Governor Vetoes Statewide Paid Leave Bill
Governor Larry Hogan last Thursday vetoed a bill (HB1) passed by the General Assembly that would have required Maryland businesses with more than 15 employees to provide five days of paid sick leave per year. Governor Hogan called the bill "simply bad policy" and said it would kill small business in the state. GSSCC had worked with other business groups throughout the 2017 legislative session to have language inserted into the bill that would assure a statewide standard and preempt Montgomery County's existing law. The expectation was that any bill passed by the General Assembly would be less onerous on business than Montgomery County's recently enacted law. That proved to be the case. However, state delegates and senators from Montgomery County refused to support a statewide standard and voted for HB1 as drafted. General Assembly leaders have said that a veto override will be a priority next year. Time will tell whether they are successful, and if not, whether a new bill would include preemption of local laws.

WSSC to Replace Water Mains on Colesville Beginning in August
Beginning in August, the Washington Suburban Sanitary Commission (WSSC) will begin a two-year project to replace water mains under Colesville Road from the Beltway south to Georgia Avenue. The project will be completed in
two phases, with the first beginning at Georgia Avenue and moving north to Sligo Creek Parkway. Work on this phase needs to be finished by June of 2018, when Maryland State Highway will begin milling and resurfacing this section of Georgia. SHA's work will likely last to the end of 2018. Phase two of WSSC's project will proceed from Sligo Creek Parkway to The Beltway and likely run through Spring of 2019.
WSSC's work will involve dual lane closures (that may switch from northbound to southbound and back because of where they will need to work underground), as well as planned temporary water shut-offs (no more than 8-hour periods) to connect the new main at certain junctions. While this work will clearly be a painful inconvenience (to put it mildly), it has to be done. The alternative of allowing the aging infrastructure to break on its own could be even worse. The promising news is that WSSC staff who met with the Chamber's Economic Development Committee last week want to work with GSSCC and the community to alleviate as much as the pain as possible through proper planning and communication.
