Safety Improvements: Papipi Road

Aloha,
We have safety concerns regarding Papipi Road. Drivers constantly speed down Papipi Road near Ewa Beach Elementary School while parents are rushing to drop their kids off at school.
Could HPD please enforce stricter rules on this speeding and could the City could install a 4-way stop at the intersection of Kapolei Parkway and Papipi Road?

Kym: Thank you for sharing your concerns. This is an ongoing issue that the City is working on. After sharing our community's requests to the City's Department of Transportation Services (DTS),
DTS informed me that they recently
completed a site inspection, traffic survey & review of the area's traffic collision history as well as issued a work order to install all-way stop controls with appropriate signs and markings. DTS will issue a notice when the installation of the signs and street markings is scheduled to occur.
Implementing Safety Signage: Last year, in an effort to improve safety for keiki in the area, the City also upgraded the School Crossing warning signs and installed "Higher Fines" along Papipi Road in the vicinity of Ewa Beach Elementary School.
Complete Streets for Papipi Road: Additionally, I am happy to share an update regarding "Complete Streets" in this area. In the FY18 Budget, I have added $5,300,000 to apply complete streets environment to Papipi Road to improve safety for all keiki and pedestrians in Ewa Beach.
In 2014, a Complete Streets Study of Papipi Road was conducted--
a transportation policy & design plan which aims to create streets that are safe and convenient for all pedestrians, drivers & residents. The study made mid & long-term recommendations for improvements to further enhance the area for vehicles, bicycles, and pedestrians of all ages and abilities.

City's Junior Lifeguard Program Kicks Off Next Month

Aloha!
Registration for the City's Junior Lifeguard Program takes place from Monday, May 15, 2017 to May 29, 2017. This year, registrations will be conducted online and not in person.
Programs are held at four locations: Ehukai Beach Park, Ala Moana Beach Park,
Makaha Beach Park, and Kalama Beach. Each location will offer six 5-day sessions between June 5 - July 21, from 9 a.m.- 2 p.m.
The program is free and open to youth ages 12 - 17. Applicants must have swimming skills and be able to swim for 100 yards continuously with 100-percent effort. Qualified swims will be held on the first day.
(There is a limit of 45 students per session.)

Kamokila Blvd. Repaving Project

What is the status of repaving Kamokila Blvd?

Kym: As we enter Budget Season at the City Council, improving transportation remains as one of our top priorities. According to the City's Department of Design and Construction (DDC), the resurfacing of Kamokila Blvd has been contracted to begin in the October 2017 timeframe. The resurfacing of Kamokila Blvd. is expected to take place from the Kapolei Golf Course to Nau Street. Meanwhile, DDC has started repaving side streets near Kamokila Blvd, including Louluelo Place, Wahane Place, Louluhiwa Place and Paaoloulu Way and other streets in the area.

In the 2018 Fiscal Year budget, I requested $30,000,000 for planning, design, construction and related improvements to streets throughout Oahu, including streets in Kapolei like Kamokila Boulevard and Kapolei Parkway. Your testimony is needed as we finalize the FY18 Budget & secure important projects to improve our Leeward Coast.
