Macogay reported on upcoming Welcome Week activities, including a fair on Aug. 28 for student organizations and the next College Hour celebrating Chaldean culture and traditions. The Associated Student Government of Cuyamaca College (ASGCC) has established a “Little Free Library," where students may donate or take free books and is developing a student leadership training program.
Grossmont College Student Trustee
Brandon Vivero is volunteering with a summer program working with incoming freshmen. He will accompany 60 students on an upcoming trip to the University of Southern California.
Board President
Bill Garrett reported on the first draft of a statewide report on strategic enrollment management (SEM). He has asked to add information in the report about the roles of trustees and administrators in SEM.
Garrett opened public comment as required by law related to negotiations between the District and the American Federation of Teachers Guild Local 1931. The items identified for bargaining are attached to the Board docket, presented on the District website, and posted at the Governing Board Office, Office of the Vice Chancellor Human Resources and Labor Relations, and Learning Resource Centers at each college.

Vice Chancellor District Services
Sue Rearic explained the District’s process to prepare for issuing the next series of Prop. V bonds for sale. The Governing Board is required to approve an official resolution (Item 307) notifying the County of San Diego of its intent. A resolution authorizing the new bonds and to authorize refinancing older bond debt to save taxpayer money will be on the August docket.
Rearic introduced banker
Christen Villalobos with RBC Capital Markets, who described the steps for establishing a bond rating with agencies such as Moody’s and Standard and Poor’s, which includes a presentation with updated financial information from the District’s last bond issue in 2013.
Villalobos said the District’s numbers and local economic news are positive, and that RBC Capital Markets will work with the District to tell its story.
Associate Vice Chancellor of Research, Planning and Technology
Chris Tarman presented a review of the annual systemwide and District goals developed under the State Chancellor’s Institutional Effectiveness Partnership Initiative. The goals fall into four categories: student performance, accreditation, fiscal health, and compliance with State and federal guidelines.
Tarman said the District is already integrating these indicators into its monitoring of strategic plan implementation. The

Grossmont College Vice President Academic Affairs
Katrina VanderWoude reported on the first recognition ceremony for a new program,
Pathways to Success Academy, which offered three courses to the first cohort of 21 women within the Las Colinas Women’s Detention facility. The participants told stories about how the program transformed their self-concept and life goals; one plans to enroll just days after her release in October.

VanderWoude for her leadership with the Restorative Justice Initiative in the region and Vice President Student Services
Marsha Gable for her coordination of counseling and tutoring services for the Las Colinas program.

VanderWoude also reported that about 50 students, faculty, staff and alumni from Grossmont and Cuyamaca colleges took part in the San Diego Pride Parade for the first time, and plan to return next year.

Miles said a new billboard on Interstate 8 east by Fletcher Parkway is one of the college district’s recent marketing efforts.

- Approved the College and Career Access Pathways Partnership Agreements between the District and the Health Sciences High and Middle College Charter School, the Steele Canyon Charter School, and the River Valley Charter School.
- Reviewed and adopted revisions to board policies BP 2100, Board Member Elections; BP 4235, Credit by Examination; and BP 7600, Public Safety Department.
- Accepted a report on the current budget status; granted authority to the Chancellor to approve any budget changes; approved purchase orders and warrants issued during June 2017; ratified signing of agreements and spending any proceeds.
- Granted authority to File a Notice of Competition for Bid B15.020 with GA Technical Services, and release retention as allowed in the contract documents.
- Approved Resolution 18-001, California Department of Education Preschool Program Grant, Grossmont College and Cuyamaca College Child Development Centers, certifying approval to enter into a Child Development Contract with the California Department of Education to provide child care and development services at Child Care Centers at both colleges
- Adopted Resolution 18-002, California Department of Education General Child Care Grant, Grossmont College and Cuyamaca College Child Development Centers, certifying approval to enter into a Child Development Contract with the California Department of Education to provide child care and development services at Child Care Centers at both colleges.
- Approved Resolution 18-004 requesting the San Diego County Board of Supervisors establish tax rates for District bonds, expected to be sold during fiscal year 2017-18.
- Granted authority to the Chancellor to declare personal property as surplus to the needs of the District, and authorize disposal by donation to another public institution, trade-in on purchase of new property, sealed bid sale, public auction, private sale, or via landfill.
- Ratified the action of the Chancellor in awarding Bid B17.033 for Purchase and Installation of Computer Furniture for Cuyamaca College to Computer Comforts, Inc.
- Granted authority to award Bid B17.042, Grossmont College Digital Media Communications Upgrades Phase II, to the lowest responsive bidder; and execute appropriate contract documents prior to ratification by the Governing Board at the next meeting following the bid opening.
- Adopted Resolution 18-003, Designating Certain Products, Brands, and Services for equipment and installation into District buildings as permitted by Public Contracts Code 3400 (b).
- Ratified the action of the Chancellor in obtaining permission from the County Superintendent of Schools to declare the delivery and set up of modular units to house the temporary Library Resource Center at Cuyamaca College emergency projects, and waive bidding requirements pursuant to Public Contract Code Section 20654; and enter into any contracts necessary to provide library and learning support services.
- Reviewed and adopted revisions to administrative policies AP 4235, Credit by Examination, and new AP 7600, Public Safety Department.
Garrett said the Governing Board presented a positive evaluation for Miles. He thanked her for all she has done for the District over 8 1/2 years. Trustee Adams echoed his comments, saying she is proud and pleased to be working alongside Miles at the District.

Classified Staff representative
Ari Ahmadian said the group’s application for the California Community College Classified Senate Leadership Academy has been accepted. A three-member team with representatives from classified professionals, faculty, and administration will participate in training in September.

Pete Utgaard are working on an initiative to bring back the Study Abroad program with a consortium of other colleges. The Science Department will launch its first summer boot camp, led by Instructors
Kathryn Nette and
Laurie LeBlanc, to help prepare incoming science majors who are first-generation or academically at-risk students to ensure completion and transfer. The three-week program is part of the STEM grant.
Grossmont College Academic Senate President
Tate Hurvitz said the fall semester “One Theme, One Campus” project will focus onthe topic of food and will feature two campuswide events, community service learning, and activities integrated into course curricula across the college.
