Our Southern California Policy Manager, Caro Jauregui, shares her personal experience living car-free in southeast Los Angeles County and why she and our partners are fighting for dedicated investments in active transportation in Southeast LA County's Gateway Cities subregion. Home to 2 million people, the Gateway Cities subregion is comprised of a high number of low-income communities and communities of color in dire need of active transportation and transit investments. Despite the subregion's own adopted policy goals for active transportation, the Gateway Cities Council of Government's latest transportation priorities list dedicated zero dollars to active transportation.

Responding to the
Governor's proposed transportation budget, Cal Walks and
38 organizations from all around the state submitted joint recommendations calling on the Administration and Legislature to match investments in repairing and maintaining our existing roadway infrastructure with an investment in repairing and operating public transit systems and expanding transit, walking, and bicycling networks statewide, especially in low-income and otherwise disadvantaged communities.

Caltrans has launched a new planning effort to develop the first ever
California Sate Bicycle & Pedestrian Plan over the next year to identify goals, objectives, strategies, and recommendations to make walking and biking safer, more accessible, and more convenient for all Californians.

New Funding Opportunities
|
Set to open in April 2016, roughly $150 million will be made available statewide for projects that improve traffic safety on any publicly owned road--this includes pedestrian and bicycle safety projects!
In this new program, Caltrans has made available $10 million of HSIP funds to assist local agencies conduct systemic safety analyses of collision data in order to identify safety issues on their roadway network and develop a list of systemic low-cost and competitive safety improvement projects for future HSIP funding. There will be two application rounds for this inaugural program cycle: Applications for
Phase 1 funding will be due March 25 2016
. If funds remain after Phase 1 projects are awarded,
Phase 2 will open in June 2016 and applications will be due August 2016

Signed into law last fall,
SB 508 (Beall)
clarifies and makes explicit the eligibility of pedestrian safety education projects and programs under the Transportation Development Act, Article 3 (TDA-3). Now, up to 5% of a city or county's TDA-3 funds may be used to fund bicycle and/or pedestrian safety education programs.
