When It's Necessary to Replace Your HHS ID (or NIH RLA) Badge

ID Badge Re-Issuance Procedures Quick Reference Guide
There are occasions when it's necessary to replace your HHS ID or NIH RLA Badge. Some reasons are obvious, as when ID badges get broken or lost or stop working for one reason or another. Other reasons requiring a badge replacement include classification changes, badge renewals or a name change.
The Division of Personnel Security and Access Control (DPSAC) has prepared a useful guide, in pdf format, "ID Badge Re-issuance Procedures" to help the administrative community quickly determine how to proceed with the badge re-issuance process for each of these situations.
Readers are guided through each scenario via a set of short bullet points that spell out where the process starts [e.g., "Lost or Stolen: Starts with Administrative Officer (AO)"] and the steps required by each role player -- the badge holder, the administrative officer, Access Control or DPSAC -- to complete the process.

FAQs

Q. When I recently went to have my HHS ID Badge certificates renewed, my fingerprints could not be verified. Do I have to re-enroll?

A. Yes. If DPSAC determines that the fingerprints cannot be verified, a new attempt to capture fingerprints will be required. This is done during re-enrollment, at which time you will be photographed and fingerprinted again.

During the process, DPSAC is required to identity proof the individual using two forms of original source documents. One must be a federal or state government issued photo ID. This can include the HHS PIV Badge itself, but DPSAC must have a second document to verify identity.

Helpful Tips

You can find helpful information about your HHS ID Badge, including how to use your badge to login, send/receive encrypted e-mail and digitally sign documents at: http://smartcard.nih.gov.

ALT cards -- should be returned to the IC ALT card coordinator
- NOT to the Division of Personnel Security and Access Control (DPSAC).
Once ORS Personnel Security has approved the request, it will forward the name(s) to [email protected] to complete the approval process, add the name(s) to the LWS operator roster, and inform the IC that the individual is now approved to operate the LWS.

Need to make changes to the LWS operator directories? -- drop an e-mail to Lanny Newman, [email protected], and let him know what needs changing (e.g., adding new operators or LWS locations, removing operators, etc.). Remember, before a new operator can be added to the LWS directory, s/he must first be approved (see preceding Helpful Tip).

If an LWS is not available in your IC or your immediate area, and you work in the greater Bethesda or Rockville area -- please call 301-402-9755 to schedule an appointment with DPSAC, located in Building 31, Room 1B03 or in Building 10, South Lobby, Room 1C52.

Equifax Waives its Fees to Place,
Temporarily Lift or Permanently Remove a Security Freeze through June 30, 2018

Equifax recently announced that it is waiving any fee to Place, Temporary Lift or Permanently Remove a Security Freeze through June 30, 2018. Any freeze activities after June 30, 2018 may be subject to the fees provided by your state of reside nce.

According to Equifax, "If you are the victim of ID theft and have a police report or other appropriate document as required by your state, please submit your request to Equifax in writing and provide Equifax with such police report or appropriate document so you will be eligible for any benefits associated with ID theft victims."


The Equifax Security Freeze website [
https://help.equifax.com/s/article/How-do-I-place-temporarily-lift-or-permanently-remove-a-security-freeze ] allows users to request a security freeze be placed, temporarily lifted, or permanently removed from your Equifax credit file.

Important: Once you place a security freeze on your Equifax credit file, a PIN will be displayed on a one-time PDF that you can view and print. Your PIN will not be e-mailed, so please be sure to refer to the "How do I get my PIN box" for system requirement information.

IRS Issues Consumer Alerts About New Scams Targeting Taxpayers    

The February 14, 2018 DPSAC News reported on ways taxpayers can protect themselves from scams during the upcoming tax season. This issue of DPSAC News reports on a new scam that has the IRS issuing alerts to consumers and tax practitioners.

IRS Urges Taxpayers to Watch Out for Erroneous Refunds; Beware of Fake Calls to Return Money to a Collection Agency

The Internal Revenue Service is warning taxpayers of a quickly growing scam involving erroneous tax refunds being deposited into their bank accounts.

The IRS recently issued a warning about the new scheme after discovering more tax practitioners' computer files have been breached. In addition, the number of potential taxpayer victims jumped from a few hundred to several thousand in just days. The IRS Criminal Investigation division continues its investigation into the scope and breadth of this scheme.

According to the IRS bulletin, "these criminals have a new twist on an old scam. After stealing client data from tax professionals and filing fraudulent tax returns, these criminals use the taxpayers' real bank accounts for the deposit.

Thieves are then using various tactics to reclaim the refund from the taxpayers, and their versions of the scam may continue to evolve."

The IRS continues to warn consumers to guard against scam phone calls from thieves intent on stealing their money or their identity. Criminals pose as the IRS to trick victims out of their money or personal information. 

If you believe you are being targeted by a scam, don't give out any personal identifying information. Contact the organization the caller is allegedly representing and verify the authenticity of the call.
