Governor Hogan's decision to veto HB 1, the far-reaching mandate on private employers to provide sick and safe leave for employees and their families, sets the state for a political battle stretching out for months ahead. The Governor pledged to convene a study group to assess the impacts of the proposal, and promised to introduce a new bill on the first day of the 2018 legislative session. Meanwhile, legislative leaders and advocacy groups vocally doubled down on their efforts to override the veto and implement their own negotiated legislation from this year. The highest profile issue separating state leaders appears headed for more discussion in the months ahead.
