Palm Beach is looking to cut its easement acquisition costs during the second phase of the islandwide burial of overhead utilities. The plan calls for Steven Stern, underground utilities project manager, to shoulder the administrative and coordination tasks performed by lawyers or legal staff during the first phase of the project.
