Coding to M210.5400, the County Financial Management System (CFMS) coding for the County Grant Program, for approved expenditures, must be completed no later than June 30, 2017.
Expenditures not coded by that time will be ineligible for Grant Program funding and must be funded through the county's other allocations.

FY 2017-18 County Grant Program

FY 2017-18 County Grant Program: Applications Released
- Track 1 Application is for all proposed projects except equipment requests
- Track 2 Application for equipment requests only
- Counties can submit more than one (1) application
- All applicants should thoroughly study Appendix D, Conditions of Funding, in the application. All Conditions of Funding must be met in order to be eligible for funding.
The due date for grant applications is
close of business Monday, June 26, 2017; completed applications should be sent to
[email protected].
An interview is required for all applicants; please select at least three (3) different interview slots, preferably different days, and submit your requested times with your application(s). The Department will schedule the interviews the last week of June 2017; interviews will be conducted the first week of July 2017.

FY 2017-18 County Incentives Program

Delayed Amendment Process for FY 2017-18 County Incentives Program
Due to the late signing of the Long Bill this year, the clearance process for the FY 2017-18 County Incentives Program contract amendments has been delayed. The Department will soon be sending out Option Letters that will hold over the current amendment until FY2017-18 contract amendments are signed;
no action is required on your part for the Option Letter.
The Department anticipates sending out contract amendments for FY 2017-18 County Incentives Program in early to mid-June 2017. For those county directors that have the authority to sign without requiring action from your Board of County Commissioners (BoCC), please return the contract amendment as soon as possible. In counties were the BoCC must sign the contract amendment, plan to present to your Board in late June or July.
Data and metrics for the FY 2017-18 County Incentives Program will be tracked starting July 1, 2017.

FY 2016-17 County Grant Program: Closeout
|
Year-End Report Out guidance released; Final Deliverables due July 15, 2017
As a reminder, projects funded through the County Grant Program must be complete - or have all expenditures associated with the project spent - by the end of the fiscal year, June 30, 2017. Projects funded in FY 2016-17 are not eligible to be funded again in FY 2017-18, unless the scope of work changes significantly. The deadline to code all expenditures in the County Financial Management System (CFMS) is July 5, 2017.
For those counties that received grant funds from the FY 2016-17 County Grant Program, a couple of documents are included to assist with fiscal year closeout:
- County Grant spending as of April 2017 - please ensure all associated expenditures for funded projects have been correctly coded. With one month left, spending should be at or near the project's proposed budget, unless you have previously shared information indicating otherwise.
- Year-End Report Out - the County Grant Program will hold the Year-End Report Out on June 29 and June 30 of this year. Refer to the document for more information. Please ensure any travel costs are coded upon your return, as the deadline for coding in CFMS is July 5, 2017.

Address Confidentiality Program (ACP): Action Requred -

A new ACP project (10423) was implemented in the March 2017 CBMS build. There are several components to this project require additional action from county workers. These actions are completing a training through COLearn for users with ACP access and updating the address for customers who are no longer participating in the ACP. Below is information about both components.
ACP Program 10423 Training
All CBMS users who have access to ACP cases must complete the training for ACP project 10423. The training is titled 2017 March CBMS Build Training - ACP Project and is available in COLearn. It is a web-based tutorial, with audio, and should take no longer than 30 minutes. If a user doesn't have COLearn but needs to take the training, they will need to create a new account. Attached is a list of all CBMS users with ACP access.
Data Fix and Updating Customer Address
A part of the ACP project was to complete a data fix where active ACP participants would have the special indicator and authorization number added to their case. The data fix also removed the special indicator on cases where the customer is no longer active in the ACP. Additional action is needed by the counties to complete this data fix.

: Adding the ACP special indicator & address for verified, active participants in the ACP.
State Action Taken:
The current list of active participants in the ACP was checked against the list of customers in CBMS who either had the ACP special indicator and/or who had the ACP address (either mailing or home, either the valid address or one that was similar). If the customer or household member(s) are still active, their ACP authorization number was updated and their unit number was updated (when necessary). If the case didn't have the ACP special indicator, it was added.
County Action Required:
None. A list of the ACP cases that are currently assigned to your county is available for reference.
Component
: Removing the ACP special indicator for customers who are no longer active in the ACP.
State Action Taken:
The current list of active participants in the ACP was checked against the list of customers in CBMS who either had the ACP special indicator and/or who had the ACP address (either mailing or home, either the valid address or one that was similar). If the customer had the ACP special indicator, it was end dated.
County Action Required:
Cases where the mailing or home address is the ACP address must be updated to reflect their current address. A list of the cases and whether or not the case is open was sent with the original communication.
The list of cases will be sent out to individual counties this week. Please update the address information for the open cases by June 30, 2017. You are not required to update the information on the closed cases.

applications for the month was measured at
98.30 percent.
The Department and its county partners have registered 34 consecutive months above 95 percent timeliness.

