No Tax Increases As Republican Legislators Stand Firm

As the state legislative session closed, Republican legislators stood united and defeated all proposed tax and fee increases.  Democrats had proposed over $29 billion in increases.
 
At the CRP Fall Convention in Anaheim, convention delegates celebrated the achievements of the legislative leaders, Senators Jean Fuller and Bob Huff and Assembly Member Kristin Olsen, who were able to hold their teams together to defeat the tax increases.  The Senate Republican leadership passed from Huff to Fuller in late August.
 
Democrats had proposed increases in sales taxes, property taxes, the gas tax, the vehicle license fee, the tobacco tax, real estate taxes and more.  (See the flyer.)

 In a recent article, Republican Senator Mike Morrell stated that California "... brought in $10 billion more in tax revenue last year than was expected by budget experts, leading to a record-setting $265 billion budget.  This money could have been used to appropriately fund priorities like our streets and roads.  Instead, the majority party neglected that core government responsibility in a dishonest attempt to leverage higher taxes ..."  
 

In contrast, Sen. Morrell said, "We proposed our own proactive, tax-free measures to fund maintenance and repairs. We remained firm in our commitment to reducing the size of government, showing that it is possible to live within our means."
 
Republican legislators scored another win on SB350, the high-profile bill to reduce greenhouse gases.  Thanks to Republicans and a few moderate Democrats, the bill was amended in the Assembly to strike language that required a reduction in petroleum use in motor vehicles by 50%.  That could have led to Draconian restrictions on gas use and higher gas prices for drivers.  Vehicles impacted by this proposal would have included cars, motorcycles, farm equipment, locomotives and even marine vessels.

CALIFORNIA REPUBLICAN PARTY APPROVES NEW PLATFORM

Revised immigration policy calls for increased border security and visas for workers needed to strengthen California's economy

At its recent convention the California Republican Party overwhelmingly approved a new platform. This document, the first update in eight years, reflects the changing attitudes and composition of CRP convention delegates.
 
The most highlighted change was the immigration plank, approved by a 74 - 24 vote in platform committee and modified slightly at the general session.
 
The new immigration plank:

*    Welcomes legal immigrants
*    Reaffirms our commitment to control our borders
*    Supports visas for workers needed to strengthen California's economy
*    Calls for defunding of sanctuary cities that fail to cooperate with immigration officials
*    Supports a nationwide e-verify system
*    Opposes amnesty for illegal immigrants
*    Recognizes learning English as key to effective participation in American society
  
In addition, the platform committee adopted several changes to the platform recommended by the drafting committee. The final platform:

*    Includes a revised crime and justice plank that calls for victims' testimony at parole hearings
*    Supports strengthening locally developed education standards while opposing national common core standards
*    Supports laws prohibiting discrimination in housing and employment based on disability and sexual orientation
*    States that religious institutions should not have to perform marriages that their faith does not recognize
*    Incorporates the California Constitution's protection of the free exercise of religion without discrimination or preference
*    Adds a new section on election integrity advocating increased ballot access for elderly, handicapped and military voters, and improved verification of voter identity for both in-person and vote-by-mail ballots
