Little Hoover Commission Discusses Special Districts
On Thursday, June 22nd, the Little Hoover Commission met for a final roundtable discussion with special district representatives on draft recommendations they put forward following two previous hearings.  The four specific categories of recommendations were (1) Governance and LAFCO (2) Transparency (3) Climate change adaptation and (4) Healthcare districts.

While most of the recommendations applied broadly to all special districts, some of the draft climate change recommendations had a water and wastewater focus.  One recommendation suggested the Legislature consider adopting a statewide program for private sewer lateral inspections upon the sale of a property, or alternatively commission a cost-benefit study to implement such a program. • Eastern Municipal Water District is implementing a new policy to protect nature's pollinators by relocating live bees found at their facilities or within customers' water meter boxes. As the weather heats up, bees come out of hibernation and become more active and make new hives, which can host thousands of bees. By safely removing and relocating bees whenever possible, EMWD is helping to protect the honeybee population, which has been steadily declining worldwide. Read more.
