Policy Paper


Assembly Bill 104, Section 84920 requires the California Community Colleges Chancellor's Office (CCCCO) and the California Department of Education (CDE) to identify common measures for determining the effectiveness of members of each consortium. In response to this requirement, the AEBG Office released Measuring Our Success: Data and Accountability Systems and Common Assessment in the California Adult Education Block Grant Program. The report addresses the legislative requirements by providing a description of reporting elements and processes, data definitions and assessment policies.

The AEBG Office will be covering the impact of this report on AEBG 2017-18 data collection and consortia/member accountability via upcoming webinars, in-person regional training, statewide events in October and January, and updated program and fiscal guidance documents. Be sure to look out for updates in the AEBG newsletter and on the website.

On Monday (8/7), the AEBG Office released a memo about extending the AEBG data and accountability funding period by 12 months. The new period is from June 1, 2016 through Dec. 31, 2018.

The goal of the Educate & Elevate California campaign is to tell the story of the positive impacts of AEBG by highlighting individual student and employer success stories along with consortia innovations and data and results, and to ensure that this information reaches stakeholders in a strategic, coordinated manner.
 
As part of this effort, Full Capacity Marketing is designing a Communications Toolkit to support regional consortia in better telling their stories and successes. Based on the survey results from the kickoff webinar, many of you expressed a need for marketing templates, media fact sheets and infographics, as well as needing information on how to better engage stakeholders with adult education. In response, we're planning a series of educational webinars to ensure success in using the Communications Toolkit.

Building an Effective Outreach Plan for Adult Education: Leveraging the AEBG Educate & Elevate Campaign Toolkit
 
This webinar builds the capacity of AEBG adult education organizations to proactively develop an effective outreach plan for its various target audiences. Participants will learn a step-by-step process for developing an outreach plan and how adult education organizations have applied the process successfully for maximizing engagement with adult learners, employers and key stakeholders. The AEBG Educate & Elevate Campaign Toolkit will be unveiled to support AEBG consortia members in tailoring communications tools for their regions.

for 2017-18 Policy and data collection


The AEBG Office will host regional face-to-face trainings that will cover all of the new policy changes for 2017-18. These two-day trainings will be held this fall at various locations across the state. 
 
To register, visit the AEBG Regional Training page and click on the events you would like to attend. From there you can register. 

Who should attend:  AEBG coordinators, data-entry staff, administrators and technical support.

Overview of training: Day one will focus on AEBG data and accountability, policy changes, program metrics, community college-specific changes and more. Day two will be hands-on in the computer lab, with CASAS TOPSpro® Enterprise  (TE) experts to walk you through reporting through TE. All AEBG members must use CASAS TE to report student data. It is critical that your program, data, and technical staff attend this training.

An invite with registration instructions for the Oct. 12-13 consortia-lead event, to be held at the Sheraton Grand Hotel in Sacramento, has gone out to AEBG consortium leads and directors. The purpose of the event is to discuss program guidance for the 2017-18 school year and attendance is limited to only consortium directors/leads. This collaborative training will equip consortium directors with the information they need to confidently assume the leadership role in implementing AEBG policy changes in their region, including changes related to accountability measures and the definition of member effectiveness. Consortium leads will receive results from the field team policy work. After the training, participants will be prepared to lead and support regional activities including program and fiscal management.

The third annual AEBG Summit will be held Jan. 22-23, 2018 in Southern California. The location will be announced soon.
