President's Report
The State Board of Education passed a
resolution to recognize Outgoing Student Representative Ava Rybicki, a student at Williamstown High School, Gloucester County, for her service to the New Jersey State Board of Education from July 2016 to June 2017.
The State Board Nominating Committee has nominated Board President Mark Biedron and Board Vice President Joseph Fisicaro for its 2017-2018 leadership slate.
Commissioner's Report
Weehawken Capstone Projects
Weehawken Chief Education Officer Dr. Robert R. Zywicki introduced the District's AP Capstone Projects to the State Board. The High School curriculum offers 31 AP Courses, including the prestigious AP Capstone Diploma Program.
Teacher Leader Endorsement Advisory Board Update
Heidi Olson, special education teacher, Hopewell Valley Regional Public Schools and Chair, Teacher Leader Endorsement Advisory Board (TLEAB), delivered the board's report to the Office of the Commissioner of Education and State Board of Education. The
TLEAB Report provides recommendations for the establishment of the teacher leader endorsement.

Adoption Action
The State Board adopted amendments to the
regulations pertaining to Tuition for Approved Private
Schools for Students with Disabilities proposed at
N.J.A.C. 6A:23A-18, pursuant to N.J.S.A.18A:46-21
and 18A:4-15.
The rules in this subchapter provide the methodology for calculation of tuition charged
by approved private schools for students with disabilities (APSSD). The rules also establish
non-allowable costs, audit and budgeting requirements, new school application information, and
additional fiscal requirements.
The adopted amendments for Subchapter 18 are intended to set the rules for annual
tuition rates for APSSDs by containing administrative costs, salary increases, costs associated with the use/lease or purchase of vehicles, travel, and the provision of meals to students. Amendments to this subchapter will be in effect immediately upon adoption as detailed in the rules.

Informational Resources:
Regulatory Equivalency and Waiver regulations at
N.J.A.C. 6A:5, pursuant to
N.J.S.A. 18A:4-15.
The rules govern the equivalency and waiver process and provide the opportunity for
regulatory flexibility for school districts and most programs regulated by the Department. An equivalency is permission to meet the requirements of a rule through an alternative means selected by the district board of education. A waiver allows a district board of education to avoid compliance with the specific procedures or substantive requirements of a rule for reasons that are educationally, organizationally, and fiscally sound. The rules require a school district's educational community, including parents, administration, and staff members, to be informed of the proposed equivalency or waiver and provided the opportunity to comment.
The equivalency and waiver process cannot be applied to certification requirements under
the purview of the State Board of Examiners or to
N.J.A.C.
6A:14, Special Education.
Marie H. Katzenbach School for the Deaf
The State Board discussed the sunset readoption with
amendments for the Marie H. Katzenbach School for the
Deaf regulations at N.J.A.C. 6A:21, pursuant to N.J.S.A.
18A:61-2 and 18A:4-15. The Katzenbach School, which has been in operation for more than 130 years, serves auditorily impaired (deaf and hard-of-hearing) students of suitable age and capacity for instruction and services, who are legal residents of the State and not over 21 years of age. The rules address student eligibility and admission, as well as graduation of Katzenbach School students, and provide for an appeals process if a student is refused admission to the Katzenbach School.
Career and Technical Education
The State Board discussed the amendments pertaining to Private Career Schools at
N.J.A.C. 6A:19-7, pursuant to
N.J.S.A. 18A:35-4.2, 18A:59-5 and 18A:4-15.
The proposed amendments
are to align with
the Department of Labor and Workforce Development's (DLWD) private training provider rules
at N.J.A.C. 12:41. The two Administrative Code chapters set forth the procedure for operating
private career schools in New Jersey.
