The HOPE Consortium has made rapid progress this spring - two more partners with MOU/BAAs in place, a process for patient consent, and long-awaited access to the REDCap database. Review of the Opioid Treatment Programs Progress Report from the Department of Health Services to the State of Wisconsin Joint Committee on Finance (available here ) demonstrates just how much progress we have been making all along. Side-by-side comparison of the three grant recipients shows that in 2016, the HOPE Consortium served the greatest number of patients (131) and the highest percentage of pregnant women (26%). The work of building consortium infrastructure is challenging, but well worth it -- we have a lot to be proud of!
 
As we move into the summer months, please note that the July HOPE Consortium Steering Committee Meeting has been rescheduled. The Steering Committee will convene in August, the day before the HOPE Consortium Conference, at the Lake of the Torches Resort and Casino in Lac du Flambeau. New contract administrator David Nelson (see more below) will join us as we celebrate our many successes and kick-off an exciting two day conference in our own backyard.

HOPE Consortium Welcomes New Contract Administrator
At the HOPE Consortium Steering Committee Meeting on Friday, May 12th, David Nelson, Substance Abuse Treatment Coordinator, Division of Care and treatment Services, Wisconsin Department of Health Services, introduced himself as our new contract administrator. We wish to express our gratitude to Bernestine Jeffers for her support since 2015 and offer a heartfelt welcome to Dave as we move forward together.
Farewell to Gina Koeppl, PhD
Dr. Gina Koeppl, Director, Ministry Ascension Behavioral Health, Northern Region, recently announced her retirement as of June 30th. Gina has been a wonderful partner to the HOPE Consortium and we wish her all the best! Leadership of regional behavioral health services will be assumed by Jessica Schiek, who has an excellent background in clinical work, crisis management systems, critical incident response, and substance use disorders. Jessica attended many of the early HOPE Consortium meetings and remains committed to our goals. We will continue to work with Katherine Tagalos, Social Worker - Client Services, Ministry Ascension Behavioral Health, as an active member of the HOPE Consortium Treatment Path Committee and look forward to welcoming Jessica to the HOPE Consortium Steering Committee in the future.
Two More Signed HOPE Consortium MOU/BAAs
We are pleased to announce that two more partners have officially signed HOPE Consortium Memoranda of Understanding/Business Associate Agreements (MOU/BAAs) with Marshfield Clinic and Family Health Center. Lac du Flambeau Chippewa Family Resource Center and Options Counseling/Koinonia Residential Treatment Center join DLM Consulting, Iron County Human Services & Associates, Price County Health and Human Services, The Human Service Center, and Forest County Potawatomi as signed HOPE Consortium partners. Signed partners can formally consent patients for participation in the HOPE Consortium and have access to the HOPE Consortium REDCap database as a platform for health information exchange.
REDCap Goes Live
The HOPE Consortium REDCap database is now live for data entry. HOPE Consortium patient enrollment packets have been distributed to HOPE Consortium partners with signed MOU/BAAs. Data can be entered into the REDCap system for any patient that signs both a HOPE Consent Form and HOPE Release of Information. Please note that this release is specific to the entry of data into the REDCap system and does not replace any usual inter-agency releases signed in the course of routine clinical practice. If you have any questions about the consent process, please contact Rachel Stankowski. If you need technical assistance with use of the REDCap database or have ideas for reports that your agency would find particularly useful, please contact Leila Deering.
HOPE Consortium Database Makes NYC Debut
Affectionately known as the HOPE Consortium REDCap Queen, Leila Deering, Application Analyst, Marshfield Clinic Research Institute Biomedical Informatics Research Center, will be presenting a poster entitled Interesting REDCap Use Cases with Hooks and Plug-Ins at Marshfield Clinic Health System at REDCapCon in New York City in August. Joined by Chris Kadolph, Programmer/Analyst, Marshfield Clinic Research Institute Biomedical Informatics Research Center, Leila will present four novel REDCap use cases, including the HOPE Consortium platform for health information exchange. Importantly, Leila and Chris's poster mentions the state-funded HOPE Consortium and all of its partners by name, noting that, "The region's remote geography, inclusion of numerous partners with varying record keeping systems, and the need to report specific outcomes to the funder necessitate a data tracking tool that also encouraged communication between providers. A custom REDCap database allows providers to track patient information and quickly communicate with other regional providers regarding appointment attendance, urine drug testing results, and client condition."
