Return Your Badge When Leaving NIH
If you plan to end your affiliation with NIH, whether you're an employee, contractor or affiliate, you will need to turn in your HHS ID Badge (PIV card) or RLA Badge to your Administrative Officer (AO) so that s/he can deactivate your badge in NED. Your AO will turn over the deactivated badge to the badging office.*

The requirement to collect the badge as part of the check-out process for all employees, contractors and affiliates leaving NIH is stated in the NIH Policy Manual under OHR (2300-940-Clearance of Personnel for Separation), posted at: http://oma.od.nih.gov/manualchapters/person/2300-940/.

If moving from one IC to another, you may keep your HHS ID Badge/PIV card or RLA Badge. However, you may need access to new physical locations.  In that case, your AO should contact: [email protected].

* When Summer Students end their affiliation with the NIH, they must turn in their badge to their AO/Sponsor. The AO/Sponsor must return the badge to DPSAC in Building 31, Room 1B03 or to the local badge issuance office.

All RLA badges issued to Summer students are valid for the duration of the students' appointment, but will expire no later than September 30 of the year they are issued.  
 
Checking Your Badge Status in the NED Portal
You don't have to ask your AO to check on your badge status. You can do it yourself. Simply use the link https://nedportal.nih.gov to access the
NED Portal and click on the 'Track My Badge Status' button under 'Self Service' in the left navigation panel (Figure 1). Note: you may have to cut and paste this URL into your browser to access the NED portal.

Helpful Tip for NED Portal Users Changing an Individual's Classification in NED: Don't Deactivate...Update!
DPSAC and the NED team want NED Portal users to know that it is NOT necessary to deactivate the person's NED record and submit a new 'Register/Activate' task to reclassify him/her.

The preferred approach, according to these experts, is to submit a NED Portal 'Update' task to change the person's classification. This solution requires less data entry, won't affect the person's NIH network/e-mail access, and may allow the individual to keep the same ID badge.

AOs: update the status of a Contractor converting to FTE in advance of Entry-On-Duty (EOD) orientation
DPSAC still sees instances during EOD orientation in which Contractors converting to Full Time Equivalent (FTE) Employees are unable to obtain a new Employee PIV card or RLA Badge because their NED record showed they were still Contractors. Unfortunately, their AOs hadn't updated their status as Employees in NED.

DPSAC cannot issue a new Employee PIV card at the person's EOD orientation unless the AO has reclassified the individual beforehand.

Note: A Contractor's PIV card or RLA Badge will continue to work even after the individual is reclassified to an FTE in NED.

DPSAC wants to remind AOs that they should reclassify their Contractors to FTEs via a NED 'Update' prior to their first day as an FTE. Some AOs are under the impression that this action will immediately cause the person's badge to be revoked. This is not true. The Contractor badge (with the green stripe) will continue to work until the badge holder receives the Employee version of the HHS ID Badge (PIV Card) (with the white 'stripe').
 
Helpful Tips

Do not lend your ID badge to anyone!
--
lending out your ID badge is prohibited. The issuance of ID badges is based on strict identity proofing and the determination of one's suitability for a specific position classification. To do so is a criminal offense!

The site's main page contains two links (one under 'What's New' and one under 'Background Checks' on the left navigation panel) that connect to this useful slide presentation.

All Building 31 badging services -- Enrollment, Badge Issuance and Customer Service -- now offered at a single, convenient location in 1B03. 
All badging services in Building 31 are available between 8:00 a.m. and 5:00 p.m., Monday through Friday. DPSAC also offers Enrollment and Badging services in the South Lobby of the Clinical Center from 7:30 a.m. to 4:30 p.m. on weekdays.

Administrative Officers (AOs) who wish to obtain sponsor authority --
must complete the sponsor training (see: http://www.ors.od.nih.gov/ser/dpsac/Training/Pages/administrators.aspx) and e-mail a copy of your signed certificate to the NIH HSPD-12 Program Office at [email protected]. Upon receipt of the certificate, the Program Office will authorize the AO as a Sponsor.

Please note: ONLY individuals with an Administrative Officer role in NED are eligible to be HHS ID Badge/PIV Card Sponsors.


ICs that want to add Lifecycle Work Station (LWS) operators to the approved roster -- send a written request to Richie Taffet at: [email protected]. Your request should include:  
  • the new operator's name
  • his/her Institute or Center (IC)
  • his/her NED number
  • the operator's e-mail address, building/room and phone number
  • the hours of operation of the Lifecycle Work Station
Once Mr. Taffet has approved the request, he will forward the name(s) to [email protected] to complete the approval process, add the name(s) to the LWS operator roster, and inform the IC that the individual is now approved to operate the LWS.

Need to make changes to the LWS operator directories? -- drop an e-mail to Lanny Newman, [email protected], and let him know what needs changing (e.g., adding new operators or LWS locations, removing operators, etc.). Remember, before a new operator can be added to the LWS directory, s/he must first be approved by Richie Taffet (see preceding Helpful Tip).

If an LWS is not available in your IC or your immediate area, and you work in the greater Bethesda or Rockville area -- please call 301-402-9755 to schedule an appointment with DPSAC, located in Building 31, Room 1B03 or in Building 10, South Lobby, Room 1C52.

