Last year, the IGP (Industrial General Permit) requirements changed, affecting many businesses in our region. The increased permitting requirements is an effort to closely regulate industrial runoff that reaches the watersheds.  Authority to regulate business compliance is appointed to the San Diego Regional Water Quality Control Board. 

The chamber held industry workshops and city staff personally contacted industries to ensure awareness of the new IGP requirements. 

Not being in compliance leaves a business exposed to potential heavy fines, as was the case for Modern Stairways, Inc. in Spring Valley. Good housekeeping would have prevented the $94,078 penalty approved by the San Diego Regional Water Quality Control Board's Executive Officer. Modern Stairways, Inc.  failed to implement proper management practices to prevent runoff as required by the state's industrial storm water permit, and this may have allowed pollutants such as concrete waste to be washed off into storm drains that connect to the Sweetwater River.  

Solutions to prevent industrial water pollution can be simple and inexpensive. Note that this fine is not for pollution that has been confirmed, but for pollution that may have occurred. There are many businesses along Escondido Creek and the numerous water sheds that lead to the creek, as well as storm drains.  
 
If you have questions regarding IGP compliance, let us know. The last thing we want is for a business in Escondido to be issued a costly penalty.

Rep.  Darrell Issa welcomed a crowd of constituents to his Vista office Friday afternoon for what turned into a sometimes rowdy question-and-answer session.
Health care and the environment landed center stage in the pop-up town hall, which Issa announced Friday morning. The gathering lasted well more than an hour and drew perhaps 200 people to the lawn outside his district office.  Some came to talk about health care, some the environment and  President Trump 's decision to pull out of the  Paris Climate Agreement . Many in the crowd applauded his decision to withdraw from the accord; others were unhappy with it.

Mirroring much of the unincorporated area of San Diego County, unemployment in the city of Escondido reached its lowest levels in ten years in April: 3.8% This compares favorably to several other cities in the region, which saw unemployment fall 0.8% over the same month last year, making it the lowest since December 2016.  The figures come from The San Diego Regional Economic Development Council's "San Diego's Economic Pulse," which can be found at www.sandiegobusiness.org/
