Dear Friends,

Wisconsin is rising again in the ranking of top states!   U.S. News and World Report ranked Wisconsin as the 11th best state in the nation. That's up five spots from last year.  We  scored high marks for child wellness visits (#1), voter participation (#2), quality of life (#3), pension fund liability (#3), gender equity in employment (#4), opportunity (#8), and employment (#10).  

There's great news in our area too. Southeastern Wisconsin is seeing the largest manufacturing growth in a decade, according to the Marquette Center for Supply Chain Management.  The group's director, Doug Fisher, says its the highest growth he's ever seen. 

"It's just an incredibly positive business environment we're in," Fisher said, noting the general strength of the economy, low interest rates, low unemployment, strong demand, a politically favorable environment for business and Foxconn moving into the region. "Just overall, speaking to the Milwaukee numbers, this is just a good place to be right now."

It truly is a great time to be in Wisconsin.  Our state's turnaround is one of the most remarkable stories in America.

School Safety
 
This week, I requested a Legislative Council Study Committee that would focus on school safety and the mental health of students. Legislative Council Study Committees thoroughly examine policy issues by having lawmakers and experts come together to discuss what is working and what needs improvement. I'm hopeful a study committee can really dig into what is working and what isn't with school safety and mental health care for students in Wisconsin. 
 
I am working on keeping guns out of the hands of dangerous criminals. Both the Senate and Assembly unanimously approved my bill that targets repeat offenders who shouldn't be carrying weapons in the first place, while still protecting the constitutional rights of law-abiding citizens. It creates minimum sentences for habitual criminals, punishes people who carry guns for criminals, and toughens Wisconsin's laws against illegal straw purchasing. My bill is now awaiting Governor Walker's signature.

Too often mental health issues in children are overlooked. In Wisconsin, I am trying to change that. In the state budget, we made it a priority to increase funding to improve and expand school mental health services and training for school employees to recognize signs of trauma in students. This session, I authored a bill that will help make sure kids can get mental health treatment when their parents or guardians can't be found. It was passed by the State Assembly unanimously. It's my hope we will take this bill up in the Senate this month and send it to Governor Walker for his signature.

My staff and I are researching our laws to see where we can make improvements to keep children and adults safe from gun crimes. This week, Governor Walker said he is also working on legislation. Additionally, Senate Majority Leader Scott Fitzgerald is exploring ways to make our schools safer. I look forward to working with the Governor and my fellow senators to find solutions.
Foxconn Meeting

On Thursday, I had the chance to meet with Alan Yeung from Foxconn. Alan is a Badger! He attended UW and is very excited about his company coming to Wisconsin.

One of the reasons Foxconn picked Wisconsin over states like Michigan, Ohio, Pennsylvania, and North Carolina was our commitment to workforce development. It's great to see those reforms benefiting our state.

According to Ernst & Young, Foxconn's projected annual revenue is expected to hit $5.67 billion a year. That will have a huge impact on our economy.

Foxconn won't just be making televisions. They plan to make many investments in our state including finding a cure for cancer. It's clear Foxconn officials are excited about Wisconsin!
College Savings Board Meets

This week, the 529 College Savings Program Board met in Madison.  I was one of the original authors of Wisconsin's successful college savings program, Edvest, and I have served on the board since 1999.
 
Edvest is Wisconsin's college savings program, also called a "529 plan," after the IRS code they fall under. Wisconsin's plan is one of the lowest cost 529 plans in the nation. Account owners can choose between 17 investment portfolios and benefit from in-state tax benefits. 
 
Edvest is now a model college savings program for the nation.  Earlier this year, Edvest reported $5 billion in assets.  Thanks to this program, more kids will get the opportunity to pursue their dreams of higher education.

New IRS Withholding Calculator

The federal tax cuts are already delivering for taxpayers.  Because of the tax changes, t he IRS is encouraging taxpayers to have a "paycheck check-up" to make sure they are withholding the right amount.  
 
The Internal Revenue Service just updated their withholding calculator and their Form W-4 to reflect those changes.   Click on the links above to make sure your withholding  is up to date.

Green Bay Road and Teutonia Avenue

On Monday, there will be a public involvement meeting on the proposed changes at Green Bay Road and Teutonia Avenue and Green Bay Road and Highway 100.  The meeting will be held at the Lois and Tom Dolan Community Center, 4355 W. Bradley Road in Brown Deer from 5:00 pm to 7:00 pm.
