The Danville City commission has been working on its 2017-2018 budget since January.  In May, the city manager proposed tax increases in both payroll and net profits taxes to address some capital projects that must be undertaken.  Among these are a new fire station, a new hook and ladder truck for the fire department, new pipelines to address capacity issues and future growth of the industrial park, replacement of the Second Street bridge to allow fire trucks and school buses to safely cross, and energy efficiency projects to update old and costly heating and cooling equipment.  Over the course of the conversations on tax increases, commissioners listened to the many comments that were shared, especially by the business community.

Through all of this, your Chamber spoke to our elected officials on our business owners' comments on the proposed tax hikes.  Through your survey responses and additional comments I have received, I shared your concerns - both at meetings, by email and in conversations. And your input mattered, was heard and made a difference!

For those of you who may have missed any of this, I have included articles from the Advocate Messenger on the city budget from recent meetings.  I have also included information on why the tax increases were necessary.

This has been a tough decision for our elected officials, especially after increasing these same taxes two years ago.  From private citizens to business owners to our elected officials, I am proud that we have shared opinions and data to inform everyone before a final decision was made.  Our elected officials heard you and made some changes to the budget and to the proposed increases.  The Emergency Medical Dispatch budget item was delayed for a year and the Certified Local Government position was cut.  This led to a tenth of a percent decrease on the payroll tax, changing it from an increase of 1.25 to 1.9 rather than the 2.0 originally proposed. 

Unlike the national politics we see daily, our local process was one of respect, dialogue and professionalism.  People shared opinions, facts were discerned and conversation was courteous and civil. Everyone had the city's interest at heart and all heard and were concerned about the impact of the increases. When all was said and done, it came down to limited areas to find the money to do critical projects.  The downtown fire station has serious structural issues.  To maintain current insurance rates for our businesses, we need to keep our station downtown.  Equipment is costing more in repairs than is reasonable because of age deterioration.  Infrastructure is no longer safe for travel or appropriate for growth.

I must commend and thank all who participated in any way. This is how our democratic process is supposed to work.

The city of Danville recently held a ribbon cutting for the renovated Weisiger Park. The Great American Doll House Museum
Mini-history lesson: Local miniature museum seeks photos, stories bout building from '30s. 
  Now that she's created the right space for the project, the curator of The Great American Dollhouse Museum is ready to move forward with a pictorial history of the building.  However, she needs the public's help.  Lori Kagan-Moore is issuing a call for photographs and anecdotes about the museum's building at 307 N. Sixth St., built in 1939.

City Holds Community Forum on Wayfinding 
The first of several Wayfinding Community Forums was held June 27 at City Hall.   City Manager Ron Scott introduced John Carmen, the principal with Carmen Landscape Architecture, Urban Planning & Civil Engineering from Lexington, who has been hired to develop a Wayfinding Master Plan for the city. Carmen gave a basis Wayfinding 101 review to those in the audience. The intent is to bring uniformity to signage and to develop a "Kit of Parts" that can be used well into the future. Strategic locations for key points of signage and the creation of a family of signs will be established through criteria based on research and input from the community. The new branding design will be used in the project. Community participation meetings will be held over the next three months. John Carmen can be reached at  [email protected]

