New Planner at the Bay-Lake Regional Planning Commission
|

We are delighted to welcome Madison Smith as the Bay-Lake RPC's newest planner! Madison recently completed her Masters in Urban & Regional Planning at the University of Calgary in Alberta, Canada. She also has a Bachelor of Environmental Studies. Madison has experience in social planning with a demonstrated history of working in the philanthropy industry. She brings graphic design skills, and a positive, creative personality. Her passions lie with developing sustainable long-lasting communities for all, and in being an advocate for affordable housing, and inclusivity. She in an avid sports fan and animal lover. As a Community Assistance Planner, her position at the Bay-Lake RPC will include a variety of projects.

Comprehensive Plan Update Alternatives
|

Over the last several years, the Bay-Lake Regional Planning Commission has emphasized the importance of keeping local comprehensive plans up-to-date. As part of Wisconsin's Comprehensive Planning Law (Wis. Stats. 66.1001), a comprehensive plan must be updated at a minimum of every 10 years. If your community is nearing the 10-year update requirement, the Commission has several options to help maintain the effectiveness of your comprehensive plan.
Some plan update options include:
- Selective Updates
- Changes are highlighted within the existing plan.
- Plan Supplement
- Existing plan is retained, while a supplemental document highlights new information.
- Create an Entirely New Plan
- Allows for reorganization, simplifying or adding topics, while establishing a clean well organized document.
The Commission has developed updates utilizing each of these options. It is the "new" plan document designs, however, that can offer a fresh look to your comprehensive plan through the preparation of glossy brochures or poster plans. These comprehensive plans are more illustrative through pictures and diagrams, while limiting technical language and focusing on the plan's main points. Several recent examples of poster plans developed by the Commission include the
Town of Riverview,
Town of Manitowoc Rapids, and
the Commission's
Regional Comprehensive Plan
.
Having facilitated the completion of over 100 comprehensive plans for various government entities, Commission staff have that valuable knowledge and experience to assist your community with an efficient/effective update to your comprehensive plan.
The Commission will work with your community to determine the best update option for you.

The Bay-Lake Regional Planning Commission recently received an award at the 2017 Wisconsin Land Information Association Conference (WLIA) Annual Conference. The Commission placed 2nd in the Map Poster category with its Regional Comprehensive Plan Update designed by Brandon Robinson.

Sheboygan Metropolitan Planning Organization (MPO)

Several minor amendments and one addition to the
Sheboygan Metropolitan Planning Area Transportation Improvement Program (TIP) have been processed in recent weeks. The transit capital component of the
2017 - 2020 TIP is being amended to add the replacement of eight fixed-route buses as "illustrative" projects. In addition, the
2017 - 2020 TIP is being amended to note various changes (minor scope, funding source and cost changes) to three street and highway improvement projects. Finally, a new table was added to the
2017 - 2020 TIP to include one Wisconsin Employment Transportation Assistance Program (WETAP) project that could benefit the metropolitan planning area. The Sheboygan MPO Technical and Policy Advisory Committees recommended approval of these minor amendments at their joint meeting in late May, and the Commission is scheduled to take action on the amendments at its June meeting.
Commission staff continues to work with Shoreline Metro on establishing transit asset management (TAM)/state of good repair (SGR) performance targets for the transit operation. The targets were approved for Shoreline Metro by the Sheboygan Transit Commission in mid-May. The Sheboygan MPO Technical and Policy Advisory Committees recommended approval of the targets for the MPO at their joint meeting in late May. The Commission is scheduled to take action on these targets (as they apply to the MPO) at its June meeting, as well.
Finally, Commission staff continues to work on the issue of highway safety performance targets for the Sheboygan metropolitan planning area. Members of the Sheboygan MPO Technical and Policy Advisory Committees heard a presentation regarding this matter from staff of the WisDOT Bureau of Planning and Economic Development and reviewed relevant crash data for 2011 through 2015 for the metropolitan planning area (that was prepared by Commission staff) at their joint meeting in late May. Commission staff also participated in training regarding safety performance target setting at the WisDOT central office in late May.