FAQs

Q. Is it true that a person's NED record may only be updated by the AO who registered/activated the record?

A. No. Any AO whose SAC coverage includes the person's SAC can update their record.


Q. We have employees who are on projects with more than one Institute/Center (IC). Can a person's NED record be simultaneously affiliated with multiple ICs?

A. No. NED only allows a person to be affiliated with a single IC at any given point in time and only NED Portal users affiliated with that IC can update the employee's NED record.


Q. Do individuals need to complete the HHS/NIH ID Badge Request Form even though the AO enters the Common Account Number (CAN) into NED?

A. Yes. DPSAC still needs individuals to complete the HHS/NIH ID Badge Request Form (HHS-745). This form is used to collect the information necessary to initiate the background investigation.


Q. I've heard from several Administrative Officers (AOs) who seem to have lost their NED Portal Sponsor role for no apparent reason.  Does the Sponsor role need to be renewed each year?

A. No. The NED Portal Sponsor role does not need to be renewed. Once granted, the role should remain with a person unless he/she changes ICs, converts to a non-FTE, or someone revokes the person's AO role.
 
Note: Until now, DPSAC News was reporting that NED had a known defect that resulted in revocation of an AO's Sponsor role when someone modifies the AO's SAC coverage. According to the NED team, this defect has been remedied.

Enjoy Fireworks the Safe Way - At a Public Display
The following fire safety awareness article was prepared by the Division of the Fire Marshal, ORS
 
The American tradition of parades, cookouts and fireworks helps us celebrate our nation's birthday on the Fourth of July. However, a joyful holiday can turn into a painful memory when children or adults are injured while using fireworks.
 
Although some fireworks are relatively safe with proper and careful use, others are illegal and present substantial risks that can result in damage to property and, more importantly, cause ear and eye injuries, amputations, severe burns and death. In fact, according to the National Institute on Deafness and Other Communication Disorders (NIDCD), firecrackers experienced at close range can damage hearing permanently in an instant.
                                                                      
The Division of Fire Marshal (DFM), Office of Research Services (ORS), urges everyone to put safety first when celebrating this Fourth of July. When using fireworks, things can go wrong very fast. Children, especially, can be injured quickly. Kids typically not only like to watch, but they also want to touch, feel and light the fireworks.
 
Rather than incurring any risks, the DFM urges you to celebrate and enjoy the holiday without lighting your own fireworks. Instead, attend one of the many public fireworks displays provided throughout the area. At these displays, certified and licensed pyro-technicians are trained and experienced in the safe use of fireworks and will provide a safe, yet exciting show.
 
The following tips should help make a public fireworks display safer and more enjoyable: 
  •  Stay far away from where the fireworks are exploding and wear earplugs if the noises are uncomfortably loud.
             
  • Obey all monitors and ushers and respect the safety barriers established that allow the trained pyro-technicians room to safely do their job. Resist any temptation to get close to the actual firing site. In fact, the best view of fireworks is from a quarter mile or more away.
              
  • If unexploded fireworks fall to the ground, do not touch them and keep others away. If you happen to find any pieces which may not have exploded, immediately contact the local fire or police department.
             
  • Pets, like their human companions, have very sensitive ears and the "booms" and "bangs" associated with fireworks displays can be quite uncomfortable - particularly to dogs. In fact, these loud noises can damage their ears too. Leave pets at home if you attend a fireworks show.
            
  •  Leave the lighting of all fireworks to certified operators. Even sparklers and other novelty items that are legal in certain jurisdictions can be dangerous. Enjoy the "Fourth" safely and attend a public display - it will provide the right kind of excitement!

NIH Fire Hazard Reporting Tool
 
The Division of the Fire Marshal (DFM), ORS now makes it easy for NIH staff to report a fire safety issue or concern with its new anonymous reporting tool that it has titled, "Report a Fire Safety Issue and Concern."

This new tool is posted on the DFM website at: http://www.ors.od.nih.gov/ser/dfm/Pages/Community-Complaint-Report.aspx.  

Users have the option of providing their name and contact information or submitting a report anonymously. All submissions will be handled confidentially.


The DFM greatly appreciates the ongoing assistance and support of the NIH community as advocates for keeping NIH facilities fire-safe.

NED Training Schedule for FY'17
Description: This course provides an overview of the NED Portal and the NIH business functions it supports from the perspective of a NED Portal user with the Administrative Officer (AO) or Administrative Technician (AT) role. Upon completing the course, students will have a solid working knowledge of the NED Portal and be able to perform the following tasks: Register/Activate, Update, Modify, Transfer, Badge Renewal, and Deactivate.

The course will also familiarize students with other aspects of the NED Portal so they can: set their primary SAC coverage using Preferences; determine the status of a person's ID badge and/or network account request; look up and view information in a person's NED record; and, utilize NED reporting capabilities.
Intended Audience: New or relatively inexperienced NED Portal users with the AO or AT role.
Prerequisites: Basic personal computer skills and experience with web-based computer applications.
Reasonable Accommodations/Interpreting Services: For deaf or hard-of-hearing individuals requiring interpreting services, please enter your request online in the Interpreting Services System at least five (5) days before the start of the class.
