POLICY FOCUS: RENT CONTROL
Fight looming over rent control measure in Sacramento 
As you may have heard recently, a serious effort is underway across California and here in Sacramento to create rent controlled housing - a step that would have an immediate, chilling effect on efforts to revitalize downtown Sacramento. 
 
At the state level, signatures are being gathered to allow a vote this November to repeal "Costa Hawkins" legislation, enabling local jurisdictions to pass rent control. Here at the local level, a group of union-backed housing activists is also gathering signatures to put a rent control measure on the November ballot to pass rent control in the city of Sacramento. If both measures were to pass, rent control would go into effect in Sacramento immediately following the November election. 
 
The local Sacramento measure would:
  • Limit rental increases to the Consumer Price Index, and not on the actual value of the rental space;
  • Require landlords to pay thousands in relocation benefits to tenants evicted for no-fault evictions; and
  • Create a new layer of government with a newly-elected 9-member rent board.

Because of what is at stake, the BIA decided to act quickly - in consultation with our board of directors - and join a number of other local business groups in opposition to the measure. The BIA's position statement can be read hereThose other groups include the California Apartment Association, the Sacramento Association of REALTORS, Region Business, and the Sacramento Regional Builders Exchange.

While this measure represents a significant challenge to our multi-family builders, the debilitating economic impact posed by rent control will cast a wide net and result in severe production problems. At a time when not only the greater Sacramento region, but also the entire state, is facing a major housing shortage, we cannot afford to allow another misguided policy to further constrict our industry. The bottom line is that this measure is just plain bad housing policy for everyone.

As backers of the measure have started to gather the 37,000 signatures from registered city voters they need to qualify it, we are in close contact with our partners and working toward a comprehensive plan to fight this effort.

New Affordable Housing Purchase Opportunity in Roseville
The City of Roseville is collaborating with Elliott Homes to provide new home ownership opportunities through their Affordable Housing Program. The program gives preference to applicants who currently live or work in Roseville, or if the head of household or spouse is a veteran. More information can be found here.
 
Placer County Affordable Housing Forum
The Placer Community Foundation is working with the County to host a housing forum on March 20 in North Auburn. The two-hour housing workshop is set to focus on small-scale infill residential projects that range from single-family households to high-density apartment complexes. Roseville City Council Appoints Acting City Manager
The Roseville City Council promptly appointed Dominick Casey to be Acting City Manager, following the recent announcement of City Manager Rob Jensen's retirement. Meanwhile, the City Council will continue their nationwide search its next city manager, who is expected to be hired late this summer.
 
El Dorado County Updates Specific Plan
An amendment has been made to the El Dorado Specific Plan to incorporate more multifamily residential use, density, and related standards for their Village T, to be designated as "Urban Infill Residential". Additionally, a similar amendment has been made for their Town Center East area, regarding the incorporation of multifamily residential use, density, and related design and development standards.
