Election of State Board Officers
Arcelio Aponte was elected President of the New Jersey State Board of Education and Andrew Mulvihill, Sussex; was elected Vice President of the State Board for one-year terms effective immediately.
 
President's Report
Each year the New Jersey Association of Student Council's (NJASC) selects one student to serve on the New Jersey State Board of Education as a nonvoting member. At Wednesday's meeting, the State Board welcomed the 2017-2018 State Board student
representative, Karan Chauhan, a junior from Parsippany-Troy Hills High School. Currently, he is a member of his high school's student council, Varsity Tennis Team Captain, the Model UN Chapter President and a member of the Junior Statesmen of America. He is also a member of the Wind Ensemble and Jazz Band and has volunteered in India with the Lotus Petal Foundation. Recently, Karan received the French National Exam Gold Medal.
 
State Board of Education Actions 
Resolution Adopted 
All NJQSAC assessment areas are now returned to local control or in the process of being returned to local control.
 
NJDOE in collaboration with the Jersey City Public Schools shall develop a full transition plan and initiate the process of withdraw of the Jersey City Public Schools from partial State intervention. 
 
Adoption Actions
During the last several months, NJDOE has worked with charter leaders in New Jersey and national charter experts to develop recommendations to offer school operators increased autonomy and opportunities for innovation in exchange for accountability for student outcomes. The proposed regulatory changes will ensure charter schools have increased flexibility, autonomy, and time to innovate and produce strong educational outcomes for all students. The State Board adopted amendments to the regulations pertaining to charter schools, at N.J.A.C. 6A:11, 23A and 26, pursuant to N.J.S.A. 18A:1-1, 18A:4-15, 18A:6-38, 18A:7G-26, 18A:23-1 et seq., 18A:26-2.10, and 18A:36A-1 et seq.
 
In accordance with N.J.S.A. 52:14B-5.1, the chapter was scheduled to expire on April 23, 2017. NJDOE filed this notice with the Office of Administrative Law prior to that date, the expiration date was extended to October 20, 2017, pursuant to N.J.S.A. 52:14B-5.1.c(2).
This chapter sets forth the rules of procedure established by NJDOE for the
filing of petitions with the Commissioner of Education to hear and decide
controversies and disputes arising under school laws in accordance with N.J.S.A. 18A:6-9. The chapter also establishes special rules of procedure for specific types of controversies in
accordance with the requirements of the following statutes: 1) the filing of tenure charges
pursuant to N.J.S.A. 18A:6-10 et seq.; 2) the termination of sending-receiving relationships pursuant to 18A:38-13; 3) appeals from decisions of the New Jersey State Interscholastic Athletic Association pursuant to N.J.S.A. 18A:11-3; 4) denials of entitlement to attend school pursuant to N.J.S.A. 18A:38-1; 5) review of penalties recommended by the School Ethics Commission pursuant to N.J.S.A. 18A:12-29; and 6) hearings prior to suspension or revocation of school bus driver endorsements pursuant to N.J.S.A. 18A:39-28 et seq. 
 
The  State Board adopted the  amendments of the Controversies and Disputes  regulations at N.J.A.C. 6A:3-1.1 et seq., pursuant to  N.J.S.A. 18A:4-15, 18A:6-9 and 10, 18A:7A-15 and  42.a(3), 18A:7F-9, 18A:7G-12, 18A:11-3, 18A:12-29,  18A:20-36, 18A:26-10, 18A:28-8, 18A:29-4 and 14,  18A:33-2, 18A:38-1 and 13, 18A:39-28 et seq ., 18A:54- 4, and 18A:60-1, P.L. 2007, c. 260 and P.L. 2012, c. 26.
 
Approved for Publication in NJ Register
The State Board approved for publication the sunset readoption with amendments for the Marie H. Katzenbach School for the Deaf regulations at N.J.A.C. 6A:21, pursuant to N.J.S.A. 18A:61-2 and 18A:4-15. 

Career and Technical Education
The State Board approved for publication  the amendments pertaining to Private Career Schools at N.J.A.C. 6A:19-7, pursuant to N.J.S.A. 18A:35-4.2, 18A:59-5 and 18A:4-15.
The proposed amendments are to align with the Department of Labor and Workforce Development's (DLWD) private training provider rules at N.J.A.C. 12:41. The two Administrative Code chapters set forth the procedure for operating private career schools in New Jersey.
 
First Discussion 
NJDOE representatives Acting Chief Academic Officer Laura C. Morana, Division of Teaching and Learning; Director, Office of Academics and Coordinator of World Languages David G. Greer, Division of Teaching and Learning; and Bilingual/ESL Coordinator Lori Ramella, Office of Supplemental Educational Programs; informed the State Board of amendments to the State Seal of Biliteracy. It is a designation from NJDOE identifying graduating high school students who are able to demonstrate proficiency in English in addition to one or more languages. Participation is voluntary on the part of a school district.
