The Sutter County Superintendent of Schools Office (SCSOS) is home to School-Based Medi-Cal Administrative Activities (SMAA) Region 3 - Capital Service Region Local Educational Consortium (LEC).  The SMAA department consists of:
  • Jen Minton - Region 3 LEC MAA Coordinator
  • Kaylee Garramore - MAA Program Analyst   

The SMAA Program allows school districts in California to be reimbursed for a portion of their administrative costs associated with connecting students and their families to Medi-Cal covered services.  These serivces include:
  • Medi-Cal Outreach.
  • Referral, coordination, and monitoring of Medi-Cal services; such as Speech and Language Therapy, Occupational Therapy, Physical Therapy, and Mental Health Counseling.  
  • Facilitating the Medi-Cal application.
  • Arranging transportation in support of a Medi-Cal service.
  • Program Planning.
  • Policy Development.
  • The coordination of MAA claims.

The role of the SMAA program at  SCSOS is vast.  SMAA is responsible for:
  • Contracting with the Department of Health Care Services (DHCS).
  • Works with DHCS and County Offices of Education (COE's), Districts, Charter Schools, and Community Colleges.
  • Serve on state-wide LEC Advisory Committee.
  • Serve on sub-committees with DHCS.
  • Interpret Policy and Regulations.
  • Train District MAA Coordinators.
  • Conduct site and desk reviews of districts.
  • Review all training material used by districts.
  • Audit and review invoices.
  • Monitor compliance rates and moment responses;
  • and seek to bring new districts into the program.
Program accomplishments:
  • Implemented the new Random Moment Time Survey (RMTS) methodology statewide.
  • Trained New MAA Coordinator to understant and implement the new RMTS) methodology at the district level.
  • Successfully claimed on the first two quarters of RMTS (14/15 Q3 and Q4), the first payments for the 3rd quarter were recevied from the state and processed, our districts recevied their money mid-March 2017.
  • 14/15 Q4 claims are being proceesed witht he state and we expect to recevie them by the end of May 2017.
  • Enhanced our program by adding multiple new districts and increasing the participant size of current districts.  
In conclusion, the SMAA Program at SCSOS is a strong program with an incrediable fiscal oversight componant.  By monitoring claims SMAA ensures they are accurate and efficient.  SMAA hopes to continue to build effective partnerships with all Local Educational Agencies (LEA's) within the LEC's ten county region.  Our goal is to ensure that students and their families are aware of the Medi-Cal services that may be available to them.
