I hope you're enjoying the summer season. We are as busy as ever this month. Since I last wrote you in early June, I have been busy completing the following:

14 constituent meetings
21 council related meetings or Department briefings
10 community meetings
8 Non profit events/volunteer efforts

We have also been very busy with our legislative agenda. The RV ban item passed the City Council in June, which was a huge step in reducing visual blights and traffic obstructions on residential streets. We also passed an item asking staff to consider the feasibility of reactivating a city-wide bike registry program. This month we plan to bring an item that asks staff to look into the feasibility of incentive for residents who use their personal garage for vehicle parking.  


This item will explore our current residential garage parking ordinances, consider streamlining the process for obtaining garage rebuild permits and city efforts to assist with neighborhood garage cleanup efforts. We have heard from many of you who have asked us to explore this issue further to encourage more residents to use their garages for parking. Especially in parking impacted areas, like Belmont Shore.

Finally, later this month we will be bringing an item geared toward more aggressive handling of bike "Chop-Shop" cases. Bike "chop-shop" cases involve bike theft operations where bikes are disassembled and the parts are sold individually by the thieves for money or traded for drugs. We have seen more and more chop-shops throughout the City and this legislation is designed to give our City Prosecutor more tools to address this problem.

As always, we will send out an email prior to each council meeting letting you know what relevant items will be on the council agenda. We encourage you to come to council to support and discuss the items that you feel strongly about.

Finally, I had the opportunity to volunteer at Meals on Wheels last week. The experience was very positive and memorable. I enjoyed serving as the "friendly visitor" who was allowed to deliver a Grunion Gazette, a bouquet of flowers and meals to each resident. The clients were so happy to see me at their door, bearing these gifts. Their genuine appreciation for the volunteer efforts of this organization was apparent in their demeanor and words. 3RD DISTRICT COMMUNITY EVENTS
COUNCILWOMAN HOLDS PUBLIC SAFETY COMMITTEE MEETINGS IN NEIGHBORHOODS ACROSS THE CITY - JULY 13

Thursday, July 13th at 6:00 PM Councilwoman Price along with her colleagues Councilman Supernaw and Councilman Austin will be holding the regular Public Safety Committee Meeting at the Fire Department Training Center at 2249 Argonne Ave. Classroom #2.

The Committee will be holding these meetings at different locations and times than usual in an effort to be more accessible to Long Beach residents. Public Safety Committee meetings have historically been held at City Hall during a weekday afternoon. This location and time creates difficulty for many Long Beach residents to attend, which is compounded by current construction. With these factors in mind, the Public Safety Committee decided to periodically hold meetings across the City in different communities and at times that are easier for residents to attend.

This approach of holding meetings throughout the City to improve resident access has been used successfully in the past by the Economic Development and Finance Committee as well. The Committee wants to provide better outreach to Long Beach residents and an easier forum for them to be informed and provide their input by taking the conversation to the people.

"Long Beach is a large city which makes it difficult for residents to travel downtown for meetings like the Public Safety Committee, especially when those meetings are held before 6:00 PM. Public safety is an intensely important issue for the City and residents alike, so creating an easier opportunity for residents to be a part of this discussion would improve the City's ability to be responsive to concerns, and improve public safety in our varied and unique neighborhoods," explained Councilwoman Price.

3RD DISTRICT COMMUNITY MEETING - JULY 20

This month, our community meeting will focus on Measure A. Public Works will discuss the recent Measure A projects that have been completed throughout the Third District, as well as give an overview on the kinds of Measure A projects we will see throughout the City in the coming months and years. In addition, attendees will enjoy the monthly update from Councilwoman Suzie Price and the Long Beach Police Department.

Nina Moussavi
In May 2017,   Nina Moussavi 
graduated with her Juris Doctor ("J.D") from the University of San  Diego School of Law and received special recognition for her dedication to several pro bono legal clinics in San Diego County, such as the Domestic Violence Clinic and the VITA Tax Preparation Program. While at USD Law,
Nina was a Dean's Honor Scholarship recipient, a board member for the Intellectual Property Legal Association, and an active member of several different student organizations. In addition to her studies, Nina served as a Legal Fellow for the U.S House of Representatives, volunteered as a Research Associate during the 2016 election cycle, and worked as a bartender to support herself while in law school. Nina hopes to continue her work in public service and use the skills that she has gained over the years to advocate for her community and fight social injustices.

