Rural Water Supports Rural Development
On May 11, USDA Secretary Perdue
announced the creation of a new Undersecretary for Trade in addition to a reorganization at the agency for Rural Development (RD). One week later, National Rural Water joined the ranks of 14 other rural American stakeholders to voice concern over USDA's elimination of the undersecretary of rural development position.

Nearly 600 Rural Organizations Signify Opposition to White House Proposal for USDA Reorganization and Budget Request
On June 21, nearly 600 organizations sent a letter to Congress opposing the Administration's proposal to eliminate the Under Secretary for Rural Development at the US Department of Agriculture (USDA). The letter also lamented draconian cuts to rural development programs in the Fiscal Year (FY) 2018 Budget request that would severely impact people from economically distressed rural communities. Signatures came from organizations located all around the country, and included community development organizations; nonprofit housing developers; state and national trade associations; farmer and agriculture cooperatives; affordable housing organizations; city governments; universities; and tribal governments. "Rural Development has a proven track record of success in providing targeted support in the form of technical assistance grants and direct financial assistance to America's hardworking rural families," said Bob Rapoza, executive secretary of the National Rural Housing Coalition. "Even so, rural Americans still face significant challenges to economic prosperity."

EPA, US Army Move to Rescind 2015 "Waters of the US"
The Environmental Protection Agency, Department of Army, and Army Corps of Engineers (the agencies) are proposing a rule to rescind the Clean Water Rule and re-codify the regulatory text that existed prior to 2015 defining "waters of the United States" or WOTUS.

US House Could Pass Drinking Water State Revolving Fund Reauthorization by August
Representative John Shimkus (IL), chairman of the House Energy and Commerce's Subcommittee on Environment, said last week that a bill reauthorizing the drinking water law could pass this summer and then be attached to any Senate-passed infrastructure bill to reach the president's desk. NRWA President Steve Fletcher (IL) testified before Shimkus' committee on March 19, detailing all rural water issues with SRFs (
House Committee). The committee is expected to mark-up their bill this Wednesday.
