  • Feedback to Mike Skinner on Pavement Design Webinar:  "I just want to say that I was impressed by Mike Skinner's presentation today. He kept my attention through the whole thing. I now know a little more about the limitations of the old nomograph and reasons for the mechanistic empirical method. I look forward to future webinars!  Thank you", Steven Vander Giessen, PE PTOE, Transportation Engineer / Project Manager, AECOM

Asphalt Core Technology Proposed for Larimer County Dam - 75,000 Cubic Yards of HMA Estimated
This graphic, provided by Northern Water, depicts the 350' Chimney Hollow Reservoir, located southwest of Loveland, after it is built. The project is estimated at $400 million.
(Link to article) When Chimney Hollow Reservoir is built, the dam will be one of the first in the United States with an asphalt core - a method developed in Germany in the 1960s and used widely in other countries.  The reservoir, located southwest of Loveland, will have one large and one small dam, allowing it to hold 90,000 acre-feet of water for 13 providers, including the city of Loveland.  Asphalt Core Dams (Link)    The project is estimated at $400 million with 75,000 cubic yards of asphalt.  It is being designed by Stantec and planned as a 3-1/2 year project with asphalt placed in 2-1/2 years.  A pre-qualification list will be developed in January and the project bid in June, 2018.  The asphalt will be hydraulic asphalt with a high asphalt binder content.  They are planning an outreach open house in the fall that will include a networking forum, presentation, Q/A, and site visit.  More info: Joe Donnelly, Assistant Project Manager, Northern Water.

Asphalt Fact #03  ONE OF THE MOST COST-EFFECTIVE WAYS TO REHABILITATE A WORN-OUT CONCRETE HIGHWAY IS TO RUBBLIZE IT, THEN OVERLAY IT WITH ASPHALT.   In Arkansas, 276 miles of concrete interstates were given new life in a rubblize-overlay program.  The asphalt overlay can even turn a failed concrete pavement into a Perpetual Pavement.    Learn More...
New Advantages of Asphalt Video   Asphalt pavements are the best solution when you want high performance. They are smooth, quiet, and safe. They can reduce noise at the point where the tire meets the road, and they are quick and easy to construct and maintain. Watch this video to see all the key advantages of asphalt pavements.
The United States has 2.2 million miles of paved roads, and about 93% of them are surfaced with asphalt.  Read More

MGPEC Updates Specifications  The Metropolitan Government Pavement Engineers Council (MGPEC) recently reviewed and reformatted the specifications manual to allow for a more streamlined organization of the specifications.  These changes went into effect June 1, 2017.  The table showing the previous item sections and numbers and the new numbers is available on the front page of the MGPEC website More Info:  Pamela Weimer, MGPEC Administrative Assistant, bdweimer@msn.com or any Steering Committee member Jim Katzer, MGPEC Chair
Ask Asphalt Man:
Question:  What smoothness specifications should be used for county roads or city streets?
Answer: Generally NO smoothness requirements should be assigned to Local Agency roadways. Local agency roads have inherent complications already built in to them such as cross pans, utilities handicap ramps, curb and gutter. Instead of assigning a smoothness specification the agency should make sure the contractors are following "Best Paving Practices". CAPA and our industry partners have created a document which describes these best practices. For additional information contact Tom Clayton

RMAEC receives new equipment! A special thanks to CAPA Affiliate Member Instrotek for the donation of a NEW piece of equipment for our lab. They have donated an "AUTORICE" controller. AutoRice is an automatic control unit allowing laboratory technicians to conduct Maximum Specific Gravity tests with the press of a button. Designed to accurately control and monitor the  vacuum pressure, vacuum time and shaker vibration frequency, AutoRice ensures more consistent inter-laboratory repeatability and accuracy. The AutoRice will start the vacuum pump, regulate the vacuum pressure, precisely control the vacuum time and monitor the shaker frequency.  For more on Instrotek, contact Steve James or