Marissa Pena
On Friday, May 26th Marissa Pena graduated from Cypress College with her Associate's Degree in English.  Marissa has  been an active member of the community and part-time staff member for the 3rd District since February of this year, she also works part-time at a local Restaurant in Belmont Shore while she continues to complete her Bachelors degree at CSULB.  


Nicholas West
On Thursday, June 15 staff member Nicholas West graduated with the Peace Academy from Millikan High School. He also rowed his final year with Long Beach Junior Crew on the Varsity team, and was a graduating member of the Youth Leadership Long Beach class of 2017. Nicholas will be continuing his rowing at Oregon State University in Corvallis, where he will be pursuing his dream career as an Orthodontist. He is looking forward to starting a new chapter in his life, but will certainly miss his friends, family and work team. We look forward to working with him until he leaves in September.  
RECAP - PORT OF LONG BEACH HARBOR TOUR

Our office was so pleased to host the Third District Harbor Tour of the Port of Long Beach last month. The day started out overcast but once the tour began, Third District residents were sailing with clear skies and the sun shining! The Port of Long Beach is a crucial entity in our community and regularly gives back to the city. The Port of Long Beach Tour is a unique experience that allows attendees to take an in-depth tour of one of our nation's largest Ports.  While on the Tour, attendees learn about the history and significance of the Port from Port Staff and Commissioners. This year's tour was narrated by Harbor Commissioner Rich Dines with a special introduction from Mario Cordero, the newly named Executive Director of the Port of Long Beach. Thank you to all attendees who spent the afternoon with our office out on the open seas!

RECAP - BELMONT SHORE PARKING STUDY

Thank you to all those who attended the final Belmont Shore Parking Study Meeting at the Third District Field Office last week. The event was jointly sponsored by Council District 3 and Public Works. Walker Parking Consultants conducted a Belmont Shore parking study and developed a draft implementation plan as part of this study which was presented to the Belmont Shore Parking and Business Improvement Area Advisory Commission in April. 
 
At last week's meeting, attendees took part in a lively discussion about the four parts of the draft implementation plan that City Staff will be recommending to the Mayor and City Council. City staff reviewed Walker's draft implementation plan, evaluated the recommendations, and chose four items from the implementation plan to recommend when providing an update to the Mayor and the City Council. The four recommendations include: ride share, shuttle services, garage clean-outs, and dynamic meter pricing and extended hours.

MEASURE A SLURRY SEALS 

In recent months, Third District residents have witnessed the completion of co untless  infrastructure projects around the community. These projects have included sidewalk rebuilds, curbs repairs, and street repairs.  Over 40 streets in the Third District received street repairs in the last three months. These street repairs will greatly extend the life of these roadways and ensure that the community has safe roads to drive on during the daily commute. 

As many of the signs indicated during the construction, these projects came as a direct result of Measure A funding.    Third District Residents have had the opportunity to see their Measure A tax dollars put to good use. 
 
The beginning of Measure A infrastructure projects marks the biggest investment in public infrastructure that this city has seen in decades.  Keep your eyes peeled for more projects to come thr oughout the city!

SCHOOL ON WHEELS 









526,708 California children experience homelessness each year and families with young children now account for one-third of the homeless population. The percentage of students who experience homelessness in California is twice the rate of the national averageThe number of homeless children is increasing and Schools on Wheels needs your help Long Beach!

School on Wheels is a nonprofit that provides one-on-one tutoring services to  children 5-18 experiencing homelessness  and is the only nonprofit that focuses specifically on helping homeless children succeed in school.

FACTS: Homeless children change schools frequently and are nine times more likely to repeat a grade.  75% do not graduate high school. 

