WEEK OF JUNE 5, 2017
JOINT COMMITTEE ON FINANCE BUDGET DELIBERATIONS
 
Last week, the Joint Committee on Finance (JCF) acted on a few items impacting county government. Highlights include:
  • Maintained current law with regard to judicial compensation; provided a 2% general wage adjustment for judges and justices effective September 30, 2018 and another 2% increase on May 26, 2019. Higher increases may be obtained through the Division of Personnel Management. Funding would come from compensation reserves.
  • Transferred responsibility for the removal of car-killed deer to the Department of Transportation (DOT). Required DOT to contract for the removal of car-killed deer with private vendors or counties and municipalities. Specified that the removal of car-killed deer is not a routine maintenance activity. Required DOT to fund contracts for the removal of car-killed deer through its operations budget.
The Joint Committee on Finance has not yet announced its schedule for the week. Issue areas left for the JCF to take up impacting counties include:
  • Agriculture, Trade and Consumer Protection
  • Corrections - Community Corrections
  • Corrections - Juvenile Corrections
  • Local Government Property Insurance Fund
  • Natural Resources - Environmental Quality
  • Transportation

ASSEMBLY AND SENATE FLOOR SESSIONS

The Wisconsin State Assembly announced that it will be in regular session on June 14. That is the only day the Assembly will be in regular session in June.

The Senate announced it will also be in session on June 14 as well.

Senate Committee on Natural Resources and Energy, 10:00 a.m.
Senate Bill 168 - local assistance for remediating contaminated wells and failing wastewater treatment systems and award limits for contaminated well grants. WCA is monitoring this bill.
Senate Bill 276 - the sale of White Mound County Park to Sauk County. WCA has no position on this bill.

Wednesday, June 7, 2017

Senate Committee on Public Benefits, Licensing and State-Federal Relations, 10:00 a.m.
Senate Bill 174 - incentive programs for counties and tribes that identify fraudulent activity in certain public assistance programs, removing inactive FoodShare accounts, expunging unused FoodShare benefits, limiting the number of FoodShare replacement cards, requiring the exercise of rule-making authority, and making appropriations. WCA supports this bill.

Senate Committee on Transportation and Veterans Affairs, 10:00 a.m.
Assembly Bill 138/ Senate Bill 98 - the safe-ride grant program. WCA is monitoring this bill.

Senate Committee on Revenue, Financial Institutions and Rural Issues, 9:00 a.m.
Senate Bill 238 - funding for first responder and emergency medical technician training and certification and making an appropriation. WCA is monitoring this bill.
Senate Bill 239 - upgrading service levels for ambulances in rural areas. WCA is monitoring this bill.

Assembly Committee on Criminal Justice and Public Safety, 11:00 a.m.

Assembly Bill 366 - creating a medicolegal investigation examining board; licensure of medical examiners and medicolegal investigation staff members; disposition of bodies; death investigations and duties of coroners and medical examiners; extending the time limit for emergency rule procedures; providing an exemption from emergency rule procedures; granting rule-making authority; making an appropriation; and providing criminal penalties. WCA is monitoring this bill.
