Due to escalating labor costs, the West Coast MTO Agreement (WCMTOA) announced it will raise the current PierPass Traffic Mitigation Fee (TMF), at the Ports of Los Angeles and Long Beach by 2.3 percent. DSV Air & Sea has filed these increases in its tariff.
Effective August 3, 2017, the TMF will be increased as follows:
20' Containers will increased from $70.49 to $72.09
40' Containers will be increased from $140.98 to $144.18
The adjustment falls under Rule 7 of WCMTOA's Marine Terminal Schedule No. 1, which states, "Beginning in mid-2012, the Fee shall be adjusted annually to reflect increases in labor costs based on Pacific Maritime labor cost figures." The PMA negotiates and administers maritime labor agreements with the International Longshore and Warehouse Union (ILWU).
The TMF is charged for non-exempt containers (FCL, both Import and Export), moving to or from the Ports of Los Angeles and Long Beach during peak business hours (Monday through Friday 3:00 AM to 6:00 PM). The not-for profit fee covers the additional terminal hours. Fees do not apply to empty containers and containers coming from/going out of state. Containers moving during off-peak hours (Monday to Thursday 6:00 PM - 3:00 AM and Saturday 8:00 AM - 6:00 PM) are not charged a fee.
The PierPass Program went into effect July 23, 2005, to address multiple terminal issues such as congestion, security and air quality around the Los Angeles and Long Beach ports. OffPeak established regular night and Saturday work shifts to handle trucks delivering and picking up containers at the 13 container terminals in the two adjacent ports.