99.32 percent.
The Department and its county partners have registered 15 consecutive months above 95 percent timeliness.

Accountable Care Collaborative Phase II: Request for Proposals Now Available |

The Department released the formal request for proposals (RFP) for seven Regional Accountable Entities for the next iteration of the Accountable Care Collaborative. We have made the scope of work of the RFP available for viewing on our
Accountable Care Collaborative Phase II website.
In accordance with
state procurement rules, the Department may only respond to questions from potential bidders regarding the RFP through the official inquiry process. The Department is also restricted from discussing the RFP until contract awards are formally announced and all protests and appeals are settled.
Potential bidders must access the RFP using the
state's procurement website. Click the Public Access button on the left side of the screen once you are on the state procurement website. The deadline for proposal submission is July 28, 2017.

Drug Utilization Review Board: Vacancy and New Resource |
From Brandon Utter, DUR Clinical Specialist
The Drug Utilization Review (DUR) Board serves in an advisory capacity to the Department and makes recommendations regarding issues of drug utilization, provider education interventions, and application of standards. The DUR Board also determines the prior authorization criteria for drugs with special prescribing guidelines and the prior authorization criteria for non-preferred drugs that do not make the Preferred Drug List (PDL).
DUR Vacancy: The DUR Board has an opening for one Doctor of Medicine (MD)/Doctor of Osteopathic Medicine (DO).
- Do you or somebody you know have a passion for serving the Health First Colorado population and availability for a quarterly three-hour meeting (with some preparation) to provide your/their expertise to the process of drafting medication use criteria for the state of Colorado?

DUR recently published its first newsletter which has some general DUR information and highlights positive impact of the opioid policy pertaining to opioid prescriptions greater than 300 morphine equivalent doses (MED) implemented in February 2016.

Department Legislative Update |

Colorado's legislative session adjourned this year on May 10.
The Department had a successful 2017 legislative session, with many major policy initiatives approved with broad bipartisan support.
The three Department bills listed below were sent to the Governor.
Under current law, for some clients, home health services under the Medicaid program may only be provided in the client's residence. The bill removes the location restriction for home health services to comply with changes to federal Medicaid rules that allow for services to be delivered in the community as well as the residence.
Status: Passed 72-28; sent to the Governor for signature.
The bill implements conflict-free case management for persons with intellectual and developmental disabilities who are enrolled in home- and community-based services (HCBS) under Colorado's Medicaid program.
The bill subjects a provider of Medicaid services to a civil monetary penalty if the provider improperly bills or seeks collection from a Medicaid recipient or the estate of a Medicaid recipient. In addition, the bill allows the Department to require a corrective action plan from any provider who fails to comply with rules, manuals, or bulletins issued by the Department, the Medical Services Board, or the Department's fiscal agent or from a provider whose activities endanger the health, safety, or welfare of a Medicaid recipient. Based on good cause, the Department may suspend the enrollment of a Medicaid provider for a period of time set forth in the bill. The provider has the right to appeal the suspension administratively.
Status: Passed 100-0; sent to the Governor for signature.
Several other bills impacting the Department were also passed this session, aimed at improving Health First Colorado member correspondence and moving the Hospital Provider Fee (HPF) into an enterprise, among other things.

HHS Announces Over $70 Million in Grants to Address the Opioid Crisis
Substance Abuse and Mental Health Services Administration (SAMHSA) is
accepting applications for over $70 million in grants over multiple years to help communities and healthcare providers prevent opioid overdose deaths and provide treatment for opioid use disorder.
Administered through SAMHSA, these funds will be made available through the following three grants:
- Medication-Assisted Treatment and Prescription Drugs Opioid Addiction: Up to $28 million to five grantees to increase access of medication-assisted treatment (MAT) for opioid use disorder. MAT combines behavioral therapy and FDA-approved medication.
- First Responders: Up to $41.7 million over four years to approximately 30 grantees to train and provide resources for first responders and members of other key community sectors on carrying and administering an FDA-approved product for emergency treatment of known or suspected opioid overdose.
- Improving Access to Overdose Treatment: Up to $1 million over five years to one grantee to expand availability to overdose reversal medications in healthcare settings and to establish protocols to connect patients who have experienced a drug overdose with appropriate treatment.
Applications for these three grants are due July 31.
