L0363 Multi-Hazard Emergency Management Host Opportunity
 
FEMA's 2018 L0363 Multi-Hazard Emergency Management for Higher Education host application process is now open. The course goal is to provide institutions of higher education with knowledge and planning strategies to better protect lives, property, and operations more effectively and efficiently within the context of comprehensive emergency management.
 
This free three-day training is designed to promote learning from the instructors and through discussion and networking among all participants. Therefore, it is important that recruitment is maximized, not just within the host institution, but also within the local area surrounding the host institution to include emergency management partners. For the course to be most effective, a sufficient number of teams and range of job positions within each team is needed. The target class size is 30-40 with 4-8 members per team. A minimum of 24 participants from 4 different institutions is required to hold an L0363 offering.

New Case File Review Guidebook for SARTs Available
 
Recently, the Sexual Violence Justice Institute (SVJI), a special program of the Minnesota Coalition Against Sexual Assault, published a step-by-step guide that leads Sexual Assault Response Team (SART) coordinators through the SVJI process of reviewing law enforcement case files. In What Do Sexual Assault Cases Look Like in Our Community? A SART Coordinator's Guidebook for Case File Review (PDF), SARTs will find an effective process for identifying areas for improvement and areas of success in their approach to working with and supporting victims. The guidebook is appropriate for agencies involved in sexual assault cases: law enforcement, medical, prosecution, advocacy, and probation. Each will learn specific information about their response that can be further developed or sustained to provide optimum services to victims. SARTs use the case file review process to learn about their actual response to victims versus what they believe is happening. The case file review process can provide evidence to support necessary changes in policy and practice.
 
The guidebook contains nine modules, each of which is broken into two sections: Facilitator's Guide and Lesson Plan. The Facilitator's Guide highlights what the SART coordinator needs to know to facilitate the module and the Lesson Plan is a guide for how to share the information from the module with the SART. The modules are separated into four categories:

  • Module 1: Interest and Explanation Assessment
  • Module 2: Readiness Assessment
Preparation
  • Module 3: Mapping the Existing System
  • Module 4: Confidentiality, Privilege, and Privacy
  • Module 5: Case File Reviewers and Redaction
Case File Review
  • Module 6: Mock Case File and Introduction to Tools and Team Agreement Form
  • Module 7: Case File Review
Findings and Recommendations
  • Module 8: Reflection of Themes and Evidence, Interpretation of Findings
  • Module 9: Recommendations for Action and Positive Change
Case file review is a specific type of document review that is particularly useful in the sexual assault field. SVJI has extensive leadership and experience in designing and pilot testing the case file review process and working with SARTs across the country. Case file review allows SARTs to collaboratively look at the broader systemic improvement, rather than pinpointing a specific case or a specific person/agency. It also can include a determination of gaps and barriers to an effective response. SVJI also provides case file review tools that SART coordinators can use with their teams.
