Another way Noel Community Arts Program is reaching out into the Highland Neighborhood. This freestanding "Noel Loves Highland" mural is from the NCAP Youth Mural Series that was held in May. It has been installed in the greenspace across from Noel. Drive by the corner of Highland and Herndon to check it out!
