HOMEBUILDING INDUSTRY TRENDING IN THE RIGHT DIRECTION IN MORE WAYS THAN ONE
BIA Chair Andy Davidson looks back on a strong first six months of 2017
Six months ago, I stood before many of you at the Installation of Officers Gala and told you that I would make things right for our industry. I told you I would increase sales, make our association a dominant political force, bring more workers into this industry, and end homelessness. Ok, ok. I didn't actually say I would do all of that, but it's all happening. We're half way through 2017 and things are looking up for both the North State BIA and the homebuilding industry more broadly.
With May's impressive sales numbers - 565, to be exact - in the books, we are well on our way to besting last year's total of 4,208, as to date we have sold 2,453 homes.
While we are unquestionably still off the tremendous pace of the early-2000's, our steadily improving sales numbers give me great confidence. As BIA Chair, I would like to call on everyone to double down on their efforts to not only beat our 2016 sales haul, but to utterly smash that number. I know we can do it.

Another area in which we've excelled thus far is Government Affairs, where our advocates put together yet another stellar six months of important policy wins for the industry. And although it's not an election year, I would be remiss if I did not mention that our PAC has a fundraiser coming up on July 13, so I hope to see many BIA members there. Next year's election cycle will be extremely hectic and we need to do all that we can to ensure our industry's voice is heard.

Industry Foundation also continued to play a major role on the workforce development front with the launching of the 5Kin5 Initiative, the goal of which is to recruit 5,000 - or more - new workers into our industry over the next five years. Meanwhile, our charitable arm, HomeAid Sacramento, is heavily involved in multiple projects throughout the region as it continues its phenomenal work to help end homelessness.

It's been a busy few months and this is no easy gig. That is why I would like to thank my colleagues on both the Executive Committee and the Board of Directors for their amazing commitment to and passion for all things homebuilding.

Placer Builder Developer Council Recap
Roseville Joint Union High School Superintendent Ron Severson and Assistant Superintendent Joe Landon discussed the timeline for the new high school in West Roseville. The school is expected to open after the completion of the first phase of construction in 2020, with another phase to follow. They also shared building facilities improvements that are being made to the existing high schools. All of these projects were made possible by the passage of last year's Measure D, the $96 million bond that was supported by the BIA and its members. You can view the presentation here.

City of Roseville to Debut Electronic Plan Review
The City of Roseville will kick off a new program that will allow for online application submittal and electronic plan review this fall. Members will be able to apply for building, engineering, planning, and fire system permits online anytime, as well as pay permit fees and deposits online. This new system will allow for the monitoring of the progress of the project's plan review online and to receive consolidated comments from city plan review staff. New Connector JPA Executive Director 
Earlier this month, the Capital SouthEast Connector JPA Board of Directors voted unanimously to promote Derek Minnema to the position of Executive Director, replacing Tom Zlotkowski who recently retired after serving as Executive Director since 2008. The Connector, an ongoing 34-mile major roadway project between Interstate 5 in Elk Grove and Highway 50 in El Dorado Hills, is crucial for future development in the region. Placer County CDRA Releases Business Plan for 2017-18
The Community Development Resource Agency will bring its business plan for the next year to the board of supervisors on June 27 . This plan provides general program priorities, specific goals, and performance measures. The document can be read in its entirety here.

Placer County CCI/CPI Fee Updates
Placer County Supervisors will consider the annual Construction Cost Index/Consumer Price Index inflationary adjustments to fees at their June 27  meeting: 1)  CDRA administration and planning fees will be increased by 3% according to the CPI; 2) b uilding services fees will be increased by 4.4% according to the CCI; and 3) e ngineering and surveying fees will be increased by 3%. PCAPCD Draft 2017 CEQA Handbook
The Placer County Air Pollution Control District has released the draft 2017 CEQA handbook update for public review. This update does not propose any new requirements beyond the Review of Land Use Projects under CEQA Policy that was adopted by the PCAPCD Board last October. It updates the 2012 version with the adopted review principles and significance thresholds, as well as new information, protocols and guidance from US EPA, CARB, CAPCOA, and other state agencies since 2012. If you have any comments on this draft, they are due by July 12  and can be sent to [email protected]

Rocklin Golf Club Latest
The discussions between the City of Rocklin and the owner of the former Rocklin Golf Club to identify opportunities for the current vacant parcel have ended. The property will remain vacant indefinitely and off limits to public access. Read more here.
