Today, the Senate Governance and Finance Committee considered SB 567 (Lara: D-Bell Gardens), proposing multiple tax hikes on California businesses, who already have one of the highest tax burdens in the country, subsequently making California even less competitive.
The California Chamber of Commerce is opposing this bill. Here is a snippet how this bill will affect both family-owned businesses and corporations:
Family-Owned Businesses Hurt
Specifically, SB 567 targets family-owned businesses that transfer the business upon death to other family members. Under SB 567, the family members who inherit the business/property, would be forced to pay capital gains on the property that has appreciated in value, if the family member(s) have an adjusted gross income of $1 million or more.
Harms Corporations
SB 567 also seeks to eliminate the current deduction allowed for compensation paid to executive officers for achieving performance-based goals. This proposal would harm all corporations, but more specifically, those companies incorporated in California.
Finally, California already has the highest personal income tax and sales tax rates in the country, and one of the highest corporate tax rates as well. Californians just approved various tax increases and extensions on the November 2016 ballot. Additionally, state appropriations may exceed the Proposition 4 (Gann) limit, which over the next two years may trigger significant tax reductions.

Negotiations have fallen apart between Palomar Health District and a developer who was chosen over five others to purchase the old Palomar Hospital property in downtown
Escondido.
In April, health district officials said they were confident details of the sale would be worked out by this month and that an announcement would be forthcoming soon.
But Monday night Bob Hemker, president and CEO of the district, read a statement during the board of director's monthly meeting that indicated the buyer had backed out.
He said that after Palomar Health narrowed the bids last year and selected a developer, the district began its due diligence. He said the district has been in constant discussion with the developer since that time.

Jeffrey Epp, who has been the interim City Manager of Escondido for several weeks, and Michael McGuiness, who has been interim City Attorney for the same period, have both been confirmed in those jobs permanently.
During a closed session of the Escondido City Council last week it unanimously voted to appoint Jeffrey Epp as the Escondido City Manager and Michael McGuiness as the City Attorney. Epp and McGuiness were serving as the Interim City Manager and Interim City Attorney respectively.

San Diego County Water Authority

The San Diego County Water Authority has received a $1 million incentive from the California Public Utilities Commission to build and deploy intelligent energy storage that will save ratepayers money and stretch the energy output potential of solar panels already installed at the Water Authority's Twin Oaks Valley Water Treatment Plant. The energy storage project, through an agreement with Santa Clara-based Green Charge, is expected to save the Water Authority nearly $100,000 per year in energy costs by using industrial-sized batteries to maximize the value of energy generated at the treatment plant.
