Dear Colleague,

I guess most of you have heard of  eCall, an EU initiative with the purpose to bring rapid assistance to motorists involved in a collision anywhere in the European Union.

In the event of a serious accident, eCall automatically dials 112 - Europe's single emergency number - and  communicates the vehicle's exact location to emergency services, the time of incident and the direction of travel (most important on motorways), even if the driver is unconscious or unable to make a phone call.
The system is designed to speed up emergency response times and it's estimated that it could save up to 2,500 lives across Europe each year.

On 28 April 2015 the European Parliament voted in favour of the eCall regulation which requires all new cars be equipped with eCall technology from April 2018 and...here we are!

After many years of discussions (the first time I heard of the eCall concept was in the early 00s), now the time has arrived and as of 01 Apr 2018 all new vehicles made in the EU should include the eCall road accident emergency system.

In principle this is a great achievement for all of us, however this comes much later than commercial solutions already available and there could be some confusion.

Initially eCall could not take off because it relies on the EC-wide 112 that was adopted with different time frames by EU Member States. Additional delays were due to the incomplete European Galileo Satellite System on which eCall relies on; with all these issues the private sector spotted the business opportunity.

In these days some car manufacturers and some insurance companies offer similar systems to their customers. The former did it to increase brand loyalty whilst the latter also to provide customers with cheaper policy prices as the system installed on board vehicles is also used to measure driving styles, annual mileage and virtuous customers with low mileage could enjoy a good discount on the annual price of their car insurance.

How the eCall is going to enter this market is totally unknown. It is clear that only new vehicles will have the new system installed so in theory these customers would not need that one from the insurance. But what about price discounts enjoyed so far? Should they accept an additional system installed, in some way replicating the eCall service, just to continue to enjoy their discounts?
How will cars manufacturers react as they have their assistance service already in place, which of course involve costs, whereas they must install eCall by law on new vehicles? This is a totally new scenario to analyse.

The only good news for sure is that Connected and Automated Vehicles (CAVs) could benefit from the eCall service that could possibly make accidents - such as that one happened in Arizona, US, the other day - less serious, maybe... hopefully...

Cooperative, Connected and Automated Mobility in Europe

13 Feb 2018 -  The development and the large scale demonstration of Cooperative, Connected and Automated Mobility (CCAM) - here in particular autonomous/connected vehicles or self-driving cars (vehicles that can guide themselves without human conduction) - provides the opportunity to make our mobility system safer, cleaner, more efficient and more user-friendly.

Member States, industry and the European Commission collaborate to achieve the EU's ambitious vision for cooperative, connected and automated mobility in a Digital Single Market, taking into consideration public authorities, citizen's, cities and industry interests.


Post-2020 EU Budget Reform must match EU's Future Ambitions

22 Feb 2018 -  The Committee on Budgets adopted two reports on the expenditure and revenue sides of the next multi-annual financial framework (MFF), to apply from 2021.

Expenditure (The next MFF) - Budget Committee MEPs want the EU budget to reflect a political project and long-term strategy for a stronger and more sustainable Europe. They demand that the current 1%-ceiling for the EU's expenditure be increased to 1.3% of the GNI, in order to be able to continue to support existing policy areas, like agriculture and cohesion policies, as well as provide sufficient funding to deal with new challenges such as security, defence or migration.

Revenue - The draft resolution builds on the Report of the High Level Group on Own Resources chaired by Mario Monti, and calls, on the revenue side, for maintaining the existing own resources and progressively introducing new own resources. The new own resources could be based on the following: i) a revised VAT, ii) a share of the corporate income (CCCTB), iii) taxation of financial services, iv) a share of the taxation of companies in the digital sector, v) a share of a set of possible environmental taxes.


Electric Bikes want to take on everyone - even Uber 

22 Feb 2018 -  There's been an explosion of American dockless, electric bike-sharing systems, which started in Europe and Asia and have now reached American shores. Eight-year-old Jump is live in San Francisco and Washington, DC.

Limebike has zippy electrified bikes in Seattle, parts of the Bay Area, and soon, San Diego. Spin, less than one year old, offers e-bikes in Miami and on two university campuses. Nere, a company currently operating under the name Smide in Switzerland, plans to enter the American market in at the end of the year.

12 Mar 2018 -  What is the future for carsharing facilities in cities? How could autonomous driving affect this future? 

We (car2go) are convinced that the future of carsharing in cities will be autonomous. Privately-owned vehicles sit unused on average for more than 23 hours per day. An autonomous carsharing vehicle in the future will be on the move more or less around the clock. That is good news for cities and its citizens. Transport in city centres will be cleaner, cheaper and safer. car2go is ready and waiting for the autonomous future.

57 top-class Innovators selected for funding under EIC-SME Instrument

13 Mar 2018 -  A total of 57 small and medium-sized companies  form 17 countries were selected for funding under the latest round of the SME Instrument. This is the first round of small businesses selected under the recently launched European Innovation Council (EIC) pilot.

The companies, selected following face-to-face interviews with a jury of innovators, entrepreneurs and venture capitalists, will receive a total amount of €94.25m (£81.95m)  to share between their projects to scale-up and internationalise.

We are happy to inform that since last Feb 2018  EPN Consulting  is now listed in the EU Transparency Register
The Transparency Register  was set up to answer core questions such as what interests are being pursued, by whom and with what budgets.
The system is operated jointly by the European Parliament and the European Commission.


EPN Consulting Students are taking part in the S.T.R.E.E.T. Turin Study Visit

On 19 Mar 2018 the 4th and last Study Visit was kicked off in Turin (Italy) within the scheduled programme of the 3-year Erasmus+ project
S.T.R.E.E.T. whose EPN Consulting is full partner.

The morning session was organised at Turismo Torino e Provincia  (Turin and province Tourism office)  that  included speeches from a Slow Food   
representative and one of the Turin Municipality councillors.

The afternoon session was held at TELT - Tunnel Euralpin Lyon-Turin . The Lyon-Turin railway link represents one of the most important works for the European economic development and companies competitiveness, allowing to reach European markets at lower costs and increase the exchange volumes.

At the same time, it will contribute to the preservation of the environment in the Alps, implementing an ambitious modal report policy linked to the commitments of the Alpine convention.

EPN Consulting CEO, Stefano Mainero , attended both sessions.


The Turin Study Visit continued with trips to Langhe (UNESCO Heritage site in Piedmont) and Chamois (town in the Aosta Valley reachable by cable car only). Then back to Turin to visit GTT, the local Public Transport company and 5T, the Turin-based agency providing Services and Innovation for Mobility. The visit will end on 23 Mar 2018.
