A  new SHADAC analysis provides information about the impacts of the Affordable Care Act (ACA) on the uninsured by Congressional District, for all 50 states (435 Congressional Districts).

The analysis, funded by the  California Health Care Foundation, includes  detailed infographics and data tables illustrating changes in the number and rate (percentage) of uninsured between 2013 and 2015 across all Congressional Districts and for a range of demographic groups within each Congressional District including: race/ethnicity; income; citizenship; educational attainment; and employment status. 
  

Notably, all but five of the Congressional Districts (out of 435 nationwide) experienced a statistically significant decline in the uninsured rate between 2013 and 2015. However, there was considerable variation in the magnitude of these declines. The percentage point decline in the uninsured ranged from 14.5 in the 34th Congressional District of California to slightly less than one percentage point in the third Congressional District of Massachusetts. 

There was also variation in the impact of the ACA on the uninsured for subgroups within individual Congressional Districts. For example, in many Congressional Districts those with lower incomes and less education experienced larger declines in uninsurance following the ACA. The infographics provide intuitive, at-a-glance visualizations of these important differences. 

Health care continues to be an extremely political and divisive issue, and understanding the impacts of the ACA at the Congressional District level is important for policymakers, the media, and other stakeholders engaged in the debate. This analysis can be used to understand trends in the uninsured  across Congressional Districts within individual states, as well as provide insights into how coverage rates for specific groups within individual Congressional Districts-e.g., racial and ethnic minorities, the low income, etc.-have changed under the ACA. 

Thanks to all of you who joined our panel of economists and business leaders last night at the Medicaid Works forum to discuss the connection between Medicaid, jobs and economic growth. We learned a lot from our moderator, Don Henninger, and panelists Lee McPheters, Mike Hutchinson, Josh Nuñez and David Lujan.

 

McPheters stressed that Medicaid, known as the Arizona Health Care Cost Containment System, or AHCCCS, is a critical part of the state's economic growth.

 

"A loss of federal funds for Medicaid could trigger a health care recession and have dramatic ripple effects throughout our economy. There is no way the private sector could replace the current Medicaid health care system that now covers 2 million people in Arizona," McPheters told the audience.

 

Lujan, who served in the Arizona legislature for eight years, added that no matter how solid an education system is, children need regular health care to succeed. He also said if Congress makes good on plans to turn health care responsibility over to the states, Governor Ducey will be the one deciding which families get to keep health coverage and which don't. "Governor Ducey will be the one signing the state budget that wipes out treatment and coverage for thousands of people in our state."

 

The forum, sponsored by Vitalyst Health Foundation, Protecting Arizona's Family Coalition, and Children's Action Alliance, included questions from participants. Attendees pointed out that Arizona senators John McCain and Jeff Flake have a critical role to play in standing up for Arizona's economic needs as the US Senate develops its own health care legislation.

New Women's Empowerment Support Group starting June 1st at the Red Mountain 

Recreational Center that focuses on strategies to help with deal with Anxiety and Depression. The group is lead by Elise Hurst who has gone through and continues to live with anxiety and depression. Her class is meant to be a support for those who suffer from anxiety and depression but also will be a good stepping stone for people who  are nervous about seeking mental health services.
