Dear CCCA Friends,
Consistent leadership. It is a hallmark of the California Contract Cities Association, and I look forward to filling the big shoes left by my predecessors. I am honored to serve as your President for the 2017-18 year, and to continue the momentum and energy of Contract Cities. The contracting model is one on which my city depends, and it has played a key role in the ability of La Cañada Flintridge to respond quickly to policy needs while maintaining a rock-solid fiscal future.
I enter my term as President with somber thoughts in my heart. David Spence, a Past President of CCCA, a bedrock of the LCF community, my fellow council member and stellar local government leader, passed away shortly after we all returned from Indian Wells. Many of you have expressed your appreciation for Dave and the opportunity to be with him in Indian Wells to enjoy a quick-witted joke or a warm reminder of the decades of charm he brought to all of us in local government. He was a personal friend and mentor of mine, and I am saddened by his passing, but inspired by his record of public service. You should be, too.
Amazing relationships and building trust with fellow elected officials are critical to the work of CCCA. We come from different cities with diverse populations, various socioeconomic metrics and myriad histories. It makes us stronger. Our ability to learn from one another, appreciate the unique challenges and opportunities of each of our communities and find common ground makes us better elected officials and city staff, while also enhancing CCCA. Great challenges await our cities, and we will all be better able to take on those challenges as a result of the strength we gain from each other.
AB 1250 is a shot across the bow for our public agencies. The legislation is far-reaching, lacking in clear language and threatening to some of the core fundamentals of the city model upon which our communities depend. While Contract Cities, the League and several lobbying firms, including the Gonsalves, were critical to removing cities from the scope of AB 1250, we need to capture this moment and learn from it. Perennial battles to seize local control are in our foreseeable future given the current realities of Sacramento. Now-more than ever-we need all of our members advocating for the contracting model and the flexibility it provides to our cities. The CCCA Board had the vision to enhance our legislative outreach efforts over the last few years, and we will be putting those efforts to the test as we continue the fight. Please join us in the cause.
Lou La Monte had a tremendous term as President. We owe him and the City of Malibu a debt of gratitude for their efforts on behalf of Contract Cities. He demonstrated legislative and organizational leadership at a time of transition for CCCA, and I hope and expect he will continue to work for the advancement of the organization and its initiatives.

CCCA achieved a complete victory on AB 1250 (Jones-Sawyer), the bill that would have severely limited a city's ability to contract out for services, when the bill was amended right before the vote to no longer apply to cities at all! CCCA President Mike Davitt, Vice President Jorge Morales, immediate Past President Lou La Monte, and Executive Director Marcel Rodarte spent an intense day in Sacramento lobbying for the changes along with our coalition partners from the League of California Cities.
We will continue to monitor AB 1250 to ensure these amendments remain when the bill is taken up in the Senate. But today, we celebrate our huge victory for local control. We could not have achieved this win without our collaborative approach and the sheer number of cities who contacted their assembly members to oppose the bill in its original form. Thanks to all of your efforts, CCCA showed Sacramento that we are a force to be reckoned with!

City Manager's Meetings to Return This Month

The City Manager's meetings offer the opportunity for CCCA City Managers to gather together and discuss issues impacting the cities and to roundtable with County officials, as well as service providers. These meetings remain an important asset to the Executive Board, as they often look to the city managers to monitor, develop and advise on issues important to contracting cities from the viewpoint of cities' executive staff. Councilmember, Lou La Monte
Lou La Monte was elected to the City Council in April 2010 and reelected to a second term in April 2014. His term will expire in April 2018. He served as Mayor Pro Tem from November 2011 to August 2012, when he was elected Mayor. He is also the immediate Past President of the California Contract Cities Association.
Councilmember La Monte previously served as a Public Works Commissioner and for eight years, he was President of the Big Rock Mesa Property Owners Association, one of the largest homeowners associations in Malibu.
In his professional life, Councilmember La Monte is a director and producer. He has produced and directed over 3,000 commercials in more than 40 countries for major national and international clients. He has also achieved success with Emmy Awards in long form dramatic projects, as well as with several award-winning children's programs. He is a member of the Directors Guild of America and the Academy of Television Arts and Sciences.
