life sciences building at the Greensburg campus.
South Fayette Township supervisors deferred a final decision on the
$200 million UPMC South after the economic impact of the facility was presented Wednesday night. Proposals for the CM services should go out after the township approves the project in August. Heritage Valley and Healthsouth announced a new $28 million, 50-bed hospital to be built in Leet Township starting later this year.

Civil & Environmental Consultants, Inc. recently hired John E. Coyne, P.E., P.L.S., as a principal in the Civil Engineering practice of the firm's Pittsburgh headquarters office. Prior to joining CEC, Coyne was the director of engineering and construction for the City of Pittsburgh's Urban Redevelopment Authority from 1994 to 2008. He is a member of the American Society of Civil Engineers, the American Society of Highway Engineers, the Engineers' Society of Western PA, and NAIOP.
The Community Development Corporation of Butler County has hired Steven Gifford as its new executive director. Gifford replaces Ken Raybuck, who retired June 30. Gifford has served as the executive director for the Greensburg Community Development Corp. since 2005. Gifford received his bachelor's degree in political science from Gannon University and his master's degree in public policy management from the University of Pittsburgh.
