HCPF's 2018 Legislative Agenda

One of the Department's legislative agenda bills has been introduced this session:
  • SB18-093: Repeal Obsolete Medicaid Waiver Persons with AIDS (Sen. Moreno/Rep. Arndt)
The Department is also currently working with legislators on bills that focus on:
  • Redesign of Children's Habilitation Residential Program (CHRP) Waiver
  • Conflict-free Case Management (CFCM) for Single-Entry Points
  • Cost Savings through Transition Services & Community Living
  • Align Managed Care Statute with Federal Regulations

FY2018-19 HCPF Budget Highlights

The Department's 2018 budget requests focus on ensuring program compliance, achieving cost savings and targeted program improvements supporting member experience.  An overview of all budget requests can be found here
Children's Health Insurance Program Update

Federal funding for the Children's Health Insurance Program (CHIP), known as Child Health Plan Plus (CHP+) in Colorado, was renewed for an additional four years on February 9, 2018, bringing the program renewal to a total of 10 years.


The Department notified CHP+ members that the program will continue the week of January 29, 2018. Sample letters sent to CHP+ members can be found at  CO.gov/HCPF/FutureCHP .
COMMIT Update

As you will recall, the Department launched its new claims payment system, the Colorado interChange, on March 1, 2017. Our new fiscal agent is DXC Technology (DXC).

The Colorado interChange has enabled us to implement a requirement from the Affordable Care Act to screen and enroll all ordering, prescribing and referring providers.  For other updates on the Colorado interChange, review our January 2018 Update to the Health Committees, Joint Budget Committee, and Joint Technology Committee.
Accountable Care Collaborative Phase II Update

The Accountable Care Collaborative (ACC) is the delivery system for Health First Colorado (Colorado's Medicaid Program) and is focused on improving member health and reducing costs. The next iteration of the ACC is scheduled to begin July 1, 2018. Learn more here.

The Department announced the awards for the seven Regional Accountable Entity (RAE) contracts in November 2017. The proposals from each of the awarded entities are available on CO.gov/HCPF/ACCPhase2 .

The Department continues to prepare for the implementation of the next phase of the ACC and is working hard to ensure a smooth transition of the program. Along with immediately focusing on the RAE contract negotiations, finalizing the 1915(b) waiver with the Centers for Medicare & Medicaid Services (CMS), managing system updates and other activities, the Department is preparing and training staff for the changes in operations. To be responsive to provider, member and stakeholder needs, the Department will continue to develop key communications about the program over the next few months. All resources are being published on CO.gov/HCPF/ACCPhase2 .