CASA of the Bluegrass Announces August 2017 Volunteer Training
CASA of the Bluegrass has an urgent need for more volunteer advocates. Members of our community can positively impact the lives of abused and neglected children by serving as court appointed advocates.    
CASA of the Bluegrass is hosting a Volunteer Advocate Training which consists of court observation, in-class sessions and brief homework. Training for August session will begin on Tuesday, August 22nd, 2017 at 6:00 pm at the CASA of the Bluegrass office: 473 W. Walnut Street Danville, KY 40422. A Court Appointed Special Advocate (CASA) is a trained community volunteer appointed by Honorable Bruce Petrie, Family Court Judge for the 50th Judicial Circuit. They speak up for the best interests of abused, neglected or dependency children in Boyle and Mercer counties who are brought before court for reasons of abuse, neglect, or dependency and bring urgency to a child's needs, both in and out of the courtroom. CASA volunteers advocate for safety, permanence and well-being for children through independent recommendations. The role of the volunteer is defined in Kentucky Revised Statutes (KRS) Chapter 620.00 and must comply with the National CASA Association and Kentucky CASA Association Standards for Programs.
If you are concerned for the well-being of children in your community and see the importance of advocating for a child until a safe and permanent home is obtained - you could be an effective CASA volunteer. If you are objective and are able to interact with people of various educational, economic and ethnic backgrounds - you could be an effective CASA volunteer.
In 2016 CASA of the Bluegrass advocated for 365 individual child victims, and assisted in closing cases and finding permanency for 141 children- ensuring that they have a safe and permanent home. The disheartening news is that there are still nearly 355 children waiting for a CASA in Boyle and Mercer Counties.
We have the cure to child abuse. It lies within each of us. Please become part of the solution to end child abuse and neglect by becoming a CASA volunteer!
Last year, 116 of your neighbors, co-workers, friends, and family members decided that it is the undeniable human right of every child to grow in a safe and nurturing home and they took the next step- to speak for those children by becoming volunteer advocates.
CASA of the Bluegrass has now served this community for 13 years and has grown to 116 fully trained volunteers who help close cases every year. Closing a case means a child has been successfully reunified with family members or has been placed in a safe, secure and permanent home, not languishing in a long-term foster care or treatment facility. Shoe Sensation - Welcomes New Store Manager
 The Chamber welcomes Rob Cave, the new store manager at Shoe Sensation.  Rob joined the store in Nov. 2016.  

Rob says working at Shoe Sensation in Danville has been a great experience.  He loves getting to know his customers and helping them  with their footwear needs.  Rob is originally from Stanford and, after spending several years working for other retailers in other states, he is excited to live in Danville near family and friends.

McDowell Wellness Center will host AARP Driver Safety Program on July 12
   Individuals who are age 55 or older are invited to participate in an AARP Driver Safety Program sponsored by McDowell Wellness Center.  The course is scheduled for Wednesday, July 12 from 9 a.m. to 1 p.m.  The cost is $15 for AARP members (bring AARP card to class) or $20 for non-AARP members.  Refreshments will be provided.
   This course is sanctioned by the AARP.  Individuals who complete the course may be eligible for a five-year discount on their automobile insurance.  You do not have to be a member of AARP or McDowell WellnessCenter to participate.
   The class is limited to 25 participants.  To enroll, or for more information, please call  (859) 936-WELL (9355).

Congratulations to Ephraim McDowell Health's McDowell Place of Danville for receiving the Kentucky Assisted Living Facilities Associaton's (KALFA) Excellence in Civic Involvement Award at the annual conference in Louisville. This is the second time they have been honored with the award. The award is based upon a senior living community's civic involvement in areas that may include volunteer roles, educational efforts and similar activities for the betterment of seniors and services in the Commonwealth.  McDowell Place is an independent living, assisted living and personal care community that offers four levels of residences.  Independent living allows for individuals to maintain their independent lifestyle without the concerns of home maintenance.  Assisted living is for individuals who need a caregiver to assist with such tasks as bathing or medication reminders.  Personal care is offered to residents who require the assistance of a nurse for care and/or medication administration.  Respite care is available to individuals who want to see if McDowell Place is right for them or who need care on a temporary basis due to a recent hospital stay or are in need of rehabilitation.  The facility appeals to individuals who aren't comfortable living alone yet want to maintain their independent lifestyle. 

Congratulations to Ephraim McDowell Health for receiving  two awards at the Kentucky Organ Donor Affiliates (KODA) Award banquet.  The Medical Center earned the 2015 and 2016 Outstanding Achievement Award. The hospital sponsors activities throughout the year to raise organ donor awareness and give people the opportunity to join the donor registry.  In mid-April the hospital raised the KODA flag during one of these events.   Every two years KODA presents awards to the Kentucky hospitals which have had patient families willing to donate tissues, bone, or organs after their loved one has passed.  KODA shared that Kentucky has 54% of licensed drivers on the donor registry.  This is one of the highest percentage of registered donors in the country.
