What's New with Envision Eugene?

The joint public hearing on urban growth boundary (UGB) adoption with The Eugene City Council and The Lane County Board Of Commissioners is next week! This is a momentous occasion for Eugene and the implementation of our community vision. Below you will find details about the public hearing and the preceding informational opportunities. In addition, you will find information about providing testimony at, or before, the public hearing. We'd also like to take this opportunity to revisit some of the public engagement that has led us to this point. You can always find more information about Envision Eugene on our website.
Community Involvement
With the final UGB public hearing on the horizon, we thought it important to emphasize the vital role of community involvement in the Envision Eugene process and provide a recap of the engagement we’ve had over the years. 

From the beginning Envision Eugene has been about engaging residents in the long term vision for our community - how we want our community to grow, while preserving what we love about living here. The " How We Got Here" page on the Envision Eugene website describes the community process in detail.

We began Envision Eugene in 2010 with an extensive community process to identify the core values that would support our vision. These community values are represented by seven pillars:

  • Provide ample economic opportunities for all community members

  • Provide housing affordable to all income levels

  • Plan for climate change and energy resiliency

  • Promote compact urban development and efficient transportation options

  • Protect, repair and enhance neighborhood livability

  • Protect, restore and enhance natural resources

  • Provide for adaptable, flexible and collaborative implementation


Since 2012, when these pillars and the accompanying vision were approved by the City Council, we have been working towards adoption of the UGB and full implementation of the community vision. This work has always been done in consultation with a broad range of community members, attempting to balance the pillars and achieve the community's collective best outcomes.

The UGB proposal being considered by City Council and the Lane County Board of Commissioners is a reflection of that community involvement. It relies heavily on community surveys, public testimony, and technical analysis that has been vetted by community members. Every aspect of the proposal, from the multi-family strategies to the Clear Lake Overlay Zone to the comprehensive plan, has benefited from public input and the attempt to balance all seven pillars.

The public hearing next week is the community's final opportunity at the local level to provide feedback on the proposal. All members of the community are encouraged to attend and provide testimony.
Reminder: Public Hearing
On June 27th at 6:30 pm the Eugene City Council and Lane County Board of Commissioners will hold a joint public hearing on the UGB proposal. Members of the public are encouraged to attend and provide testimony. There will also be a pre-hearing open house with City and County Planning staff starting at 5 pm and a staff presentation about the UGB proposal at 6 pm. We look forward to seeing you there!
