Breaking News

The Future of Child Health Plan Plus Planning Resources
Unless Congress acts, federal funding for the Children's Health Insurance Program (known as Child Health Plan
Plus, or CHP+, in Colorado) ends September 30, 2017. Due to this uncertainty, the Department has started to plan the steps it may need to take.

At this time, there are no changes to CHP+ eligibility or the CHP+ Program.

If Congress does not pass legislation to continue federal funding, CHP+ will be affected beginning October 1, 2017.

ALERT: PEAK Security Update May Impact Users
Beginning August 5, 2017 , PEAK users will only be able to access Colorado.gov/PEAK if both their web browser and operating system meet certain  requirements. This change is being implemented as an important security measure by the platform that supports PEAK. This security update will  help ensure that personal information continues to be protected as much as possible from cyber security threats. 

Visit COPEAK.state.co.us for  more details and to test your web browser.

A scrolling banner on the PEAK homepage is currently notifying users of this upcoming change. The banner includes a link where users  may test their web browser and access further information.

The PEAK Technical Support Call Center is also ready, willing and able to provide support! The Call Center can be reached at 1-800-250-7741  (Monday-Friday from 7:30 a.m. to 5:15 p.m.), or via email at [email protected] .
PEAK Transport Layer Security Upgrade Rescheduled
The PEAK Transport Layer Security (TLS) upgrade originally scheduled for July 22, 2017, has been moved to Saturday, August 5, 2017.

Salesforce originally had PEAK slated for a July 22 implementation, but we were recently informed that PEAK will be upgraded in the second Salesforce wave occurring on August 5.
 
Per the request on Friday to update the PEAK URL on county, CBO, and other partner websites, stakeholders can now plan to update the link from https://coloradopeak.secure.force.com/ to Colorado.gov/PEAK on August 5.

Colorado interChange Update
The Colorado interChange has processed approximately 17 million claims and paid providers more than $3 billion since the March 1, 2017, Go Live date.

The Department continues to work with its fiscal agent, DXC Technology (DXC) to resolve issues as they are identified.

Any struggling providers can call the Provider Services Call Center at 1-844-235-2387 and select option 2 to "speak with an agent" and then option 4 to learn about interim payment options. Interim payments are meant to provide temporary relief to providers until their claims are processed correctly, not to pay an outstanding balance.
We cannot issue an interim payment to non-enrolled providers.

The  Known Issues & Updates web page is updated frequently with known issues, ETAs and any needed action.

The Department has published step-by-step instructions for common functions in the Provider Portal.

Web Resources for ACC: Access KP Program End
Health First Colorado members previously enrolled in the Access KP Program will be automatically enrolled in Colorado Access on August 1, 2017.
 
This change in health plan enrollment will not change a member's benefits or services.
No action is needed by Health First Colorado members. Additionally, members can continue receiving their care through Kaiser Permanente.
 
Members were notified of this change by letter from Health First Colorado Enrollment.
 
Members should contact Colorado Access with questions about this change, their health plan, benefits or if they want to change their provider at 1-855-4MY-RCCO.

Primary Care Payment is Changing--Live Webinar August 23
The Department will be holding a live webinar on Wednesday, August 23, 2017 at 1:00 p.m. to provide additional information on the implementation of the Alternative Payment Model (APM) for primary care.  The webinar will be especially useful for primary care practice or office managers and any office staff responsible for clinical quality improvement activities including registries and policy/process improvement.

Partnerships to Improve Population Health
Children with Autism Waiver Amendment Public Comment Opportunity
The Department is submitting a waiver amendment to the Centers for Medicare and Medicaid Services for the Children with Autism (CWA) waiver.  The proposed amendment includes the schedule to phase out the CWA waiver due to behavioral therapy services moving to the Early and Periodic Screening, Diagnostic and Treatment (EPSDT) program. 
 
The Department has asked for an effective date of July 1, 2018 for the proposed amendment.

Delivery Systems Innovation
Medicaid Buy-In for Working Adults with Disabilities Expands
The Medicaid Buy-In for Working Adults with Disabilities program allows people with disabilities to work and earn up to 450 percent of the Federal Poverty Level and maintain their Medicaid Home and Community-Based Services (HCBS). 

The Department has been working to expand Medicaid Buy-In for Working Adults with Disabilities to additional HCBS waivers. Effective July 1, 2017, the Buy-In program was made available for two additional HCBS waivers, Persons with Brain Injury (HCBS-BI) and Spinal Cord Injury (HCBS-SCI). 

The Department anticipates that this program will be implemented into the HCBS-Supported Living Services (HCBS-SLS) waiver in FY 2017-18. 

The Buy-In program has been available since 2012 for people receiving services through the HCBS waivers for Elderly, Blind, and Disabled and Community Mental Health Supports.

State Innovation Model Update
Extending integrated care with the Colorado State Innovation Model (SIM) Cohort 2

We continue to move the needle toward helping Colorado become the healthiest state by integrating behavioral and physical health in primary care settings. 

SIM is working with 92 primary care practice sites, which serve 321,543 patients, and we will soon expand that circle. On July 7, the team sent acceptance letters to 168 practices that applied for cohort 2, which will start its practice transformation work in September. Cohort 2 will start its work this September and the team will release its application for cohort 3, the last group of practices to participate in the initiative, this fall. 

SIM, an initiative that is funded by the Centers for Medicare & Medicaid Services, will ultimately work with 400 primary care practice sites and four community mental health centers. Time is Running out to Apply for TCPi

The Transforming Clinical Practice Initiative (TCPi), which helps healthcare providers succeed with alternative payment models through valuable coaching and guidance, is nearing capacity. More than 1,600 providers in the state are participating in the initiative, and the limit is 2,000. Learn more about TCPi and apply today before time runs out.

SIM Helps Four Community Mental Health Centers Deliver Whole-Person Care

Community Collaboratives Enhance Patient Health, Access

Accountable Care Collaborative Enrollment Update
As of July 2017, 1,033,298 Health First Colorado members were enrolled in the Accountable Care Collaborative. This number includes 37,738 who are members of the Accountable Care Collaborative Rocky PRIME program on Colorado's western slope.
 
Approximately 744,893 Accountable Care Collaborative members are attributed to a medical home.

Operational Excellence
Second Stakeholder Meeting on Upcoming Asset Verification Program 
The Department is convening a second stakeholder meeting to discuss the Asset Verification Program (AVP) scheduled to be implemented in December 2017. The AVP will help streamline the eligibility determinations when an asset test is required for programs and waivers for individuals who are 65 and older, blind, or who have a disability.

This meeting will follow-up on questions raised at the April 2017 stakeholder meeting, and provide an update on the status of the project.   

The meeting will be held at HCPF's office at 303 E. 17th Ave., Denver, CO 80203 on Thursday August 10 from 2:00 to 3:00 p.m. in Conference Room 11A & B. A webinar and conference line will be available for those who cannot not attend in person.
