HCCC Offers Support for Governor Hogan's Committee on Paid Leave Policy 

After vetoing the Maryland Healthy Working Families Act, commonly referred to as the Mandatory Paid Sick Leave Act, last month, Maryland Governor Larry Hogan issued an Executive Order for the creation of a Committee on Paid Leave Policy.

The Committee will be tasked with collecting data and information to assess Maryland workers' access to paid leave and the extent to which providing such leave would impose burdens and hardships on Maryland businesses.

As the Voice of Business for Howard County, the Chamber strongly opposed the Mandatory Paid Sick Leave Act, because we believe employers should remain free to determine their own leave policies that are consistent with business operating needs. The Chamber has actively advocated for more balanced and predictable leave laws that do not impose unreasonable costs on businesses or their customers.

We supported the Governor's decision to veto the Mandatory Paid Sick Leave Act and Chamber President & CEO Leonardo McClarty has written to the Governor to let him know that the Chamber is ready to assist the Committee of Paid Leave Policy to ensure a better plan can be implemented. 


County Planning Director Updates Chamber of Development Regulations

Earlier this week, the Chamber welcomed Howard County Directory of Planning, Valdis Lazdins, to its June Legislative Affairs Committee meeting. Lazdins provided the 15 member group with an update on the County Development Regulations which begin earlier in the year. 

It was reported that this would be a three-year process if all schedules are met but the process could very well be four years. Nationally acclaimed land use and planning firm Clarion Associates is spearheading the first phase of the project which will conclude with a draft being presented for public input in Winter 2018. Goals for the phase one include efforts to modernize the code format and structure, developing context-sensitive regulations, devising efficient approval processes, ensuring regulations encourage high quality design, and support sustainable development patterns. 

At the present time, the firm and planning staff are seeking community input and feedback. A survey has been initiated which interested parties can take until July 10th .  

The Chamber staff and legislative affairs committee will continue to be engaged in this process and provide information accordingly.

Partnering with EDA on New Business Welcome

We are happy to report a great turnout for our first New Business Welcome this week with our partners at the Howard County Economic Development Authority (EDA).

The idea behind the New Business Welcome program (sponsored by Columbia Association) is to continue to position Howard County as the best place to start, grow, or relocate a business. A goal that is shared by the EDA. At yesterday's event, business owners were introduced to government and community leaders, including County Executive Allan Kittleman, and were given information about all the resources available to them to ensure their success in Howard County.

Two More Candidates Have Filed in the Race for Howard County Council

Eight candidates for the Howard County Council have now officially filed with the State Board of Elections. Since our newsletter last week, both Byron Macfarlane (D) and Christiana Rigby (D) have been added to the race according to the State Board of Elections website.

Opel Jones (D) has announced that he is running, but he is not yet listed on the State Board of Elections site. Jones has announced his intention to run on his own site.
