CASA Welcomes Two New Directors
|
Roland Williams of Castro Valley Sanitary District (CVSan) and Marco Palilla of HDR are the two newest members of the CASA Board of Directors. Roland, the General Manager of CVSan, was appointed June 12, 2017 to fill a vacancy and will serve the remainder of the term through August 2018. Marco, an Associate Vice President with HDR Engineering, was appointed by President Jeff Moorhouse in May to serve as the Associates Director through August of this year.

Annual Conference to Feature Kevin Faulconer
|
San Diego Mayor Kevin Faulconer, dubbed by the Atlantic as "the great urban hope of the Republican Party" is among the strong speaker lineup for the CASA Annual Conference, August 22 through 24, 2017 at the San Diego Marriott Marquis. Mayor Faulconer will highlight his vision for "One San Diego," a unified city with an inclusive city government, as well as Pure Water San Diego, the city's project to augment its water supply through potable reuse. The conference will also feature an update on regulatory hot topics from CASA's regulatory workgroup, a panel on public private partnerships, and a session on rate issues under Proposition 218. Little Hoover Commission Discusses Special Districts
|
On Thursday, June 22nd, the Little Hoover Commission met for a final roundtable discussion with special district representatives on draft recommendations they put forward following two previous hearings. The four specific categories of recommendations were (1) Governance and LAFCO (2) Transparency (3) Climate change adaptation and (4) Healthcare districts.
While most of the recommendations applied broadly to all special districts, some of the draft climate change recommendations had a water and wastewater focus. One recommendation suggested the Legislature consider adopting a statewide program for private sewer lateral inspections upon the sale of a property, or alternatively commission a cost-benefit study to implement such a program. CASA testified that rather than a one -size fits all approach, a cost-benefit study would be a more appropriate first step for consideration by the Legislature. [more...]

Research Conference Presentations Available
|
The presentations from the successful W3170 meeting are now available on our website. The 3-day event held in Los Angeles June 11-13 was well attended by both researchers and CASA members. An abundance of great information was shared and connections made between the research community and the wastewater sector. A big thank you to LASAN for hosting.

SRF Workshops Begin This Week
|
The State Water Board is hosting three workshops to discuss the Clean Water State Revolving Fund (SRF) policy and prioritization. Stakeholders will have an opportunity to brainstorm and discuss with staff the future direction of the SRF including prioritization criteria, process changes and financial capacity of the program. The first workshop is set for June 28 at Irvine Ranch Water District. The others take place July 13 in Oakland and July 20 in Tulare. There is no fee but registration is required. Read more.

 Vince De Lange, who has been appointed to serve as General Manager at Delta Diablo. Vince previously worked for 17 years at the East Bay Municipal Utility District (EBMUD) where he managed development and implementation of the wastewater capital improvement program and developed significant experience and expertise in the realm of resource recovery.

Eileen White, the new Director of Wastewater at EBMUD. Eileen has been with EBMUD for 29 years, most recently as the manager of water operations.

- Eastern Municipal Water District is implementing a new policy to protect nature's pollinators by relocating live bees found at their facilities or within customers' water meter boxes. As the weather heats up, bees come out of hibernation and become more active and make new hives, which can host thousands of bees. By safely removing and relocating bees whenever possible, EMWD is helping to protect the honeybee population, which has been steadily declining worldwide. Read more.
- The Dublin San Ramon Services District Board of Directors has awarded a $7.8
 million contract to GSE Construction Company to build a fourth anaerobic digester and a receiving station for fats, oils, and grease at the DSRSD Regional Wastewater Treatment Facility in Pleasanton to generate more renewable energy. Construction will begin in August and take about a year to complete.

The State Water Board has released an RFP to evaluate and quantify co-digestion capacity at wastewater treatment plants in California. The project will span 21 months with a budget of $200,000. CASA believes the effort is of great value to our members, and we have offered our assistance to our associate members who choose to respond. We can offer valuable insight into many aspects of the project, including identifying the challenges and opportunities for the use of biosolids.

- California's urban areas used a variety of tools to get through the latest drought. The Public Policy Institute of California brought together a panel of urban water experts to explore successful strategies and lessons learned to help prepare for future droughts. Watch the video.
- USEPA's final Dental Amalgam Rule was published in the June
 14 FederalRegister, marking the end of more than a decade of work by EPA, wastewater agencies, the American Dental Association and others, on how best to address mercury discharges from dental offices.