School on Wheels provides positive role models and emotional support to children living in shelters, motels, cars, on the street and in group foster homes. 
They work with students from kindergarten through twelfth grade and train and match volunteer tutors who meet students weekly. They also provide free backpacks and school supplies and provide stability in a time of stress and transition to families experiencing homelessness. 

They are looking for volunteers of all ages in the Long Beach area. 
Nothing is more precious than your time and volunteering is one of the greatest ways you can give back to your community and help a child in need.

MEALS ON WHEELS of Long Beach...serving the Long Beach Community,  for 46 years!



Meals on Wheels of Long Beach (MOWLB) just marked 46 years of service to the Long Beach community. During this time, we have never missed a scheduled delivery day and never stopped meal service to any client due to funding cuts. Founded in 1971, MOWLB is a 501(c)(3) nonprofit, community service organization that does not receive government funding. We are supported by the generous donations of individuals, businesses and philanthropic foundations along with the amazing work of over 350 volunteers each week who assist us with meal packaging and daily deliveries. During 2016, MOWLB delivered an unprecedented 157,894 meals, an increase of over 33,000 meals in the last three years. Currently, the program serves upwards of 400 homebound seniors, veterans and disabled, regardless of age, in Long Beach, Signal Hill and Leisure World Seal Beach. MOWLB provides our clients appetizing, nutritious and freshly prepared lunches, hot dinners and "friendly visits" with every delivery. In collaboration with local businesses and other nonprofit organizations, we can provide additional community resources and support for our clients. The work we do brings each client small gestures and gifts of gratitude along with additional services that can improve their quality of life and help them age, in place, comfortably. According to a 2016 client survey, 99% of MOWLB clients feel their needs are served well by MOWLB and they are satisfied with the service.

COUNCIL NEWS ON OVERSIZED VEHICLES

The City Council recently voted unanimously to support the drafting of a ban on oversized vehicles being parked on residential streets. This ordinance is something the Councilwoman has been working on since elected.

For decades there have been concerns from residents about the traffic safety issues caused by parking oversized vehicles in residential and commercial areas. Oversized vehicles including recreational vehicles, and unattached trailers create visual blight, parking impacts, safety problems by blocking view corridors, as well as making narrow streets difficult to traverse, and causing obstructions when parked near intersections.

This new ordinance addresses the persistent problem where oversized and recreational vehicles are parked continuously for weeks or months in a community moving only for street sweeping, or after being given a three-day notice. This creates hazardous situations for drivers, pedestrians, and cyclists whose view and safety is reduced by vehicles that are too big to park safely on residential streets.

This ordinance is meant to make Long Beach safer for drivers, pedestrians, and cyclists, while still allowing for reasonable accommodations for residents to use and park their vehicles.

BIKE REGISTRATION AGENDA ITEM

Recently, Long Beach took an important step in fighting against bike theft when the Council voted unanimously to support an agenda item the Councilwoman wrote on developing a free bike registration program.

Bike theft is an issue throughout Long Beach, and this agenda item begins the process of instituting a free voluntary online bike registration program that would help bikes be returned to their owners and reduce the number of bikes that are stolen.

Bike thefts are chronically under reported which makes it difficult for the Police Department to address the issue. However, with the addition of a registration program residents could be better served by the City as the Police would have a useful too for proactively returning missing bikes, and proving when bikes have been stolen.

Our office is anxious for the City Manager to come back to the City Council with his report on how this program can be implemented.

BIKE SAFETY: LIFE IN THE BIKE LANE
 
It is officially summer, which means a lot of sun light, longer days and perfect weather for riding bikes! Long Beach is developing its opportunities for bicycle mobility in order to reduce traffic jam and to encourage a healthier lifestyle. The City's Bike Share program has 500 bicycles available around the city with 50 stations to create and promote a network of rentable bikes. Residents can go to longbeachbikeshare.com and register for a membership, find the closest bike station location and reserve a bike. 

