Urban Land Institute (ULI) Technical Advisory Panel Grant Award
The City of Castle Pines received a $5,000 grant from the Denver Regional Council of Governments (DRCOG) which will help fund an independent study called a Technical Advisory Panel (TAP) that is conducted by Urban Land Institute volunteer experts who are hand-picked to help solve land-use and real estate issues. 

Castle Pines' identified challenge is the need for a "Downtown Economic Redevelopment Plan" that creates a cohesive vision for future redevelopment in the City's underperforming, aging commercial district. At the conclusion of the ULI TAP, the City will receive analysis and strategic recommendations designed to facilitate decisive action. 

City staff and representatives from ULI gave an overview of the TAP scope and timeline, which will take place in mid-March.  Learn more about ULI

Castle Pines Purchasing Policy Overview
City Attorney Michow provided an overview of the City's Purchasing Policy, adopted in 2011, which outlines the procedures that have been established in order to ensure that tax dollars are spent economically and judiciously. 

Resolution 18-08 Appointing a Successor to Fill the Vacancy in Office of Ward 1 Councilmember 
When Mayor Radloff was sworn in to office on January 8, 2018, it created a City Council Member vacancy  in Ward 1. The City received six written applications from eligible candidates and publicly interviewed the applicants Tuesday evening. Following a vote of the Council Members in attendance, Deborah Mulvey was appointed to fill the vacancy. 

Ms. Mulvey will be sworn in to office on Tuesday, February 27, 2018 and her term will expire in January 2020. 

Resolution 18-09 Approving a Professional Services Agreement with CH2M Hill Engineers for On-Call Land Development Review Engineering Services and Construction Inspection Services 
City Council approved the professional services agreement with CH2M Hill with an amendment to modify Section 12 of the agreement titled "Ownership of Documents" to ensure all work products are the property of the City. 

Resolution No. 18-10 Approving the Second Amendment to Professional Services Agreement with NV5, Inc. for Services Related to the City's Gateway Improvement Project
City Council approved the Resolution authorizing NV5, Inc. to complete additional design work, completion of a project construction manual, bid assistance, coordination with IREA and CDOT, and attendance at public outreach meetings associated with the City's Gateway Improvement Project. The agreement includes a not-to-exceed budget of $14,922. 

Ordinance No. 18-01 Amending Sections of the City's Municipal Code Regarding the Timeline of Elections (Second Reading)
City Council approved Ord. 18-01 on second reading which updates two sections of the City's Municipal Code to reflect state law changes in the Colorado Municipal Election Code regarding write-in candidate affidavits and cancellation of elections. 

Statement of Expenditures
City Council approved the statement of expenditures as presented. 

Executive Session
City Council entered into executive session pursuant to C.R.S. Section 24-6-402(4)(e) to determine positions relative to matters that may be subject to negotiations, developing strategy for negotiations and instructing negotiators regarding city management services.
