Board of Education  Meeting Highlights

The Board of Education meeting was called to order by Board President Ralph Martire at  
7:01 p.m. in the Roosevelt Middle School Library Learning Center. Cal Davis, Judy Deogracias, Barb Hickey, Ralph Martire,  Rich Moore, Nicole Thompson, and Stacey Williams were present. The meeting adjourned at 9:04 p.m.

Below is a summary of the Board of Education meeting highlights. Board Packets containing meeting details are posted on the  District 90 website prior to each meeting. Full meeting minutes will be posted on the website once approved.
Recognize Visitors and Public Comments

Kelly O'Keefe expressed appreciation to Board members for forming an Ad Hoc Committee on Gender Inclusion. Ms. O'Keefe explained that she appeared before the Board as a member of the OPRF High School committee on gender. She complimented Board members on the gracious welcome offered to the advocacy group. 
Approval of Agenda

Board members approved the agenda.  
Communications

There were no communications.
Freedom of Information Act Request

The Parents Foundation for Education submitted a Freedom of Information Act request that sought information about all District employees. The District supplied pertinent information within the legally mandated timeline. 
Student Presenters

Willard 4th grade students Josh and Mimi showed a slide presentation about the school's Town Hall gatherings on Monday mornings. The two students explained that the meetings help build empathy, understanding, and a sense of community among students. Various classes take turns facilitating the Town Halls. For instance, when the first grade students managed the first Town Hall this year, they explained the Second Step program by leading a game of "My Turn, Your Turn." Town Halls enable students to recognize birthdays, sing songs, and share classroom activities.

Fin, a 7th grade student at Roosevelt, provided an overview of classroom activities at the school. He shared that 5th grade students are studying Egyptians in social studies, while 6th grade students are learning about elemental changes in science class. Students in 7th grade are learning about memoir writing and about proportional relationships, while 8th graders are studying the interactions of matter and WWII.
Consent Agenda

Board members approved the Consent Agenda that included Minutes from the Board of Education Meeting on December 18; the Committee of the Whole Meeting on January 9, with amendments; Payrolls; Orders Relating to Payrolls; Bills; and Treasurer's Report.

Nicole Thompson reported that there are no updates since the last meeting. 
 
Personnel
Rich Moore reported that personnel matters would be addressed later in the meeting. 
 
Policy
Stacey Williams stated that the first and second reading of several policies would be addressed later in the meeting.

Finance
Cal Davis relayed that bids for the Willard Classroom Addition would be addressed later in the meeting. 

Equity
Ralph Martire indicated that the Equity Committee would be meeting on January 18.

Facilities
Judy Deogracias relayed that the bid for the Willard Classroom Addition would be addressed later in the meeting. 

Communications
Barb Hickey reported that the Subcommittee on Collaboration had completed its communication survey, and the results would be discussed later in the meeting. 
District Calendar Review

Dr. Condon reported that there were several upcoming activities including the Inclusiveness Advisory Board meeting on January 24 and the solo/ensemble recital at Roosevelt on January 29. Willard will hold a 4th grade recorder and chorus concert on January 30 and the Board of Education will host a learning event with the National Equity Project on the same day. On January 31, there will be a Town Hall Forum about managing student screen time. Both Willard and Lincoln are hosting Kindergarten Registration and Information Nights on February 1. The second event of the One District/One Book initiative will be held on February 3. A dditional information can be viewed in the  Board Packet .
Outside Organization Meetings
 
Council of Governments - Ralph Martire
Ralph Martire reported that the Village of River Forest is acquiring the property owned by Lutheran Child & Family Services and will lease the property back to the agency. Village representatives also announced that Jim O'Shea was selected as the new Police Chief. The RF Park District is reviewing the use of artificial turf for selected facilities. Dominican University's President Donna Carroll had been named Villager of the Year by the Wednesday Journal. Triton College is offering a duel credit nursing program for high school students. Concordia University is an official "Hispanic Serving Institution." The next Council of Governments meeting is scheduled for May 11.

OPRFHS Community Council - Rich Moore
Rich Moore reported that OPRF Supt. Dr. Joylynn Pruitt is recovering from her back surgery. The January 11 meeting of the Community Council acknowledged Dr. Condon as one of Wednesday Journal's Notable Villager of the Year. With 90 clubs and 90 teams, OPRF's Student Activities Director gave a presentation on extra curricular programs and events at the high school. The next Community Council meeting is scheduled for February 8.

Youth Network Council - Barb Hickey
B arb Hickey relayed that there was nothing new to report. The next meeting is scheduled for February 8.

District PTO Council - Barb Hickey
Barb Hickey informed Board members that the next meeting of the PTO Council is scheduled for January 19.

