Gear Up for ATP Cycle 2 & HSIP Cycle 7!

It's already time to get ready for the 2015 grant cycle of the Active Transportation Program (ATP)!  Caltrans has indicated that another $360 million will be available in the ATP Cycle 2

Key dates to keep in mind for the Statewide and Small Urban/Rural Components:
  • March 26, 2015 : Call for Projects Open
  • May 31, 2015: Applications Due
  • October 22, 2015: Awards Announced!
Our friends at the Safe Routes to School National Partnership have a great blogpost detailing key changes to the program, and Cal Walks and our statewide partners will continue working with Caltrans to improve the program and keep you all updated.  Stay tuned for more updates Coalition's push to increase funding for the ATP!

Additionally, Cycle 7 of the Highway Safety Improvement Program (HSIP) is expected to award $150 million to projects improving traffic safety an all publicly owned roadways, including infrastructure and non-infrastructure projects aimed at improving safety for walking, biking and Safe Routes to School. The Cycle 7 Call for Projects is expected to open in April 2015. A Cycle 7 Fact Sheet can be found here.

To prepare for HSIP Cycle 7, Caltrans will be hosting a webinar to help local agencies prepare; details below:
Caltrans is currently updating two very important planning documents--the Interregional Transportation Strategic Plan (ITSP) and the Strategic Highway Safety Plan (SHSP)--that will lay out the state's priorities for spending its transportation dollars in the State Transportation Improvement Program (STIP) and the Highway Safety Improvement Program (HSIP), respectively. 

Cal Walks has been hard at work with our partners statewide to provide recommendations to both these Plan updates to better integrate active transportation into these funding streams, as well as to better align the Plans with the State's climate change, sustainability, and equity goals under AB 32, SB 375 and SB 391. 

Stay tuned for more details as the draft Plans are released for public comment in the coming weeks.

New Resources
A Resident's Guide for Creating Safer Communities for Walking & Biking
This updated resource provides information, ideas, and resources to help residents address or prevent poor walking and bicycling conditions and to improve safety, including fact sheets, worksheets, and adaptable sample materials. Cal Walks' VideoVoice work is highlighted in Resource 4 of the guide as an effective community and youth engagement strategy. Guidebook on Pedestrian and Bicycle Volume Data Collection, NCHRP 797 
This new National Cooperative Highway Research Program (NCHRP) Report provides a great summary of methods and technologies for manual and automatic counting of people walking and biking, as well as provides guidance on how to develop an effective non-motorized count program to inform an agency's programs and investments.

Guidelines for Accessible Building Blocks for Bicycle Facilities
San Francisco has released new guidelines to address accessibility for seniors and people with disabilities along streets with separated bicycle facilities. These guideliens are likely the first in the nation to address how to accommodate and decrease conflicts with people walking and rolling along/crossing separated bicycle facilities.

Design Guidance for Channelized Right-Turn Lanes, NCHRP Web-Only 208
This new NCHRP report provides design guidance to improve the safety of all road users at channelized right-turns, including crosswalk location, special crosswalk signing and marking, island type, and the radius of turning roadway.
