Fixing Roads: 
Republicans Seek Reforms - Without Tax Increases

As the Legislature considers providing funding for California's transportation
infrastructure, Democrats propose increased taxes. In contrast, Republican legislators propose reforms to improve efficiency and accountability, and to fund infrastructure from existing sources.
 
With the chronic neglect of California's highway maintenance, the Governor called a special session of the Legislature to enact permanent funding to maintain the state's transportation infrastructure.  He estimates $5.7 billion in unfunded repairs each year need to be funded beyond the current $2.3 billion funding from
fuel taxes, for a total of $8 billion.
 
Assembly Republicans responded by putting together a plan to provide $6.6 billion of annual funding without raising taxes.  It draws from cap & trade income, uses truck weight fees, eliminates overstaffing at Caltrans, eliminates unfilled state positions, and uses the existing fuel taxes. 
 
Bay Area Assembly Member Catharine Baker, a member of the Transportation Committee, said, "Constituents deserve smarter, stronger infrastructure using funds more efficiently. That is what this proposal does. Rather than raising taxes, this proposal reforms how we spend the money we already have and ensures that our transportation funds are being used wisely".
 
In contrast, a prominent Democrat bill by the Senate Transportation Committee chair would raise the gas tax by 12 cents, along with creating other new taxes or fees.
    
Senator Bob Huff pointed out that Democrats who control the state budget process had $10 billion in unanticipated revenue in this year's budget.  "But they didn't make transportation infrastructure a priority and instead called on Republicans to increase taxes on California families instead.  They had the money and they just didn't prioritize it."
 
Sen. John Moorlach said, "In fact, the "transportation" special session appears to
be an exercise designed to pressure legislators into supporting a tax hike on
gasoline - even though Californians already pay the nation's highest taxes."
 
Sacramento Bee columnist Dan Walter recently asked, "How is it that California motorists are paying some of the nation's highest fuel taxes, but the highways they use are among the nation's worst?"

State Senate Republicans have proposed several reforms to transform how California maintains its roads.  Sen. Bob Huff said, "This transportation crisis requires that we look at everything.  That includes reforming how we build and improve our roads, ensuring that process is more transparent.  This package of bills also brings more accountability and transparency to Caltrans."
 
"In addition, we need to start giving more control over to the locals who have boots on the ground and can actually assess what is needed and get it built more quickly and efficiently than the bureaucrats in Sacramento."
 
Among the proposals is a bill (SCA X1 1) by Sen. Huff that will constitutionally
guarantee that the billions in transportation taxes paid by California drivers annually are used only for transportation purposes.  The Legislature has diverted transportation funds to other uses several times during eras of tight budgets.
 
Sen. Andy Vidak's bill (SB13) will create a Transportation Inspector General to
examine Caltrans and the High-Speed Rail Authority for fraud and waste, efficiency
opportunities, and best practices. The Transportation IG would investigate and
report back to the Legislature.
 
Another Vidak bill (SB X1 3) would have allowed Californians to vote on whether they want to continue funding High Speed Rail, which is estimated to cost $100 billion to complete.  The bill would freeze any further spending on the project until after a vote on June 7, 2016.  If approved by voters, any unspent HSR dollars would be redirected to state highways and roads.  Unfortunately, this bill was defeated in committee by the Democrats.
 
Many Republicans criticize the spending on High Speed Rail.  They believe that if it worked at all, it would help limited numbers of Californians only after many years at great expense.  In contrast, road improvements would help most motorists soon.
  
Sen. Sharon Runner introduced a bill (SB12) to bring more accountability and
transparency to the process by making the California Transportation Commission
independent and giving it the power to approve individual repair and maintenance
projects to make sure Caltrans is actually putting its resources into the top priority projects and achieving its efficiency goals.

Mike Huckabee, Ed Royce & Scott Walker
Headline Anaheim Convention

The California Republican Party Fall Convention offers an impressive lineup of speakers with two presidential candidates:  former Arkansas Governor Mike Huckabee and Wisconsin Governor Scott Walker plus Representative Ed Royce, Chairman of the House Foreign Affairs Committee.  Huckabee will speak at the Friday Executive Committee lunch, Royce at the Saturday lunch, and Walker at the Saturday dinner.  The Huckabee lunch is for Executive Committee members and their guests.
   
The convention will be held September 18-20 at the Anaheim Marriott.  BayAreaGOP will host its usual briefings on Friday and Saturday nights in the Platinum 7 room.  We will have live music and refreshments starting at 9 pm, and the briefings will follow at 10 pm.  You can find details about convention registration, deadlines, and schedule on the BayAreaGOP Convention page.

The draft platform will be considered by the CRP Platform Committee on Saturday afternoon, September 19 at the CRP convention, and may be considered by the full convention on Sunday.  The draft platform is listed in the Delegates section of the CRP website.  CRP Secretary Deborah Wilder will serve as Platform Committee Chair.
 
Associate Delegates may cast a vote Saturday between 11 am and 5 pm to elect the Associate Representative.

Join the San Mateo County Republican Party as they host an information booth at the Pacifica Fog Fest.  They need at least two volunteers for two hour shifts to sign up new volunteers, handle voter registration material and talk to interested festival goers.
