Parking Garage Reviews: An Ounce of Prevention for Public Safety
A 2016 bill introduced in the New York State legislature, requiring periodic parking garage inspections by licensed professional engineers, was vetoed by Governor Andrew Cuomo for technical reasons. However, the governor agreed with the concept, and two legislators are now drafting rules to require periodic inspections by structural engineers.
Point taken: having an inspection done on a regular basis by a qualified engineer is sound advice.

Structural engineers encounter a variety of challenges in their daily design work, and the solutions, while not always visible, can provide a sense of accomplishment and satisfaction with the project. Sometimes there is a sense of aesthetic purpose, as well.

Recommended Modifications for ASTM
In Upstate New York, building envelope professionals have difficulty obtaining well-graded sand aggregate to match the aggregate in mortars of historic buildings. Far too often the contractor submits fine sand that fits the edges of ASTM C144 but is too fine for the project. They refer to acceptability by C144 and the strength requirements of C270.
ASTM C1713 addresses these issues and allows exceptions in C144 and C270; however, C1713 is not referenced in C144 or C270. I do not believe many architects or engineers reference C1713 in their specifications, even when working on historic restoration projects.
As a committee member of ASTM, I have recommended to ASTM that a reference to C1713 be added in C144 and C270. This would give architects and engineers more ammunition to obtain the proper aggregate for historic mortars. This is presently in review at ASTM and will be balloted soon.

Hands-on Training
Gordon P. Hyatt attended a two-day Contractors Training Classes in March sponsored by the Sika Corporation in Lyndhurst, New Jersey. The instruction included both presentations and hands-on laboratory work for various Sika products, including waterproof membranes, structural strengthening with fiber reinforced polymer (FRP), traffic membranes, flashing, repair mortars, and roofing systems.

Building Bridges to Engineering Experience
Tenth and 11th grade students in Jim Maniccia's Principles of Engineering class at Westhill High School in Syracuse benefitted from Dave Bauer's experience in a bridge-building contest within the technology class setting. Dave visited the class on two occasions for the "Build 'Em and Bust 'Em" Bridge Contest.
Students were divided into teams to construct balsa wood bridges, which were then load tested to determine bridge strength. Dave, a KHH structural engineer, gave the students design and construction tips, and helped them to understand any construction failures during the load testing.
This was the third year Dave has assisted with the Westhill technology class. The visit was part of the Project Lead the Way effort, which develops STEM curricula for use by elementary, middle, and high schools.

Bing Bai Joins KHH Staff
Bing Bai, E.I.T., has joined Klepper, Hahn & Hyatt as an engineering designer. Bing completed his Bachelor of Science in Civil Engineering at Shenzhen University in Shenzhen, China, and his Master of Science in Civil Engineering at Syracuse University. His coursework concentrated in structural engineering. Bing is currently assisting the staff engineers with school district and steam vault projects. A resident of Syracuse, he is a member of AISC and SEAoNY.

Dan Beal, E.I.T., for his hard work with the Structural Engineers Association of New York (SEAoNY) in launching an upstate initiative to better represent all of the structural engineers throughout New York State. Dan is a member of the expansion committee to establish a new Syracuse Chapter of SEAoNY. The organization recently held its first half-day upstate conference.
Dan also recently received an Air National Guard promotion to Civil Engineer Officer with the 174
th Attack Wing based in Syracuse. He was formerly with Air Crew Flight Equipment based in Newburgh, New York.

Principal Jim D'Aloisio presented at three sessions at this spring's Structures Congress in Denver. He has also presented at various venues in New York State on the NYS Energy Code, structural condition assessments, special inspections, and reducing CO2-e emissions from building construction.
Principal Kelly Covert was recognized with a Certificate of Appreciation for 20 years of service in his work for KHH.