Recovery Corps Featured in CNCS Newsletter
The Corporation for National & Community Service (CNCS), the federal agency that oversees AmeriCorps, recently featured an article about Marshfield Clinic Health System Recovery Corps in its nationally circulated National Service News Bulletin. Under the heading "National Service in the News," the bulletin describes the role of 20 full-time AmeriCorps members that will be recruited to serve as recovery coaches in the HOPE Consortium region and links to an article on WisBusiness.com for additional information. Anyone 19 or older as of September 11, 2017 who has had at least one year of direct or indirect experience with recovery from a substance use disorder is eligible to become a member of the MCHS Recovery Corps. To date, we have received five applications/inquiries. Members will be placed at five host sites, including Family Health Center Alcohol & Drug Recovery Center in Minocqua, Iron County Human Services in Hurley, Price County Health and Human Service in Phillips, The Human Service Center in Rhinelander, and Marshfield Clinic Center for Community Outreach in Minocqua. The ten members serving at the Marshfield Clinic Center for Community Outreach in Minocqua will be dispatched across the region to ensure that individuals seeking assistance related to substance use disorders across the entire five county, three Tribe region served by the HOPE Consortium receive the services they need. Implementation of Evidence Based Practice Treatment Groups
On May 4th, 13 HOPE Consortium providers attended a day-long technical assistance for The Implementation of Evidence Based Practice Treatment Groups to assist in the implementation of the Matrix Model. This training was provided by Kristen Deprey Substance Abuse Services Supervisor, St. Croix County Behavioral Health and Lorie Goeser, Criminal Justice Coordinator & Human Services Crisis Disaster Response Coordinator, Bureau of Prevention, Treatment and Recovery, Division of Care and Treatment Services, Department of Health Services, in Minocqua. The Matrix Model is an evidence-based approach to outpatient substance use treatment that has been acknowledged by the National Institute on Drug Abuse (NIDA) as an effective and scientifically based approach and is listed on the Substance Abuse and Mental Health Services Administration (SAMHSA) National Registry of Evidence-based Programs and Practices (NREPP). The Matrix Model is characterized by positive, collaborative and mutually respectful relationships between the client and provider and is useful in both group and individual counseling sessions.
Save the Date: HOPE Consortium Conference
The HOPE Consortium Training Committee is well underway with planning a two-day conference centered on the four goals of the HOPE grant. The conference will be held on August 24 - 25 at Lake of the Torches Resort & Casino in Lac du Flambeau. Registration will be available later this month. Please mark your calendar and spread the word - more information will be coming soon!
Literature Update: Reducing Stigma Related to Substance Use Disorders
A 2012 publication by James Livingston and colleagues in the journal Addiction details the results of a systematic review of the literature related to the effectiveness of interventions for reducing stigma related to substance use disorders. Stigma reduction interventions were broken into three categories based on whether they focused on people with substance use disorders (self-stigma), the general public (social stigma), or medical students and other professional groups (structural stigma). Despite limited evidence, the literature supports the availability of effective interventions for addressing all three types of stigma. Therapeutic strategies were effective for reducing self-stigma, motivational interviewing and communicating positive stories of people with substance use disorders were effective for reducing social stigma, and contact-based training and education were effective for reducing structural stigma. These concepts will be important as we implement plans for cross-sector collaboration in the HOPE Consortium region and launch the Marshfield Clinic Health System Recovery Corps in the fall.