While enjoying bike rides, please remember the following safety tips and bicycle rules in Long Beach:

  • Maintain control of your bicycle.
  • Always wear your helmet to protect yourself and reduce the risk of head injury.
  • Be aware of the road and your surrounding and communicate your intentions.
  • Ride with traffic.
  • Riding under the influence (BAC of 0.08% or higher) is prohibited at all times.
  • Bikers are not allowed to lay a bicycle down on a sidewalk, or park on a sidewalk so as to obstruct pedestrian traffic, nor do so in a bike lane
  • All bikers and passengers under 18 must wear an approved helmet on streets, highways, bike paths, and on sidewalks.
Riding a bike on Business District SIDEWALKS such as 2nd Street in Belmont Shore is  ILLEGAL.

Experts to speak at local electric bike shop on avoiding bike theft

Pedego Greater Long Beach (GLB) is hosting a bike security seminar, and the public is invited. For many years, bike theft has been a huge international problem, and the LA - OC region is not immune. But with every challenge, technology can often find a solution. And Pedego GLB is bringing together experts from several industries related to bike security -- all with helpful answers to the most common question asked: How do I keep my bike safe? Pedego GLB co-owners Beth Black and Brian Ballard are pleased to present this informative event for the local community. "There are some amazing advances that will keep our bikes safe," said Ballard. "We can't wait to share the information with our biking community."

Learn to Row at Long Beach Rowing Association












A hidden gem of Long Beach is right here in the 3rd District: the Long Beach Rowing Association (LBRA) located at 5750 Boathouse Lane, at the historic Marine Stadium - the 1932 Olympic rowing venue.
On June 3, 2017, LBRA offered a free community event called Learn to Row which offered an opportunity for first time rowers to  take a lesson both  off and on the water.  
 
Each participant was able to row in Marine Stadium in an eight, an octuple or a quad. Councilwoman Price and her entire staff, as well as Commander Elizabeth Griffin from LBPD, participated in the event. 
This event was restarted in 2013 after a long period of dormancy, and has been hugely successful. It was initiated by Joan Van Blom as a positive action to reinvigorate LBRA  and help accomplish their community outreach goals. In each of the recent five years LBRA has held Learn to Row, it has had a huge and enthusiastic turnout by the members, immediately becoming the club's most popular and well-attended activity. This year, the Learn to Row event had just under 230 participants with close to 100 volunteers.
      
LBRA welcomes new 
members and aims to share the sport with those who are interested in learning or are looking for a new rowing club. They offer a unique community resource with a long history of excellence among the many aquatics sports Long Beach has become famous for, producing numerous Olympic and national team athletes (including Joan and John Van Blom). 
LBRA welcomes any and all who have an interest or share a passion for rowing, commitment to lifelong fitness and enjoyment of the outdoors.

Long Beach has workshops on how to recycle more efficiently? Whether you are r ecycling trash, plastic, glass or batteries,  The City of Long Beach offers services to help! The Environmental Services Bureau hosts free workshops on the third Saturday of each month that focuses on how to compost, grass-cycle and vermicompost.  Discounted bins for recycling backyard compost are also available for residents to purchase. 

Learning how to recycle better can lead us to saving our environment and planet.

Other Events in Long Beach 
Long Beach Dragon Boat Festival - JULY 29 AND JULY 30

The Long Beach Dragon Boat Festival is held at Marine Stadium in Long Beach at 
5225 East Paoli Way, Long Beach CA 90803

In addition to hosting one of the largest dragon boat competitions in California, there will be Chinese traditional art demonstrations, Chinese Acrobats, traditional dance, hip hop, music and martial arts performances.

The Dragon Boat Festival takes place at Mother's Beach in Long Beach, offering great food vendors, contests such as ice cream eating, and of course, the exciting and challenging dragon boat races in Marine Stadium. The annual event draws several thousand people over the two day weekend, with families, friends and those who come to watch, at one of the few such events in the Los Angeles, Orange County area.

If you have never seen dragon boat racing, the event involves a drummer or coxswain seated above the team on each boat, leading them into their strokes with fervor. The boats have colorful checkered patterns on them and are used as such for practice but during the races, the teams attach colorful dragon heads and tails to create a different look in which each boat takes on the appearance of a dragon. It's really fun to see!