Inclusiveness Advisory Board (IAB) - Stacey Williams 
Stacey Williams indicated that there was nothing to report. The next IAB meeting is scheduled for January 24.
 
River Forest Civic Association - Nicole Thompson
Nicole Thompson indicated that there was nothing to report. The next meeting is scheduled for January 18.
 
Citizen Corps Council - Judy Deogracias
Judy Deogracias indicated that there was nothing to report. The next meeting of the Citizen Corps Council (CCC) is January 18.    

West Cook Governing Board (IASB) - Ralph Martire
Ralph Martire indicated that there was nothing to report. The date of the next meeting is March 6. 

ED-RED - Ralph Martire
Ralph Martire reported that there was nothing to report.  The next ED-RED meeting is scheduled for February 9 .

River Forest Subcommittee on Collaboration - Barb Hickey 
Barb Hickey stated that the Subcommittee on Collaboration has completed its communication survey. Ms. Hickey will present the major findings later in the meeting. The next meeting of the Subcommittee on Collaboration is scheduled for January 17.

Action Items


Award Willard Construction Bid
Anthony Cozzi, Director of Finance and Facilities, presented the final bids for the Willard Classroom Construction project. Twelve companies submitted bids for the project after participating in the mandatory pre-bid walk-through. Happ Builders submitted the lowest bid for the project. Board members approved awarding the construction contract for the Willard Classroom Addition to Happ Builders in the amount of $1,254,600.  More information is available in the Board Packet.

Policy - Second Reading
Dr. Condon and Stacey Williams presented the second reading of several policies that addressed school admission to D90 schools, instructional materials, residency, and internet safety. There was some discussion about student ages for admission to school. Board members approved the policies covered in the second reading.  More information is available in the Board Packet.

Board of Education Ad Hoc Gender Inclusion Committee
Ralph Martire addressed the Board about forming an Ad Hoc Committee about Gender Inclusion. At an prior Board meeting, several advocates for gender equity had requested the adoption of a Board policy advancing gender equity for all students. Board members approved the formation of an Ad Hoc Gender Inclusion Committee. Barb Hickey and Rich Moore will serve as co-chairs of the Committee. Modeled after the Equity Committee, this investigatory committee will have representatives from D90 administration, parents, staff, and Board members. Safe Walking Routes to School Audit -- Partnership with the Village of River Forest 
Dr. Condon reported that District representatives recently met with Village officials about determining the safest walking routes for pedestrians and students to travel throughout the Village, and particularly to all Village schools. District 90 and the Village will share the cost of contracting with a certified traffic analyst who will conduct an audit assessing current routes students use to travel to school. The analyst will also be contracted to make recommendations for safer walking routes to all Village schools. Dr. Condon expressed his appreciation to Village officials for their support and leadership with this effort. Board members approved the proposal to work with the Village on this issue and to share the cost of the pedestrian audit.

Informational Items


Receipt of 2016-17 Audit Report 
Betsy Allen, principal of Miller Cooper & Co., Ltd, provided an
explanation of the audit of the District's Comprehensive Financial
Report. She discussed the audit process, how the audit was
composed, and the transparency in communications regarding the
District's financial information. There were no suggested changes to the audit. Anthony Cozzi, Director of Finance and Facilities, has submitted the audit report to be considered for a Certificate of Excellence in Financial Reporting. Ralph Martire complimented Mr. Cozzi and his team for their work on the audit.
 
Policy - First Reading 
Stacey Williams presented a number of policies for First Reading by Board members. The policies addressed uniform grievance procedures, identity protection, mandated physical education, social workers counseling D90 students, curriculum content, and other issues. Village of River Forest Subcommittee for Collaboration Community Survey Findings
Barb Hickey presented an overview of the Subcommittee for Collaboration Community Survey findings. She explained that the survey was commissioned by the Village with the support of six taxing bodies. Each taxing body submitted three issues to ascertain residents' awareness of the issues. Village residents provided positive reviews of the District, including its fiscal stewardship, school quality, and value to the community. Dr. Condon shared several areas for growth that were also indicated by the survey results. These growth areas included reaching all segments of the community, finances, and collaborating with other key community organizations.

Dominican University/D90 Partnership: Social Media and Emerging Technology Course for Faculty (EDU790)
Dr. Condon provided an overview of the renewed partnership with Dominican University offering technology courses to D90 faculty. Currently, 12 faculty members are taking second-level courses in social media technology. Kevin Martin, Director of Technoloy, and Dr. Alison Hawley, Director of Curriculum and Instruction, are reviewing the course materials to ensure that the class is highly  applicable to D90's instructional philosophy and direction. 

Enrollment Statistics
Dr. Condon presented the latest enrollment statistics for the District. Additional information is available in the Board Packet.
